Summary

Kits (other than the built-in ones), and directory-format extensions, gain the
ability to issue run-time problems of their own for the first time. Each RTP
now has its own explanation file, written in Markdown format, which dynamically
generates HTML for the apps to show when a user runs into an RTP.
