<strong>ABSTRACT</strong> <strong>Introduction: </strong>Primary Health C... more <strong>ABSTRACT</strong> <strong>Introduction: </strong>Primary Health Care is based upon the principles of universality and equal accessibility in a patient-oriented health care system with continuous capacity adapting to ongoing socio-economic changes. The efforts of creating a primary health care net in our country remained so far unfinished or meteor while the inability of tackling chronic pathogens of the health care system is more than evident. <strong>Aim: </strong>To assess the continuing weaknesses of the existing frame created after the establishment of Primary National Health Care Net and, on the other, to utilize information by adjusting to internationally successful networking practices of other countries in order to exercise effective health policy, taking into account the theoretical framework of implementation in Greece. <strong>Methodology: </strong>A cross-sectional study was conducted during the period June to August 2015 using convenience sampling while the study population consisted of the patients who had used the services provided by the Kilkis PEDY primary health care unit during the previous year. Data were collected by means of an anonymous questionnaire that was completed voluntarily by the participants while a pilot study was conducted on 30 participants. The statistical analysis was performed using Statistical Package for Social Sciences (IBM SPSS), version 21.0. <strong>Results:</strong> Only 13.3% of the respondents declared adequate interconnection among the health care unit of PEDY Kilkis and primary or secondary health structures while 44.1% reported problems in meeting their needs because of the non-operation of the health care unit beyond the morning hours. Objective The aim of this article was to describe the results of a literature review focused on i... more Objective The aim of this article was to describe the results of a literature review focused on identifying the social care practices, characteristics, and trends in each country participating in the TEC-MED European Project. The review also centred on the most promising initiatives directed towards the dependent elderly and/or those at risk of social exclusion in the Mediterranean Basin countries.Method The study was conducted in two phases to achieve both the integrative literature review goal and a qualitative research consensus among the research team based on the documents found in the literature. The integrative review identified 10,940 documents between 2000 and 2019. A total of 10,107 documents were found in the Scopus, Pubmed and Cochrane library official databases and 833 from other sources. εκατοντάδες εκατομμύρια ανθρώπους, ανεξαρτήτως ηλικίας, φύλου
και κοινωνικοδημογραφικού στρώματος παγκοσμίως. Αντιπροσωπεύουν δε μια σημαντική επιβάρυνση για το άτομο, την κοινωνία και τις υπηρεσίες υγείας και είναι ιδιαίτερα δαπανηρές για αυτές. Διάφοροι παράγοντες έχουν συσχετιστεί με τη συνολική διάρκεια νοσηλείας των

Professional nurses during their duties in both caring and administrative levels need to show lea... more Professional nurses during their duties in both caring and administrative levels need to show leadership skills to ensure the successful operation of the department. This research examine the importance of ten specific soft skills of professional nurses, by self-assessing and evaluating the existence and importance of above skills from both nurses and managers. The survey was implemented in Limassol's General Hospital, Cyprus. Questionnaires were completed by 172 nurses and 23 managers, using the five-point Likert Scale. A research in curriculums and syllabus of Cypriot Universities and public health programs and initiatives was also conducted. Both groups understand the contribution and necessity of soft skills in performing nursing work, while a gap was revealed between both groups' perceptions of nurses possessing the skills examined and the actual level of the total social skills. Further research should be conducted, in order to cross examine the interaction of the indicator "number of children" and the performance of soft skills of nurses, in a larger extent, since in literature seems to be no similar inquiry. Gaps revealed during analysis, regarding perception and actual level of soft skills in nursing should be mitigated through further training.

