Reproducible Example

with pd.ExcelWriter('test.ods') as writer: DataFrame().to_excel(writer)

Issue Description

Raises ValueError: max() arg is an empty sequence

Expected Behavior

Write an empty sheet

Installed Versions

Replace this line with the output of pd.show_versions()
