Managing the state from a single center may not be sufficient to reflect the effectiveness of pub... more Managing the state from a single center may not be sufficient to reflect the effectiveness of public policies and services and their responses in society. Functionally, this type of management cannot gain efficiency due to the diversity and different needs of local services. In this respect, performing local services by local units in accordance with the principle of locality will increase efficiency and enable the targeted management unit to produce a correct, fast and participatory solution to the needs. From another point of view, empowering the local units by the central government will also reduce the workload of the central government and will enable it to focus on more important and national policies. In addition, it should not be forgotten that local government units can evaluate the existing opportunities in terms of entrepreneurship much more effectively and quickly. It should be noted that one of the most important building blocks in the development of Anglo-Saxon societies is entrepreneurship. In this study, which was prepared using the literature review and observation method, the importance of decentralization and participation was tried to be brought to the agenda. It constitutes the first stage of the participation of local people in the administration, as the democratic roles assumed by local governments and the governance elements that citizens have first access to in terms of providing public services. From democratically, the existence of local government units is a vital brake-balance task in preventing countries from becoming overly centralized. The request of the people to participate in the administration, together with the different problems and needs of local communities; It constitutes the most important arguments in terms of explaining the existence of local governments.

In this study, we have demonstrated the fabrication of novel organic-inorganic nanobio-antimicrob... more In this study, we have demonstrated the fabrication of novel organic-inorganic nanobio-antimicrobial agents called "nanoflowers" (NFs) and elucidate the increase in the antimicrobial activity of NFs. This is the first report that the NFs were formed of plant extracts as the organic components and copper (II) ions (Cu 2+) as the inorganic component. The Artemisia L. (Asteraceae) methanol extracts from three genotypes including A. absinthium L. (Aa), A. vulgaris L. (Av) and A. ludoviciana Nutt. (Al) were selected in the NF synthesis. The effect of the plant extract concentrations on the morphology of NFs was examined. Most regular and uniform flower-shaped morphologies were observed when a concentration of 0.1 mg mL-1 plant extract was used in the synthesis of NFs. The syntesized NFs were characterized with several techniques such as scanning electron microscopy (SEM), Fourier transform infrared spectrometer (FT-IR), energy-dispersive X-ray (EDX) and X-ray diffraction analysis (XRD). The NFs exhibited much antimicrobial activity against the pathogens even at low concentrations compared to the extracts. The MICs and MBCs values for NFs were found to be range between 0.4 to 40 μg mL-1 and 40 to 400 μg mL-1 while those values for Aa, Av and Al extracts were ranged from 500-2000 μg mL-1 and 1000-4000 μg mL-1 for the studied pathogens, respectively.

Herein we report a green method for the synthesis of organic-inorganic hybrid nanoflowers using a... more Herein we report a green method for the synthesis of organic-inorganic hybrid nanoflowers using a Trigonella foenum-graecum L. (TF) (Fenugreek seeds) extracts as an organic part and copper ions acting as an inorganic part. The organic-inorganic hybrid nanoflowers using TF seed extract (TF-Cu 2+ hNFs) were characterized by SEM, XRD, EDX and FTIR. The morphology of the TF-Cu 2+ hNFs was quite spherical and monodisperse with ∼18μm size. The TF-Cu 2+ hNF exhibited the effective anti-bacterial activity against Enterococcus faecium, Enterococcus faecalis, Staphylococcus aureus, Bacillus cereus, Salmonella typhi and Escherichia coli at 1-10 µg ml-1 concentrations except against Pseudomonas aeruginosa and Haemophilus influenza. However, both TF-Cu 2+ hNFs and free TF extracts showed any antifungal activities against Candida albicans or Candida glabrata. The study revealed that TF-Cu 2+ hNFs could be used as a therapeutic agent for microbial infections and has the potential to overcome drug resistance.