ΥΛΙΚΟ-ΜΕΘΟΔΟΣ Εκπονήθηκε μια συγχρονική μελέτη από τον Ιούνιο έως και τον Αύγουστο του 2015. Ο μελετώμενος πλη-θυσμός αποτελείτο από 181 άτομα, ηλικίας ≥18 ετών, που ήταν χρήστες των υπηρεσιών της μονάδας υγείας του ΠΕΔΥ Κιλκίς κατά το τελευταίο έτος. Το φαινόμενο της παιδικής κακοποίησης αποτελεί σημαντικότατο παράγοντα κοινωνικής παθογένειας επη... more Το φαινόμενο της παιδικής κακοποίησης αποτελεί σημαντικότατο παράγοντα κοινωνικής παθογένειας επηρεάζοντας συμπεριφορές και στάσεις που μεγεθύνονται σε περιόδους οικονομικής κρίσης. Σκοπός: Η ανάδειξη του προφίλ του κακοποιημένου ανηλίκου, η διερεύνηση του τύπου κακοποίησης και των επιβαρυντικών παραγόντων αυτής καθώς και η επισήμανση των ελλειμμάτων του συστήματος υγείας στο κεντρικό αλλά και στο περιφερειακό επίπεδο του Δήμου Πατρέων. Υλικό και Μέθοδος: Το δείγμα αποτέλεσαν 148 καταγγελίες, επί συνόλου 209, από το αρχείο της Ο.Π.Α. του Δήμου Πατρέων από το 2012 έως 31/8/2016. Η ανάλυση των δεδομένων πραγματοποιήθηκε με το IBM SPSS 20.0. Αποτελέσματα: Το 54,73% των ανηλίκων που κακοποιούνται είναι αγόρια, το 58,9% παρακολουθεί κανονικό σχολείο και το 65,3% είναι μαθητές Δημοτικού. Η πλειοψηφία (61,9%) ζει με τον έναν γονέα. Η παραμέληση είναι o πιο συχνός τύπος κακοποίησης (61,5%) με δεύτερο την σωματική (25%). Το 61,6% των οικογενειών των παιδιών έχουν χαμηλά εισοδήματα και κατοικούν στο Νότιο Διαμέρισμα της πόλης με το σχεδόν 30% να διαβιώνει σε κακές-επικίνδυνες συνθήκες. Το 71% από τις μητέρες και το 39,4% από τους πατέρες είναι άνεργοι. Το 50,5% των παιδιών που έχουν υποστεί παραμέληση ή/και εγκατάλειψη και το 40% σωματική ή/και σεξουαλική κακοποίηση διαμένουν στο νότιο δημοτικό διαμέρισμα των Πατρών, ενώ το 40% των ανηλίκων που έχουν υποστεί ψυχική κακοποίηση ζουν στο αρκτικό. Συμπεράσματα: Η μελέτη μας έδειξε ότι η παιδική κακοποίηση και ιδιαίτερα η παραμέληση σχετίζεται με το χαμηλό κοινωνικοοικονομικό προφίλ της οικογένειας, ενώ η ψυχική κακοποίηση συναντάται σε μεσαία και υψηλά κοινωνικοοικονομικά νοικοκυριά. Διαπιστώθηκε αλλαγή του τύπου της κακοποίησης, καθώς και η άμεση σχέση της ανεργίας, του μορφωτικού επιπέδου και των συνθηκών διαβίωσης της οικογένειας του παιδιού.

The number of these fractures is expected to increase in most parts of the world, due to the increase in the aging population, with this demographic change requiring adjustments of both techniques and approaches to addressing the needs of older patients. Faster surgery and faster discharge from the hospital are very important for this age group, as the mortality rates of patients after discharge from the hospital have been shown to increase with the length of stay in some units. Objective: The evaluation of the characteristics of patients with femoral fractures related to the cost and duration of their hospitalization. Methods: The sample consisted of all patients who were treated in the orthopedic clinic of a Greek public hospital (January 2012-December 2018) with a diagnosis of femoral fracture (ICD-10 S72.0-S72.9). The statistical processing of the empirical research material was carried out with the software program SPSS 20.0, using the methods of Descriptive and Inductive Statistics. Results: The majority of patients (n = 1589) were over 66 years old, with women predominating (68.2%). 73.63% of patients underwent surgery, while the mean duration of hospitalization was 7.09 ± 5.14 days. The mean cost per hospitalization was 2450.08± 1188.17€. The duration of hospitalization was significantly correlated with gender, with that of men being longer (t (1267) = 1.911, p &lt;0.05). Age was also correlated with both length of hospital stay (r = 0.082, p &lt;0.01), and hospitalization cost (r =-0.131, p &lt;0.001). Surgery was associated with increased hospitalization costs (t (1266) = 43.2, p &lt;0.001), and duration of hospitalization (t (1266) = 11.1, p &lt;0.001). Conclusion: The present study demonstrates the importance of patient characteristics when hospitals develop programs to provide effective and cost-effective care to patients with femoral fractures.

