Consider having a "prelude"ish change note category (original) (raw)

(a possible later improvement) I've also been considering having a category called heading, or banner, or highlights for some prose paragraph before the category list. Talking of prior art, reno includes a special category called prelude before everything else, for example: https://docs.openstack.org/reno/latest/user/usage.html#editing-a-release-note / https://docs.openstack.org/reno/latest/user/examples.html#input-file.
