Add configuration to control publishing a separate time-windowed max gauge for OTLP histograms. This is particularly helpful for cumulative temporality because the max is not published as part of the histogram then, due to its decreasing relevance over the lifetime of the histogram. The configuration option is enabled by default when cumulative temporality is used.