The originality of this chapter is that the reading frame proposed is inspired by managerial studies and is based on a model of positioning of the formal and informal civil society organizations according to types of proximity (geographic versus affinity) and governance/regulation arrangements. Based on a qualitative survey of 79 non-governmental organizations and informal groups of civil society, the chapter examines the real and self-perceived positioning of civil society in times of crisis regarding regulation and proximity strategies and maps civil society organizations on the basis of their activity sector (society and solidarity, health and social welfare, economy, education-culture-environment and multiple sectors) located in Athens and in the periphery (Patras).

Civil Society Discourses on Poverty and Social Exclusion During the Greek Crisis

How is poverty discursively constituted, both as a category of thinking and as a label applied to... more How is poverty discursively constituted, both as a category of thinking and as a label applied to particular social categories in times of austerity? How is it linked to social exclusion? Based on extensive fieldwork with representatives from 79 typical non-governmental organizations and informal initiatives of civil society in two Greek cities (Athens and Patras, in the periphery), this chapter explores the link between crisis, poverty and social exclusion. In their attempt to underline the marginalizing effects of austerity in Greece, civil society actors question previous assumptions about what constitutes poverty and exclusion in Greek society and offer important insights into the seemingly disparate practices and experiences among those classified as “poor” or “new excluded”.

This research, utilizing the methodology of discourse analysis, aims at summarizing the rise of these networks in Greece that incorporates both solidarity initiatives and autonomous political/economic spaces and identify the indicative predictive factors of their survival and growth. The negative effects can also be observed at the societal level, as all social indicators have deteriorated. The present paper discusses the impact of economic crisis on access to healthcare services especially for the vulnerable groups. Uninsured, unemployed, older people, migrants, children and those suffering from chronic disease and mental disorders are among the groups most affected by the crisis in Greece. High costs, low proximity and long waiting lists are among the main barriers in accessing health care services.

<strong>ABSTRACT</strong> <strong>Introduction: </strong>Primary Health C... more <strong>ABSTRACT</strong> <strong>Introduction: </strong>Primary Health Care is based upon the principles of universality and equal accessibility in a patient-oriented health care system with continuous capacity adapting to ongoing socio-economic changes. The efforts of creating a primary health care net in our country remained so far unfinished or meteor while the inability of tackling chronic pathogens of the health care system is more than evident. <strong>Aim: </strong>To assess the continuing weaknesses of the existing frame created after the establishment of Primary National Health Care Net and, on the other, to utilize information by adjusting to internationally successful networking practices of other countries in order to exercise effective health policy, taking into account the theoretical framework of implementation in Greece. <strong>Methodology: </strong>A cross-sectional study was conducted during the period June to August 2015 using convenience sampling while the study population consisted of the patients who had used the services provided by the Kilkis PEDY primary health care unit during the previous year. Data were collected by means of an anonymous questionnaire that was completed voluntarily by the participants while a pilot study was conducted on 30 participants. The statistical analysis was performed using Statistical Package for Social Sciences (IBM SPSS), version 21.0. <strong>Results:</strong> Only 13.3% of the respondents declared adequate interconnection among the health care unit of PEDY Kilkis and primary or secondary health structures while 44.1% reported problems in meeting their needs because of the non-operation of the health care unit beyond the morning hours. The review also centred on the most promising initiatives directed towards the dependent elderly and/or those at risk of social exclusion in the Mediterranean Basin countries.Method The study was conducted in two phases to achieve both the integrative literature review goal and a qualitative research consensus among the research team based on the documents found in the literature. The integrative review identified 10,940 documents between 2000 and 2019. Professional nurses during their duties in both caring and administrative levels need to show lea... more Professional nurses during their duties in both caring and administrative levels need to show leadership skills to ensure the successful operation of the department. This research examine the importance of ten specific soft skills of professional nurses, by self-assessing and evaluating the existence and importance of above skills from both nurses and managers. The survey was implemented in Limassol's General Hospital, Cyprus. Questionnaires were completed by 172 nurses and 23 managers, using the five-point Likert Scale. A research in curriculums and syllabus of Cypriot Universities and public health programs and initiatives was also conducted. Both groups understand the contribution and necessity of soft skills in performing nursing work, while a gap was revealed between both groups' perceptions of nurses possessing the skills examined and the actual level of the total social skills. Further research should be conducted, in order to cross examine the interaction of the indicator "number of children" and the performance of soft skills of nurses, in a larger extent, since in literature seems to be no similar inquiry. Gaps revealed during analysis, regarding perception and actual level of soft skills in nursing should be mitigated through further training.