Mahalle yönetimi; demokrasinin gelişmesi, mahalle sakinlerinin kentin yönetim sürecine katılımı v... more Mahalle yönetimi; demokrasinin gelişmesi, mahalle sakinlerinin kentin yönetim sürecine katılımı ve yerel seviyedeki kamusal sorunların belirlenmesi ve çözüme kavuşturulması noktasında önemli bir araç olduğu tartışmasızdır. Türkiye'de 2012 yılında çıkarılan 6360 sayılı "On Dört İlde Büyükşehir Belediyesi ve Yirmi Yedi İlçe Kurulması İle Bazı Kanun Hükmünde Kararnamelerde Değişiklik Yapılmasına Dair Kanun" sonrası büyükşehir belediyesi olan illerdeki köylerin mahalleye dönüştürülmesi ile birlikte mahalle sayısı artış göstermiştir. Günümüzde vatandaşların %90'dan fazlası kentlerde yaşamını devam ettirmektedir. Dolayısıyla vatandaşlar yaşamlarını belirli bir mahallede sürdürmektedir. Demokrasinin küçük temel taşı ve gelişiminde önemli rol üstlenen bu topluluğun yönetilmesi hakkında geçmişten günümüze kadar genel bilgi ve temel sorunların dile getirilmesi gerekmektedir. Bu bağlamda çalışmada, öncelikli olarak; mahalle kavramı, mahalle yönetimi ve tarihsel gelişim süreci, günümüzdeki mahallenin hukuki statüsü, mahalle yönetimlerinin kurulması, kaldırılması ve organik yapısı, mahalle yönetimindeki aktörlerin görevleri ve yasal dayanaklarına ilişkin bilgiler verilmesinin yanında mahalle yönetiminin başı olan muhtarın seçimi ve muhtarın daha etkin ve verimli bir konuma getirilmesi adına üç model öneri sunulmuştur.

As local managements have more authority and resource opportunity, they may consider this opportunity with forming them effectively and efficiently by revising their decision process and by reforming. As Turkey improved its metropolitan municipality experience remarkably since 1984, it took a step for a new condition with its new metropolitan municipality law( except İstanbul and Kocaeli) and accepted the city border as a metropolitan municipality border so expanding the scale. Metropolitan municipality have more service and authority, more resources to govern and more citizens to request service. This significant developments in the governance of the metropolitan municipality made their governance and especially revise the apprehension and implementation of the decision making necessary. In this study; With the Law no. 6360, the level of emphasis on the opinions and suggestions of the nurses in the decision-making process is measured with the possibilities of uncovering the problems in the decision making process in Hatay Metropolitan Municipality which is the new metropolis and the "participation of the people in decision making processes" which is the basic principle of democratic administration. Surveys, face-to-face surveys, observation and literature screening methods were applied with multiple choice response forms. Part of the research findings are as follows: In Hatay, the level of participation of the people in the decision making process in the Metropolitan Municipality is low and the level of being informed is low. There is not enough interaction with the public in order to increase efficiency and productivity of decision processes. Mayor of the Metropolitan Municipality is partially involved with the public. Finally, the members of provincial council, the decision body, are not recognized by the majority of the respondents. These findings show that the infrastructure of the principle of "doing the right things with the right method" which is the basic element for efficiency and productivity in the decision making processes of Hatay Metropolitan Municipality can not be established and that the views and suggestions of the people are not sufficiently taken into consideration for "participation" which is the basic principle of democratic management.

Local economic development is defined as the dynamic mobilization of a region-specific transformation process. For the Local Economic Development (LED) process, sectoral analyzes of the local economy should be made and the priority and the driving sector should be determined. Local economic development refers to the co-development of social, cultural, economic and environmental parameters. In this respect, the Tourism sector, which incorporates all these parameters, is seen as the locomotive of the LED process. It is understood from the current economic indicators that the industrial and agricultural sector is not at the desired level in Van. Is the existing potential for tourism available for the destination of Van and its transformation into an economic value, ie the development of tourism, is an opportunity for local economic development? We are moving through understanding. In this context, the aim of the study is to draw a general framework by measuring the impact of tourism on the development of Van. In this context, surveys were conducted with 300 Iranian tourists.

Finally, the Law No. 6360 on the Amendment of the Decree Law on the Establishment of the Metropolitan Municipality and Twenty Seven Districts and Certain Decree Laws made in the area of local administrations, made important arrangements in the area of local administrations, making the local population more qualified, active, transparent and more publicly involved. A service concept is intended. However, these arrangements had positive and negative effects on the local people. In study; The metropolitan municipality aims to measure the satisfaction by local public of the new metropolitan model implemented with the law no 6360. In this context, a survey was conducted with 1000 participants living in the provinces of Hatay, Malatya, Manisa and Van, which started to serve the public as the metropolitan municipality with the law no. 6360. The data obtained from the survey were analyzed in SPSS data analysis program and evaluations were made.

