It proposes the research model, based on the interactionism perspective, including eleven independent latent variables and two dependent latent variables. A more rigorous definition of e-readiness in institutionalizing e-procurement was also proposed. Based on survey data from 112 construction businesses in Hanoi in 2012 and used SEM-PLS to analyze the data, it finds that institutionalization of e-procurement was mostly explained by external and organizational but not technological factors. Of the eleven independent variables, there have been four significant paths on “internal supporting resource” and ten significant paths on “propensity toward institutionalizing e-procurement.” Consequently, we explained well many actual questions that have not been answered by the literature. Two important theoretical implications and several useful practical implications were discussed. Finally, contribution of the analytical methodology by this paper is also worth to be recorded.