Το φαινόμενο της παιδικής κακοποίησης αποτελεί σημαντικότατο παράγοντα κοινωνικής παθογένειας επη... more Το φαινόμενο της παιδικής κακοποίησης αποτελεί σημαντικότατο παράγοντα κοινωνικής παθογένειας επηρεάζοντας συμπεριφορές και στάσεις που μεγεθύνονται σε περιόδους οικονομικής κρίσης. Σκοπός: Η ανάδειξη του προφίλ του κακοποιημένου ανηλίκου, η διερεύνηση του τύπου κακοποίησης και των επιβαρυντικών παραγόντων αυτής καθώς και η επισήμανση των ελλειμμάτων του συστήματος υγείας στο κεντρικό αλλά και στο περιφερειακό επίπεδο του Δήμου Πατρέων. Υλικό και Μέθοδος: Το δείγμα αποτέλεσαν 148 καταγγελίες, επί συνόλου 209, από το αρχείο της Ο.Π.Α. του Δήμου Πατρέων από το 2012 έως 31/8/2016. Η ανάλυση των δεδομένων πραγματοποιήθηκε με το IBM SPSS 20.0. Αποτελέσματα: Το 54,73% των ανηλίκων που κακοποιούνται είναι αγόρια, το 58,9% παρακολουθεί κανονικό σχολείο και το 65,3% είναι μαθητές Δημοτικού. Η πλειοψηφία (61,9%) ζει με τον έναν γονέα. Η παραμέληση είναι o πιο συχνός τύπος κακοποίησης (61,5%) με δεύτερο την σωματική (25%). Το 61,6% των οικογενειών των παιδιών έχουν χαμηλά εισοδήματα και κατοικούν στο Νότιο Διαμέρισμα της πόλης με το σχεδόν 30% να διαβιώνει σε κακές-επικίνδυνες συνθήκες. Το 71% από τις μητέρες και το 39,4% από τους πατέρες είναι άνεργοι. Το 50,5% των παιδιών που έχουν υποστεί παραμέληση ή/και εγκατάλειψη και το 40% σωματική ή/και σεξουαλική κακοποίηση διαμένουν στο νότιο δημοτικό διαμέρισμα των Πατρών, ενώ το 40% των ανηλίκων που έχουν υποστεί ψυχική κακοποίηση ζουν στο αρκτικό. Συμπεράσματα: Η μελέτη μας έδειξε ότι η παιδική κακοποίηση και ιδιαίτερα η παραμέληση σχετίζεται με το χαμηλό κοινωνικοοικονομικό προφίλ της οικογένειας, ενώ η ψυχική κακοποίηση συναντάται σε μεσαία και υψηλά κοινωνικοοικονομικά νοικοκυριά. Διαπιστώθηκε αλλαγή του τύπου της κακοποίησης, καθώς και η άμεση σχέση της ανεργίας, του μορφωτικού επιπέδου και των συνθηκών διαβίωσης της οικογένειας του παιδιού.

