What does this PR do?

Oversight on my part when merging #12353

The resume_download kwarg is passed to get_class_from_dynamic_module in AutoModel. The argument isn't used anywhere downstream in the function, but there was no issue since the function accepted **kwargs

#12353 removed the **kwargs argument from get_class_from_dynamic_module, so now the function throws an unexpected keyword error. Removing resume_download to fix since it isn't used anywhere.
