Dev on-call coordination - expand coverage ours beyond 8AM-8PM (Especially for APAC)
We are still struggling to find developers to support APAC hours and the burden falls on a small number of developers within the APAC timezones to support. As a result, many of the APAC developers carry a disproportionate number of support rotation shifts. See https://gitlab.com/gitlab-com/people-group/General/-/issues/927
A new tool was developed to help us find available and eligible developers for on-call support rotation https://gitlab.com/gitlab-com/dev-on-call (Thank you @gonzoyumo). This has greatly improved our ability to track the number of shifts taken by each developer and helps us to find which developers are eligible for shifts.
The Dev On-Call tool, however, limits searching for availability by only counting developers in timezones where they can start and complete the shift between the hours of 8AM-8PM locally. I did an experiment where I expanded those hours to 7AM-9PM and it allowed for more developers on the west coast to participate in those critical APAC hours.
I propose we expand the working hours to a minimum of 7AM-9PM and perhaps further. We may need to gather feedback, get further guidance from People-Ops etc, but I think this will help with our overburdened APAC on-call rotation.