The number of these fractures is expected to increase in most parts of the world, due to the increase in the aging population, with this demographic change requiring adjustments of both techniques and approaches to addressing the needs of older patients. Faster surgery and faster discharge from the hospital are very important for this age group, as the mortality rates of patients after discharge from the hospital have been shown to increase with the length of stay in some units. Objective: The evaluation of the characteristics of patients with femoral fractures related to the cost and duration of their hospitalization. Methods: The sample consisted of all patients who were treated in the orthopedic clinic of a Greek public hospital (January 2012-December 2018) with a diagnosis of femoral fracture (ICD-10 S72.0-S72.9). The statistical processing of the empirical research material was carried out with the software program SPSS 20.0, using the methods of Descriptive and Inductive Statistics. Results: The majority of patients (n = 1589) were over 66 years old, with women predominating (68.2%). 73.63% of patients underwent surgery, while the mean duration of hospitalization was 7.09 ± 5.14 days. The mean cost per hospitalization was 2450.08± 1188.17€. The duration of hospitalization was significantly correlated with gender, with that of men being longer (t (1267) = 1.911, p &lt;0.05). Age was also correlated with both length of hospital stay (r = 0.082, p &lt;0.01), and hospitalization cost (r =-0.131, p &lt;0.001). Surgery was associated with increased hospitalization costs (t (1266) = 43.2, p &lt;0.001), and duration of hospitalization (t (1266) = 11.1, p &lt;0.001). Conclusion: The present study demonstrates the importance of patient characteristics when hospitals develop programs to provide effective and cost-effective care to patients with femoral fractures.

The originality of this chapter is that the reading frame proposed is inspired by managerial studies and is based on a model of positioning of the formal and informal civil society organizations according to types of proximity (geographic versus affinity) and governance/regulation arrangements. Based on a qualitative survey of 79 non-governmental organizations and informal groups of civil society, the chapter examines the real and self-perceived positioning of civil society in times of crisis regarding regulation and proximity strategies and maps civil society organizations on the basis of their activity sector (society and solidarity, health and social welfare, economy, education-culture-environment and multiple sectors) located in Athens and in the periphery (Patras).

How is poverty discursively constituted, both as a category of thinking and as a label applied to... more How is poverty discursively constituted, both as a category of thinking and as a label applied to particular social categories in times of austerity? How is it linked to social exclusion? Based on extensive fieldwork with representatives from 79 typical non-governmental organizations and informal initiatives of civil society in two Greek cities (Athens and Patras, in the periphery), this chapter explores the link between crisis, poverty and social exclusion. In their attempt to underline the marginalizing effects of austerity in Greece, civil society actors question previous assumptions about what constitutes poverty and exclusion in Greek society and offer important insights into the seemingly disparate practices and experiences among those classified as “poor” or “new excluded”.

The present paper discusses the impact of economic crisis on access to healthcare services especially for the vulnerable groups. Uninsured, unemployed, older people, migrants, children and those suffering from chronic disease and mental disorders are among the groups most affected by the crisis in Greece. High costs, low proximity and long waiting lists are among the main barriers in accessing health care services.

