It is tempting to describe Egypt’s parliamentary elections, which started in mid-October and will... more It is tempting to describe Egypt’s parliamentary elections, which started in mid-October and will continue through December 2, as history repeating itself. When the leading party list in 2015 is headed by a former military man and leading official in the mukhabarat (state intelligence) and most of Egypt’s political opposition is boycotting the election, the state of affairs evokes an authoritarian past. Some say this is Egypt reverting to Mubarakism—just without former Egyptian President Hosni Mubarak. Yet today’s Egypt is not Mubarak’s Egypt. Rather, it is a state transitioning from single-party rule to a new system whose pecking order is still being hashed out.

Analyzing the role of secularism and Islamism in the process of political and social change in to... more Analyzing the role of secularism and Islamism in the process of political and social change in today’s Morocco is a far more complex issue than contemporary development theory suggests. The theory assumes that religion is a traditional or, at best, a transitional, force that will wither in the process of modernization and growth of rationalism in society. In fact, the experience of the Middle East since the 1970s reveals that religion is becoming an ideological vehicle in the struggle for power. Traditional reassertions are increasingly playing a role in political and social mobilization that is inexplicable in terms of modernization theory and political change. This suggests that the phenomenon of Islamic revival may not be adequately understood or easily analyzed through a secular conceptual framework.

This chapter analyzes the concept of government in Islamic political thought. The question of who... more This chapter analyzes the concept of government in Islamic political thought. The question of who rules, or the qualities of the head of the Islamic government, has been critical in Islamic history. The first political conflict between the members of the early Muslim community took place immediately after the death of the Prophet (632) over the issue of ṭukm, or rule. The disagreement was not over the necessity of the establishment and continuation of political authority after the death of the Prophet but instead over who should succeed the Prophet as ruler of the Muslim community. Early Muslims also believed in the necessity of establishing one government under a single leader. The remainder of the chapter discusses the constitutional theory of government, principles of government, necessity of government, institutions and structures of government, legislative and judicial functions of government, and modern formulations of government.

Drawing on results from a survey among members of the Muslim Brothers and the Wasat Party, Emad E... more Drawing on results from a survey among members of the Muslim Brothers and the Wasat Party, Emad El-Din Shahin, Professor at the American University in Cairo and Harvard University, looks at changes in Egyptian political Islam and examines the views of mainstream Islamists of the European Union polices and initiatives in the Mediterranean. The discussion focuses on the Muslim Brothers, the country's main opposition force, and the Wasat Party, as purporting to represent an evolving Islamic centrist orientation. Despite their seemingly different orientations, the commonalities between the two groups regarding their views of the EU far outweigh their differences. Their shared Islamic frame of reference and a perceived inconsistency of EU policies in the region largely explain this similarity. This working paper is based on contributions made to a conference on "Political Islam and the European Union" organised by CEPS and La Fundación para las Relaciones Internacionales y el Diálogo Exterior (FRIDE) and hosted by the Fundación Tres Culturas in Sevilla in November 2006. At this conference Arab and Turkish scholars presented papers on the 'Muslim democrat' political parties of the Arab Mediterranean states and Turkey. The papers were written in response to a questionnaire on the following topics: • Evolution of Islamist parties and their views on political reform issues • Their views of Europe as a democratic model and on EU foreign policy • Their views on areas of potential collaboration, and of difference with Europe All conference contributions are currently being prepared for publication in a single volume by CEPS and FRIDE. In the meantime we publish as working documents those chapters of the book that are now available. This first paper by Robert Springborg was specially commissioned to provide an overview. CEPS Working Documents are intended to give an indication of work being conducted within CEPS research programmes and to stimulate reactions from other experts in the field. Many residents of the Middle East - and more recently, Western powers - have placed great hope in democratization in the region. Yet authoritarianism remains the norm and movement towards democracy is both slow and uneven.

The Struggle over Democracy in the Middle East examines democracy and democratization in the light of regional realities rather than the wishful thinking of outsiders. Specialists from the region analyze democratic prospects in the region, while accomplished scholars from the United States and the United Kingdom analyze Western policy, providing a wide-ranging survey of the efforts of individual countries and the effect of external influences. Addressing themes including sectarianism, culture, religion, security and the promotion of democracy, the book examines the experiences of activists, political parties, religious groups and governments and highlights the difficulties involved in bringing democracy to the Middle East. Providing a multifaceted approach to the issue of democratization, this book will be a valuable reference for courses on Middle Eastern politics, political science and democracy.
