From an economic and natural resource point of view, however, disagreements as to what price policy to pursue for oil might have been an even more important reason for the invasion. In the same way vital economic interests, that wanted moderate oil prices, were an important reason why the allied forces, led by the U.S., went to war against Iraq on January 17, 1991. In view of the importance of the price of oil for the economies of both oil exporting and importing countries, the power to influence this price is of great significance. The more one sidedly dependent a country is on oil in the economy the more important it is who has this power. In the Gulf conflict the oil producing and consuming countries for which oil is very important, and that also have major military means, were the principal actors.

Kommuner og fylkeskommuner har vert viktige medspil-lere i kraftsektoren, mens petroleumssektoren i hovedsak har veert styrt pa statlig niva. Utvikling og modning av begge indust-tiene, mer liberale akonomiske tankesett, og i dé senere rene gradvis mer europeiserte markeder og politikk, har bidratt til at statens forvaltningsrolle etter hvert har fatt en mer, om enn ikke entydig, regulativ rolle. Staten har beholdt en stor grad av. offentlig kontroll, men den nye offentlig-private miksen har blitt mer regulativ og innebzrer mindre statlig innflytelse over daglig drift, og starre innslag av selskapsbeslutninger. Del-liberaliseringene har blitt gjennomfert med stor grad av tvert-. politisk enighet. Noc tradisjonelt heyre-venstre skille har det _ ikke vert i norsk energipolitikk. Enigheten har imidlertid slate noen sprekker de siste 4tene. Miljo-og klimahensyn har kom-met med styrke inn i debatten. Samtidig har overferingskabler for kraft til andre land og forholdet til EUs energipolitikk fatt starve oppmerksomhet. Kimaendringer og postmaterialistiske verdier motes na tydeligere i konflikter om skonomisk vekst, energi, natu, milje og klima, og forholdet til EU, pa tvers av ' det tradisjonelle hoyre-venstre skillet. This book analyzes how Norway's integration with the European Union has contributed to change the... more This book analyzes how Norway's integration with the European Union has contributed to change the Norwegian state's oil and natural gas entrepreneurship. The point of departure is that the Norwegian state was succesfully engaged in her petroleum industry from the 1970s as producer, regulator, law-maker and political and economic risk-taker. As a political entrepreneur the state could define social goals for activities and use regulative, legal and political measures to reach goals that private entrepreneurs do not have at their disposal. The European Economic Area (EEA) agreement from the 1990s challenged and changed the way the Norwegian state could continue the control and innovation of her comprehensive petroleum model. Norway adapted eventually de jure to EU directives and competition law. At the same time she gave their contents and interpretations a de facto Norwegian flavor. The analysis explains the unique mixture of state and private actitivites in the Norwegian petroleum sector, and sheds some light on European integration and variations in regulatory reform. Etterspørselen etter gass vokser raskere enn etterspørselen etter noen annen energibærer både globalt og i Europa. Samtidig som vi er verdens nest største oljeeksportør er vi nå Europas nest største, og verdens tredje største, gasseksportør. Fra primært å være en ”oljenasjon” vil vi i årene fremover i større grad bli en ”gassnasjon”. Mens oljeproduksjonen flater ut og etter hvert synker, vil vi om få år levere 60-70 milliarder kubikkmeter gass til det europeiske markedet. Bare Russland, som har verdens største ressurser og er den største produsent av gass, vil komme til å ha større markedsandeler i EU enn Norge. Ved siden av at det er viktig for oss selv, kan Norge i det europeiske gassmarkedet ha større potensiale til å påvirke priser, omsatte mengder og leveringssikkerhet for enkeltselskaper og land enn i de fleste andre markeder vi selger våre varer og tjenester i. Vår rolle som stor gasseksportør er dermed ikke utelukkende viktig for næringsliv og økonomi, men også for norsk diplomati, inklusive utenriks- og forsvarspolitikken. Situasjonen gir oss styrke og muligheter, men innebærer også problemer og utfordringer.
