ZusammenfassungIst die Europäische Währungsunion aus ordnungsökonomischer Perspektive eine „gute“... more ZusammenfassungIst die Europäische Währungsunion aus ordnungsökonomischer Perspektive eine „gute“ Geldverfassung? Um diese Frage zu beantworten, unterscheiden wir zwischen einer traditionellen und eine modernen Perspektive der Ordnungsökonomik. Wir erläutern traditionelle Geldordnungsvorstellungen und vergleichen diese mit geldpolitischen Argumenten der modernen Verfassungsökonomik, insbesondere mit dem Werk von James M. Buchanan. Mit diesem Beitrag möchten wir für die Modernisierung der Ordnungsökonomik werben, um sie besser an den internationalen Diskurs in den Wirtschaftswissenschaften anschließen zu können.

In the German federal elections on September 22, 2013, for the first time after 64 years, the Fre... more In the German federal elections on September 22, 2013, for the first time after 64 years, the Free Democratic Party (FDP) was not elected to the German federal parliament, the Bundestag, anymore. Less surprising than this fact is the malice of its political opponents with which this landslide defeat was accompanied. In this paper, it is argued that the hostility towards the Free Democrats originates from its turn to the Christian Democrats in 1982 with the so called Manifesto for the Market Economy written by Otto Graf Lambsdorff, then Federal Minister of the Economy. The Manifesto argued for a consolidation of public finance and tax reductions, for reforms in the labor market and the social security systems, and for a liberalization and privatization policy. While the Free Democrats did not achieve much of that agenda during the coalition with the Christian Democrats, it influenced the Agenda 2010 by Chancellor Schröder. SummaryWe analyse German public finances against a theoretical background using a unique database... more SummaryWe analyse German public finances against a theoretical background using a unique database, retrieved from multiple sources covering the period between 1850 and 2010.Multiple currency crises and force majeure offer anecdotal evidence contradicting the historical perception of Germany being the poster child of European public finance. Given these corresponding breaks in time series, the empirical analysis is conducted for the sub-periods 1872-1913 and 1950- 2010. In addition to anecdotal historical analysis, we conduct formal tests on fiscal sustainability, including tests on stationarity and cointegration and the estimation of Vector Autoregression (VAR) and Vector Error Correction Models (VECM). While we cannot reject the hypothesis that fiscal policy was sustainable in the period before the First World War, the tests allow for a rejection of the hypothesis of fiscal sustainability for the period from 1950 to 2010. ZusammenfassungWilhelm Röpke war ein Verfechter des Freihandelsgedankens und gegen jede Form des ... more ZusammenfassungWilhelm Röpke war ein Verfechter des Freihandelsgedankens und gegen jede Form des Kollektivismus, aber auch ein überzeugter Europäer, dem in ferner Zukunft das Ordnungsmodell des Schweizer Föderalismus als Zielvorstellung für Europa vorschwebte. In Währungsfragen war er skeptisch gegenüber Währungsunionen, in denen deren Disziplinierungswirkung über völkerrechtliche Verträge und die Bereitschaft der Länder, diese einzuhalten, sichergestellt werden muss. Vor dem Hintergrund von Röpkes Werk zur europäischen Integration werden in diesem Beitrag das ordnungspolitische Konstrukt der Europäischen Wirtschafts- und Währungsunion analysiert und Lösungsansätze für die gegenwärtige Schuldenkrise abgeleitet.
