The aim of this paper is to explore the likely effects of corruption on the foreign direct investments in Turkey. For this purpose, the determinants of foreign direct investments inflows to Turkey from 19 countries over the period of 2002-2012 are examined by means of panel analysis through refining the “Gravity Model” by adding control variables and corruption indicators. The results indicate that the Turkish foreign direct investment inflows have both market and efficiency seeking patterns and corruption is a critical factor for the foreign direct investment inflows.

Literaturde odemeler bilancosu asamalari hipotezi olarak adlandirilan bu teoriye gore, ulkelerin odemeler bilancolarinin uzun donemde belirli asamalari izlemektedir. Soz konusu asamalari belirleyen faktor ise ulkelerin gelismislik duzeyidir. Article 71 in Public Financial Management and Control Law No. 5018 stated public loss as is preve... more Article 71 in Public Financial Management and Control Law No. 5018 stated public loss as is preventing an increase or causing a decrease in the public resource as a result of a decision, transaction or action that violates the legislation and that stems from their intention, fault or negligence. In this study our aim is to examine the concept of public loss from the point of view of public higher education transactions. For this purpose, we classified one hundred Court of Accounts decisions on the concept of public loss according to their subject, responsibility and expenditure unit. As a result, it is found that ex-post control over the expenditure units does not cover the risky areas for Turkish Higher Education Institutions. Hence ex-post control over expenditure unit do not help Turkish Higher Education Institutions for effciency gains.

This paper deals with site selection problems for wind power plants and aims to propose a structu... more This paper deals with site selection problems for wind power plants and aims to propose a structural procedure for determining the most feasible sites. The application area is Western Turkey. The methodology is mainly composed of two stages: the first stage is pre-elimination of infeasible sites, and the second stage is evaluation of the available ones. Geographic Information Systems (GIS) are used to generate layers of data and to apply the elimination criteria and constraints. The alternative land areas are handled in terms of identical-sized grids, which are large enough to install one wind turbine each. Multiple Criteria Decision Analysis (MCDA) is then used to rank and sort the grids via the identified evaluation criteria. The problem is evaluated in 13 fields, which are a collection of several grids in order to evaluate larger scale areas to construct wind farms rather than for individual turbines. The evaluations are made both at grid (micro) and field (macro) levels and both deterministic and uncertain data are used. The results reveal a high level of consensus on the most feasible sites between the different MCDA methods applied. The proposed methodology provides a structured decision aid, which can be applied to other energy site selection problems.

The quality perception of the services that support university education (like the student affair... more The quality perception of the services that support university education (like the student affairs unit) involves a significant discussion when these services are related to the behaviors of the students regarding satisfaction. Therefore, the purpose of this study is to measure the overall satisfaction of H.U. students regarding the Student Affairs Office Directorate (SAOD). It will also evaluate the perception of students regarding the service quality, and to observe the direction in which the quality perception of the students regarding Student Affairs Office Directorate (SAOD) varies. It will be noted how it depends on class levels and visit frequencies and the relation between these perceptions and general satisfaction level of the students regarding the SAOD via the SERVQUAL scale. According to the results, the satisfaction level of H.U. students regarding the SAOD is significantly low. Besides, the students perceive the Reliability dimension among the SERVQUAL dimensions as the highest quality and the Responsiveness dimension as the lowest quality dimension. As the class level of the student goes up, the quality perception of the SAOD goes down and as the number of visits decreases, the quality perception increases. Finally, it is determined that the entirety of the service quality dimensions affects the overall satisfaction level of students regarding the related unit.

The breadth of area of influence of higher education and the dimension of the debate are carried ... more The breadth of area of influence of higher education and the dimension of the debate are carried by different disciplines. The financing of higher education in Turkey is largely met by the student contribution (user charges) / tuition fee and the state. In this study, user charges as public revenue were analysed economically. As a result of the economic analysis, it has been observed that user charges / tuition fees are unchanged even though there is an inflationary environment since the academic year of 2010-2011. Although, user charges/tuition fees needs to be calculated on basis of private benefits, it is ascertained that those who benefit higher private benefits pay less in terms of user charges/tuition fees but those who benefits less pays more in terms of user charges/tuition fees conversely. Since graduates obtain different private benefits from different higher education institutions, user charges/tuition fees should not be collected on the same amounts.
