Short description

There is a joke option under Markings (Wizden added) to give Humans cat ears and cat tail. This PR enables players to actually use this option.

Why we need to add this

RP purposes. It's a trope in fantasy (which SS13/14 pulls inspiration from heavily) for Humans to be able to make half-humans with basically anything. The ability to add cat ears and/or cat tail enables people to roleplay as Half-Felionid Half-Human. If approved and enjoyed by players, I may go in and add Vulp ears and tail too.
