Short description

• Decreases the power consumption of Translator devices
• Changes the round-start battery in a Translator device to be a medium-capacity power cell

Why we need to add this

Players enjoy the Foreigner trait but find they have to charge their Translation device a little too frequently.

• High-capacity power cells currently last 18 minutes
• Medium-capacity power cells currently last 12 minutes
• Low-capacity power cells currently last 6 minutes

This PR drops the power consumption rate from 1 to 0.6, which is the same as Borgs.

• High-capacity power cells will now last 30 minutes
• Medium-capacity power cells will now last 20 minutes
• Low-capacity power cells will now last 10 minutes

Also, players with the Foreigner trait will now round-start with a medium-capacity power cell in their Translator device instead. This makes getting a high-capacity cell (through Science or through Maints Diving) feel like a nice upgrade.