In this paper, we examined three different sequential coprecipitation schemes based on Mg(OH) and... more In this paper, we examined three different sequential coprecipitation schemes based on Mg(OH) and CaF precipitation using triethylamine (TEA) and hydrofluoric acid (HF), respectively, for determination of cadmium (Cd) impurities from multivitamin/mineral (MVM) supplements by isotope dilution (ID) inductively coupled plasma mass spectrometry (ICP-MS). The schemes involved three-step coprecipitation with either TEA alone or in combination with HF and are designated as Scheme 1 (TEA-TEA-TEA), Scheme 2 (TEA-HF-TEA) and Scheme 3 (HF-TEA-TEA) according to the addition sequence of each reagent. Experiments were carried out with MVM solutions spiked with 60 μg L Cd from a multielement standard solution. All schemes provided quantitative separation of Cd from MVM matrix. The typical development candidate selection process includes evaluation of the most active compounds for toxicity in rats at pharmacologically exaggerated doses. The subset of GalNAc-siRNAs that show rat hepatotoxicity is not advanced to clinical development. Potential mechanisms of hepatotoxicity can be associated with the intracellular accumulation of oligonucleotides and their metabolites, RNA interference (RNAi)-mediated hybridization-based off-target effects, and/or perturbation of endogenous RNAi pathways. As a result of environmental pollution and food chain, heavy metals may accumulate in human or an... more As a result of environmental pollution and food chain, heavy metals may accumulate in human or animal bodies. Toxic metals cause inhibition on chemical and enzyme reactions in cells. Therefore, a negative situation forms in organs and tissues due to their toxic effects. The examination of metal pollution in foods and environment facilitates to monitor their harmful effects on human health. In the proposed study, the concentrations of toxic metals in tissue samples of animal obtained from a local farm were analyzed by Inductively Coupled Plasma Mass Spectrometry (ICP-MS) following microwave digestion. Five different tissue samples were studied including lung, liver, kidney, muscle, and brain. Metals were showed various distribution in the different organs. The highest concentration of Al in the lung, Cu, Mn, and Mo in the liver Cr, As and Se in kidney, and V in kidney and brain were found. The mean values obtained for kidney, liver, lung, muscle and brain of cattle tissues were: 2.40, 2.44, 3.73, 2,90, 3.07 mg/kg Al; 0.35, 0.26, 0.29, 0.27, 0.36 mg/kg V; 3.95, 7.00, 0.76, 0.45, 1.19 mg/kg Mn; 15.82, 280.86, 7.94, 3.85, 10.64 mg/kg Cu; 1.87, 4.25, 1.19, 0.15, 0.28 Mo; 0.47, 0.14, 0.10, 0.07, 0.04 mg/kg As; 0.47, 0.33, 0.41, 0.39, 0.43 mg/kg Cr; 4.38, 1.38, 0.82, 0.60, 0.56 mg/kg Se respectively. Certified reference material (NIST CRM 2976 muscle tissue) was analyzed for accuracy of method. This results are good agreement (≥95 %) with the certified values.

ABSTRACT A new Cu(II)-imprinted polymer has been prepared for selective solid-phase extraction of... more ABSTRACT A new Cu(II)-imprinted polymer has been prepared for selective solid-phase extraction of Cu(II) prior to its determination by flame atomic absorption spectrometry. Two functional monomers, 4-(methacryloylamino)benzamide and 4-vinylpyridine, formed a complex with Cu(II) ion through coordination interactions. The self-assembled Cu(II)-monomer complex was copolymerised via bulk polymerisation method in the presence of ethyleneglycoldimethacrylate cross-linker. In order to remove Cu(II) ions, the resulting polymer was washed with 1.0 M HNO3 and then with water until obtaining a neutral pH. The ion imprinted polymer was characterised by Fourier transform infrared. The experimental conditions were optimised for solid-phase extraction of Cu(II) using a column of ion-imprinted polymer (IIP). Quantitative retention was achieved between pH 5.0 and 7.0, whereas the maximum recovery for the non-imprinted polymer (NIP) was about 74% at pH 7.0. The IIP showed higher selectivity to Cu(II) in comparison to the NIP. The IIP also exhibited excellent selectivity for Cu(II) in the presence of other metal ions. The relative standard deviation and limit of detection (3s) of the method were 1.6% and 1.8 µg L−1, respectively. The method was verified by analysis of two certified reference materials (CWW-TM-D and SRM 3280) and then applied to the determination of Cu(II) in seawater and lake water samples and haemodialysis concentrates.

