• Fix devcontainer build on Debian Trixie
  Disable the moby option for the docker-in-docker feature since
  moby-cli and related system packages have been removed from
  Debian Trixie. This switches to installing Docker CE from
  Docker's official apt repository instead, which is functionally
  equivalent.
