Since the New ICT has emerged, paperless working culture and online services are becoming popular. The concept of E-Governance has been adopted and implemented by the centre and states in almost every ministry to provide better services to the citizens. The main purposes of implementation of E-Governance are to deliver the fast, better, transparent services, keep check and balance on the corruption and saving the time, money, and labour of public and officials. After starting the Digital India program, the adoption of E-Governance has taken speed at the centre and state level. Some work has been done at government level but a lot of work is still to be done in this regard so that every citizen can get benefit of e-services. There are some challenges which are becoming hurdles in the way of government and public. Some challenges are common and some are different, especially in rural areas of various states, like illiteracy, unawareness, necessary infrastructure and access to the technology etc. Like other states of India, Haryana is also a rural dominated state. The government of Haryana has also adopted E-governance for the delivery of various e-services to the citizens at their doorstep. For the delivery of government services in villages the state government has established CSC (Common Service Centres) in rural areas so that people can easily get online services. This initiative of the state government will lead to the rural development. Money, time, and labor spent by rural people on availing of these services, can be invested in further rural development activities. A study is required to examine how much is the concept of e-governance successful in rural areas of Haryana. Have the e-services reached the grass root level in the villages? Are the rural people taking benefit of these services or are they facing problems? This study explores the infrastructure facilitates available in villages, accessibility of rural people to the online services delivered by the state government in the villages and the response of the rural people towards e-governance. The present paper highlights the challenges that rural people have to face in availing e-services and what should to be done for making it better and more public friendly so that better services and facilities can be provided in the rural areas and the eservices can be more citizens centric in the villages of the state. This paper will follow survey method.