Functionally, this type of management cannot gain efficiency due to the diversity and different needs of local services. In this respect, performing local services by local units in accordance with the principle of locality will increase efficiency and enable the targeted management unit to produce a correct, fast and participatory solution to the needs. From another point of view, empowering the local units by the central government will also reduce the workload of the central government and will enable it to focus on more important and national policies. In addition, it should not be forgotten that local government units can evaluate the existing opportunities in terms of entrepreneurship much more effectively and quickly. It should be noted that one of the most important building blocks in the development of Anglo-Saxon societies is entrepreneurship. In this study, which was prepared using the literature review and observation method, the importance of decentralization and participation was tried to be brought to the agenda. It constitutes the first stage of the participation of local people in the administration, as the democratic roles assumed by local governments and the governance elements that citizens have first access to in terms of providing public services. From democratically, the existence of local government units is a vital brake-balance task in preventing countries from becoming overly centralized. The request of the people to participate in the administration, together with the different problems and needs of local communities; It constitutes the most important arguments in terms of explaining the existence of local governments.

In this study, we have demonstrated the fabrication of novel organic-inorganic nanobio-antimicrob... more In this study, we have demonstrated the fabrication of novel organic-inorganic nanobio-antimicrobial agents called "nanoflowers" (NFs) and elucidate the increase in the antimicrobial activity of NFs. This is the first report that the NFs were formed of plant extracts as the organic components and copper (II) ions (Cu 2+) as the inorganic component. The Artemisia L. (Asteraceae) methanol extracts from three genotypes including A. absinthium L. (Aa), A. vulgaris L. (Av) and A. ludoviciana Nutt. (Al) were selected in the NF synthesis. The effect of the plant extract concentrations on the morphology of NFs was examined. Most regular and uniform flower-shaped morphologies were observed when a concentration of 0.1 mg mL-1 plant extract was used in the synthesis of NFs. The syntesized NFs were characterized with several techniques such as scanning electron microscopy (SEM), Fourier transform infrared spectrometer (FT-IR), energy-dispersive X-ray (EDX) and X-ray diffraction analysis (XRD). The NFs exhibited much antimicrobial activity against the pathogens even at low concentrations compared to the extracts. The MICs and MBCs values for NFs were found to be range between 0.4 to 40 μg mL-1 and 40 to 400 μg mL-1 while those values for Aa, Av and Al extracts were ranged from 500-2000 μg mL-1 and 1000-4000 μg mL-1 for the studied pathogens, respectively.

Herein we report a green method for the synthesis of organic-inorganic hybrid nanoflowers using a... more Herein we report a green method for the synthesis of organic-inorganic hybrid nanoflowers using a Trigonella foenum-graecum L. (TF) (Fenugreek seeds) extracts as an organic part and copper ions acting as an inorganic part. The organic-inorganic hybrid nanoflowers using TF seed extract (TF-Cu 2+ hNFs) were characterized by SEM, XRD, EDX and FTIR. The morphology of the TF-Cu 2+ hNFs was quite spherical and monodisperse with ∼18μm size. The TF-Cu 2+ hNF exhibited the effective anti-bacterial activity against Enterococcus faecium, Enterococcus faecalis, Staphylococcus aureus, Bacillus cereus, Salmonella typhi and Escherichia coli at 1-10 µg ml-1 concentrations except against Pseudomonas aeruginosa and Haemophilus influenza. However, both TF-Cu 2+ hNFs and free TF extracts showed any antifungal activities against Candida albicans or Candida glabrata. The study revealed that TF-Cu 2+ hNFs could be used as a therapeutic agent for microbial infections and has the potential to overcome drug resistance.