Η νέα αυτή πραγματικότητα δημιουργεί, ίσως, την ανάγκη για νέες ατομικές και συλλογικές συμπεριφορές, είτε άτυπα οργανωμένων, είτε μέσω μη κυβερνητικών οργανισμών (Μ.Κ.Ο.).
Σκοπός: α) να διερευνηθεί η θεματολογία των ελληνόφωνων ομάδων στον ιστότοπο κοινωνικού δικτύου Facebook, οι οποίες απευθύνονται σε ασθενείς με χρόνια νοσήματα και ιδιαίτερα με σακχαρώδη διαβήτη ή καρκίνο, β) να ανιχνευθεί η ιδεολογία αυτών των ομάδων, και ιδίως πιθανές μετατοπίσεις στην ιδεολογία όσων ομάδων προϋπήρχαν της οικονομικής κρίσης, με απώτερο σκοπό γ) την ανίχνευση και ανάλυση πιθανών νέων συλλογικών και ατομικών συμπεριφορών των ασθενών με χρόνια νοσήματα και ιδιαίτερα σακχαρώδη διαβήτη ή καρκίνο.
Μέθοδος: Μεικτή (ποσοτική και ποιοτική) μεθοδολογία. Χρησιμοποιήθηκε περιγραφική στατιστική και ανάλυση χ2 για ιχνηλάτηση των ποσοτικών δεδομένων. Η ποιοτική μέθοδος εκλογής ήταν αυτή της κριτικής ανάλυσης λόγου (CDA). Χρησιμοποιήθηκαν τα λογισμικά Web Scraper Extension for Google Chrome v.0.2.0.10, IBM SPSS Statistics v.22 και ATLAS.ti for Mac v.1.0.48 (231).
Αποτελέσματα: Συνολικά βρέθηκαν n=62 ομάδες και σελίδες, από Ελλάδα και Κύπρο. Μετά τη στατιστική ανάλυση, επιλέχθηκαν με ποιοτικά και ποσοτικά κριτήρια 5 ομάδες στις οποίες έγινε κριτική ανάλυση λόγου των δημοφιλέστερων αναρτήσεων.
Συμπεράσματα: Η θεματολογία των ομάδων χρόνιων ασθενών στο Facebook είναι ποικίλη, αλλά σε κάθε περίπτωση, εξ αιτίας της οικονομικής κρίσης, εμφανίζονται νέες, πιο ενημερωμένες και πιο διεκδικητικές ατομικές συμπεριφορές (βιολογικός πολίτης, ενημερωμένος καταναλωτής υπηρεσιών υγείας).
Η προσωπική/ συναισθηματική υποστήριξη εξακολουθεί να είναι ένας βασικός λόγος που οι χρόνιοι ασθενείς προσφεύγουν σε ομάδες στο Facebook, δεν είναι όμως πλέον ούτε ο μόνος, ούτε ο κυριότερος.
Παρά το ότι γενικώς υπάρχει εμπιστοσύνη στους επαγγελματίες υγείας, εντούτοις οι παραδοσιακές σχέσεις αντιπροσώπευσης σταδιακά διαρρηγνύονται και αντικαθίστανται από πιο πολύπλοκες και ίσως πιο ισορροπημένες σχέσεις βιολογικού πολίτη-επαγγελματία υγείας, περισσότερο συμβατές με ένα μοντέλο οικονομίας αγοράς και νεοφιλελεύθερων ιδεών.
Επίσης, η οικονομική κρίση και η ανεργία αφενός δημιουργούν νέες ευάλωτες κοινωνικές ομάδες (ανασφάλιστοι άνεργοι, χρόνιοι ασθενείς), αφετέρου τους οδηγούν στην αναζήτηση νέων, εναλλακτικών μορφών πρόσβασης στις υπηρεσίες υγείας.
Σε συλλογικό επίπεδο, η ίδια η συγκρότηση ομάδων ασθενών στο Facebook, ιδίως άτυπων, αποτελεί ένα νέο είδος συλλογικής συμπεριφοράς.

ABSTRACT
Background: The global financial crisis affects health policies globally, while the European «Health 2020» policy framework sets as its aim the creation of sustainable, equitably accessible, patient-centred health services, of high quality. Alongside, technological developments, such as the social network sites (SNSs), and mainly Facebook, provide new possibilities of interaction. This new reality creates, perhaps, the need for new individual and collective behaviours, either informally organised, either via non-governmental organisations (NGOs).
Aim: a) to investigate the themes of the Greek-speaking Facebook groups addressing patients with chronic diseases, diabetes mellitus or cancer, in particular; b) to detect the ideology of these groups, and especially possible shifts of ideology of groups pre-existing the financial crisis; with a further aim c) to detect and analyse possible new collective and individual behaviours of patients with chronic diseases, diabetes mellitus or cancer, in particular.
Methods: Mixed (quantitative and qualitative) methodology. Descriptive statistics and chi-square test were used for tracing the quantitative data. Critical discourse analysis (CDA) was the selected qualitative method. Software used: Web Scraper Extension for Google Chrome v.0.2.0.10, IBM SPSS Statistics v.22, and ATLAS.ti for Mac v.1.0.48 (231).
Results: A total of n=62 groups and pages, from both Greece and Cyprus, were found. After the statistical analysis, qualitative and quantitative criteria were applied for selecting 5 groups and analysing their most popular posts using CDA.
Conclusions: A variety of themes are discussed in the Facebook groups for chronic patients. In any case, due to the financial crisis, new, more informed and demanding individual behaviours appear (biological citizen, informed health services consumer).
Personal/ emotional support continues being a main reason for participating in these Facebook groups, but isn’t anymore the only, neither the major one.
Although there’s trust to health professional, the traditional agency relationships are progressively broken, and replaced by more complex, and perhaps more balanced, biological citizen-health professional relationships, compatible with a model of market economy and neoliberal ideas.
Moreover, from one hand the financial crisis and the consequent unemployment create new vulnerable social groups (uninsured unemployed, chronic patients), from the other they stimulate them in searching for new, alternative ways for accessing health services.
On a collective level, the formation of patients’ groups in Facebooks, especially of informal ones, constitutes a new form of collective behaviour on its own.

