WIP on HttpClient instrumentation JDK11 HttpClient instrumentation
- ObservationOrTimer... can have an error
- TCK for HttpClient JDK was added
- fixed??? Gradle setup for junit java11 tests (changed the inclusion format)
- converted to use the ObservationOrTimer abstraction so that we get just metrics too

Add nullability annotations to the package-info so all API is non-null by default, and fix the JavaDoc.
This makes it so a property does not need to be passed to use JDK 11+ to run the Gradle build and compile/run tasks.