Türkiye'de 2012 yılında çıkarılan 6360 sayılı "On Dört İlde Büyükşehir Belediyesi ve Yirmi Yedi İlçe Kurulması İle Bazı Kanun Hükmünde Kararnamelerde Değişiklik Yapılmasına Dair Kanun" sonrası büyükşehir belediyesi olan illerdeki köylerin mahalleye dönüştürülmesi ile birlikte mahalle sayısı artış göstermiştir. Günümüzde vatandaşların %90'dan fazlası kentlerde yaşamını devam ettirmektedir. Dolayısıyla vatandaşlar yaşamlarını belirli bir mahallede sürdürmektedir. Demokrasinin küçük temel taşı ve gelişiminde önemli rol üstlenen bu topluluğun yönetilmesi hakkında geçmişten günümüze kadar genel bilgi ve temel sorunların dile getirilmesi gerekmektedir. Bu bağlamda çalışmada, öncelikli olarak; mahalle kavramı, mahalle yönetimi ve tarihsel gelişim süreci, günümüzdeki mahallenin hukuki statüsü, mahalle yönetimlerinin kurulması, kaldırılması ve organik yapısı, mahalle yönetimindeki aktörlerin görevleri ve yasal dayanaklarına ilişkin bilgiler verilmesinin yanında mahalle yönetiminin başı olan muhtarın seçimi ve muhtarın daha etkin ve verimli bir konuma getirilmesi adına üç model öneri sunulmuştur.

As local managements have more authority and resource opportunity, they may consider this opportunity with forming them effectively and efficiently by revising their decision process and by reforming. As Turkey improved its metropolitan municipality experience remarkably since 1984, it took a step for a new condition with its new metropolitan municipality law( except İstanbul and Kocaeli) and accepted the city border as a metropolitan municipality border so expanding the scale. Metropolitan municipality have more service and authority, more resources to govern and more citizens to request service. This significant developments in the governance of the metropolitan municipality made their governance and especially revise the apprehension and implementation of the decision making necessary. In this study; With the Law no. 6360, the level of emphasis on the opinions and suggestions of the nurses in the decision-making process is measured with the possibilities of uncovering the problems in the decision making process in Hatay Metropolitan Municipality which is the new metropolis and the "participation of the people in decision making processes" which is the basic principle of democratic administration. Surveys, face-to-face surveys, observation and literature screening methods were applied with multiple choice response forms. Part of the research findings are as follows: In Hatay, the level of participation of the people in the decision making process in the Metropolitan Municipality is low and the level of being informed is low. There is not enough interaction with the public in order to increase efficiency and productivity of decision processes. Mayor of the Metropolitan Municipality is partially involved with the public. Finally, the members of provincial council, the decision body, are not recognized by the majority of the respondents. These findings show that the infrastructure of the principle of "doing the right things with the right method" which is the basic element for efficiency and productivity in the decision making processes of Hatay Metropolitan Municipality can not be established and that the views and suggestions of the people are not sufficiently taken into consideration for "participation" which is the basic principle of democratic management.

For the Local Economic Development (LED) process, sectoral analyzes of the local economy should be made and the priority and the driving sector should be determined. Local economic development refers to the co-development of social, cultural, economic and environmental parameters. In this respect, the Tourism sector, which incorporates all these parameters, is seen as the locomotive of the LED process. It is understood from the current economic indicators that the industrial and agricultural sector is not at the desired level in Van. Is the existing potential for tourism available for the destination of Van and its transformation into an economic value, ie the development of tourism, is an opportunity for local economic development? We are moving through understanding. In this context, the aim of the study is to draw a general framework by measuring the impact of tourism on the development of Van. In this context, surveys were conducted with 300 Iranian tourists.

Finally, the Law No. 6360 on the Amendment of the Decree Law on the Establishment of the Metropolitan Municipality and Twenty Seven Districts and Certain Decree Laws made in the area of local administrations, made important arrangements in the area of local administrations, making the local population more qualified, active, transparent and more publicly involved. A service concept is intended. However, these arrangements had positive and negative effects on the local people. In study; The metropolitan municipality aims to measure the satisfaction by local public of the new metropolitan model implemented with the law no 6360. In this context, a survey was conducted with 1000 participants living in the provinces of Hatay, Malatya, Manisa and Van, which started to serve the public as the metropolitan municipality with the law no. 6360. The data obtained from the survey were analyzed in SPSS data analysis program and evaluations were made.

