Work Item Quick Action: Add ability to toggle todo status

Summary

Work Items support Todos since %16.0 via &9750 (closed). We need to add support for following Todos related quick actions similar to other places across GitLab;

• /todo: Add a work item to Todos
• /done: Mark a todo Work Item as done.
