Developing in the first quarter of the 20th century, the Republic of Turkey continued to use the ... more Developing in the first quarter of the 20th century, the Republic of Turkey continued to use the administrative organization it inherited from the past without changing it much. The country was divided into provinces, provinces into districts, districts into townships and townships into villages. Each province was headed by a governor. It is seen that there was a frequent change of governors in Urfa in the early periods of the Republic. Atıf Ulusoğlu, who served in 1936-1937, dealt with the problems of the city one-on-one and also worked for the development of the society in terms of socioeconomic and sociocultural aspects. He frequently traveled to almost all districts of the city and gave instructions for the solution of related problems. During the years he served in Urfa, he carried out very positive activities according to the economic conditions of the time. He worked in many fields from education to art, culture and economy. He was also closely involved in the municipal affairs of the city. Nevertheless, Urfa, located in an arid geography, frequently faced drought. At the same time, despite having a fertile and large agricultural basin, it had to struggle with swarms of rats and locusts. Local governments did not have the opportunity for quick solutions due to lack of personnel and economic reasons. During this period, the municipality worked in coordination with the governor's office and took important initiatives for the city's infrastructure. For example, in order to meet the city's need for clean water, waterways were provided and roads were designed. At the same time, telegraph wires were erected to ensure communication throughout the city. Atıf Ulusoğlu ensured that artisans went to exhibitions organized in various parts of the country in order to make modern production. Although Atıf Bey's governorship of Urfa was short-lived, positive developments took place in the city.