In this paper, we examined three different sequential coprecipitation schemes based on Mg(OH) and... more In this paper, we examined three different sequential coprecipitation schemes based on Mg(OH) and CaF precipitation using triethylamine (TEA) and hydrofluoric acid (HF), respectively, for determination of cadmium (Cd) impurities from multivitamin/mineral (MVM) supplements by isotope dilution (ID) inductively coupled plasma mass spectrometry (ICP-MS). The schemes involved three-step coprecipitation with either TEA alone or in combination with HF and are designated as Scheme 1 (TEA-TEA-TEA), Scheme 2 (TEA-HF-TEA) and Scheme 3 (HF-TEA-TEA) according to the addition sequence of each reagent. Experiments were carried out with MVM solutions spiked with 60 μg L Cd from a multielement standard solution. All schemes provided quantitative separation of Cd from MVM matrix. Toxic metals cause inhibition on chemical and enzyme reactions in cells. Therefore, a negative situation forms in organs and tissues due to their toxic effects. The examination of metal pollution in foods and environment facilitates to monitor their harmful effects on human health. In the proposed study, the concentrations of toxic metals in tissue samples of animal obtained from a local farm were analyzed by Inductively Coupled Plasma Mass Spectrometry (ICP-MS) following microwave digestion. Five different tissue samples were studied including lung, liver, kidney, muscle, and brain. Metals were showed various distribution in the different organs. The highest concentration of Al in the lung, Cu, Mn, and Mo in the liver Cr, As and Se in kidney, and V in kidney and brain were found. The mean values obtained for kidney, liver, lung, muscle and brain of cattle tissues were: 2.40, 2.44, 3.73, 2,90, 3.07 mg/kg Al; 0.35, 0.26, 0.29, 0.27, 0.36 mg/kg V; 3.95, 7.00, 0.76, 0.45, 1.19 mg/kg Mn; 15.82, 280.86, 7.94, 3.85, 10.64 mg/kg Cu; 1.87, 4.25, 1.19, 0.15, 0.28 Mo; 0.47, 0.14, 0.10, 0.07, 0.04 mg/kg As; 0.47, 0.33, 0.41, 0.39, 0.43 mg/kg Cr; 4.38, 1.38, 0.82, 0.60, 0.56 mg/kg Se respectively. Certified reference material (NIST CRM 2976 muscle tissue) was analyzed for accuracy of method. This results are good agreement (≥95 %) with the certified values.

ABSTRACT A new Cu(II)-imprinted polymer has been prepared for selective solid-phase extraction of... more ABSTRACT A new Cu(II)-imprinted polymer has been prepared for selective solid-phase extraction of Cu(II) prior to its determination by flame atomic absorption spectrometry. Two functional monomers, 4-(methacryloylamino)benzamide and 4-vinylpyridine, formed a complex with Cu(II) ion through coordination interactions. The self-assembled Cu(II)-monomer complex was copolymerised via bulk polymerisation method in the presence of ethyleneglycoldimethacrylate cross-linker. In order to remove Cu(II) ions, the resulting polymer was washed with 1.0 M HNO3 and then with water until obtaining a neutral pH. The ion imprinted polymer was characterised by Fourier transform infrared. The experimental conditions were optimised for solid-phase extraction of Cu(II) using a column of ion-imprinted polymer (IIP). Quantitative retention was achieved between pH 5.0 and 7.0, whereas the maximum recovery for the non-imprinted polymer (NIP) was about 74% at pH 7.0. The IIP showed higher selectivity to Cu(II) in comparison to the NIP. The IIP also exhibited excellent selectivity for Cu(II) in the presence of other metal ions. The relative standard deviation and limit of detection (3s) of the method were 1.6% and 1.8 µg L−1, respectively. The method was verified by analysis of two certified reference materials (CWW-TM-D and SRM 3280) and then applied to the determination of Cu(II) in seawater and lake water samples and haemodialysis concentrates.