Cet ouvrage relève des actions proposées par la Chaire Jean Monnet en droit européen de la santé ... more Cet ouvrage relève des actions proposées par la Chaire Jean Monnet en droit européen de la santé et des produits de santé de Nathalie De Grove-Valdeyron. Il a bénéficié à ce titre du soutien financier de la Commission européenne (programme Erasmus+). Les études regroupées ici ont été réalisées par des docteurs en droit ou des doctorants spécialistes en droit de l’Union européenne et/ou en numérique appliqué à la santé.

L’ouvrage a pour objectif de donner au lecteur une vision de la mise en œuvre de l’e-santé par les États membres, en portant un regard plus précis sur la télémédecine et son encadrement juridique.

La télémédecine apparaît, à la lecture des études, comme relevant d’un stade de développement variant considérablement d’un État membre à un autre : parfois encadrée juridiquement mais encore peu pratiquée (comme en France), cette pratique médicale peut aussi être exercée sans qu’un cadre juridique formalisé n’existe, dans d’autres États membres. Cette différence n’est en définitive guère surprenante ; qu’il suffise de rappeler que ce sont les États qui sont, conformément à l’article 168 du TFUE, responsables de l’organisation de leurs systèmes de santé et des ressources qui y sont affectées tandis que le recours au numérique ne peut, de surcroît, être imposé par l’Union européenne aux États : ceux-ci sont simplement invités à y recourir pour leur permettre de faire face aux défis majeurs auxquels tous le systèmes de santé nationaux sont confrontés (vieillissement de la population, hausse des maladies chroniques, déserts médicaux, pénurie des professionnels de santé, etc.).

Les 13 études nationales rassemblées dans cet ouvrage ont pour objectif d’offrir au lecteur un panorama juridique inédit sous cet angle, en le sensibilisant à l’usage possible du numérique en santé, à l’image de pays qui tels la Finlande, la Suède ou l’Estonie, ont généralisé le recours au dossier électronique des patients, aux ordonnances électroniques et pratiquent la télémédecine voire recourent aussi à d’autres « e-services »… Un exemple à suivre pour les États plus réticents ou plus prudents face aux enjeux de l’innovation numérique en santé ? Cet ouvrage devrait aider le lecteur à se faire une idée des enjeux européens dans ce domaine majeur et de la façon dont chaque Etat se positionne vis-à-vis de ceux-ci.

These findings have shown different shades of Euroscepticism and anti-German sentiments but also, they have revealed a normative conflict within Greek society itself. The book shows how economic crises and strict policy conditionality, causing or deepening economic recession in the countries receiving it, has the potential to set in motion a fragmentation process, which transcends standard material stratification and relates to broader political and even cultural rifts among the population. In this sense the book serves as a case study of the impact of wider pressures and shifts weighing upon the EU and the way European societies perceive the integration process.

This text will be of key interest to scholars and students of European Union politics, Greek and Southern European Studies and more broadly to Cultural and Comparative Politics and Political Economy and European Politics.

The contributors argue that processes of fragmentation and exclusion provoked by the crisis can be observed on both a material and an ideational level. On a material level, rising levels of unemployment, poverty and inequality have produced new social security “outsiders”, while on an ideational level, a discursive-cultural shift is documented, which has led to new understandings and categorizations of new (and old) insiders and outsiders. Moreover, the volume attests to the aspirations, but also the limitations, of spontaneous civil society mobilization to address the social crisis. Finally, the volume offers a discussion of the political management of social fragmentation and exclusion in Greece both before and after the onset of the crisis.
