Adds mformat, mcopy, mdir etc to ELKS elks/tools/bin, removes external dependency for mtools v4.0.23 for building ELKS images.

Added for @tyama501 using Debian 12.7 distribution which has mtools v4.0.32 installed that won't work to build PC-98 images. Discussed in #2042 (comment).

Adding mtools to our internal tools build also allows ELKS to build all FAT images during the automated CI build, although that isn't yet being done.

Tested only on macOS and Github Ubuntu. Hopefully this won't cause issues for other non-Linux systems, but if so, please submit a bug report.
