Protected areas as a core of ecological framework in Moscow play a huge role in maintaining an ecological balance of urban space through a number of life-supporting ecological functions. In this context the national park “Elk island” is not only the natural recreational area, located within the Russia’s largest city, but also the unique example of nature-based solution for urban sustainability. Environment of Moscow city and its suburbs is polluted by emissions from transport and local industries, and the green spaces operate as a natural absorber. Despite this green areas are the subject of conflicts between road network, living space and protected areas. The current strategies of socio-economic development of the regions located within the Baikal Nat... more The current strategies of socio-economic development of the regions located within the Baikal Natural Territory (BNT) are often based on economic priorities as a driver and the material basis for social and environmental goals achievements. A major challenge for the regional development is the balance between Lake Baikal preservation and improving the quality of life. The results of a comparative analysis of the factors of economic development and its pressure on environment of the region were analyzed in the study. The strengths and weaknesses, opportunities and risks of sustainable development of the region were identified and compared. A key role of preserving Lake Baikal as a factor of environmental stability, self-identification of the local population and the basis of economic development of the region, as well as the importance of regulating nature management taking into account the interests of the local population, is justified. Elaboration of integrated development indicators, that take into account economic, environmental ... more Elaboration of integrated development indicators, that take into account economic, environmental and social criteria, is one of the topical issues in the theory and practice of the development sustainability's assessment. The decoupling coefficient, which is widely used in complex sustainability's studies, is one of the indicators, reflecting the dynamics of both economic and environmental parameters. In this paper we investigate the possibility to use the decoupling coefficient to assess trends of regional development on example of one of the most developed regions of Russia-the Republic of Tatarstan. Differentiation of decoupling coefficient values by administrative territorial units of Tatarstan shows the need for further research to substantiate the choice of indicators, reflecting the level of human activities' pressure on the environment, depending on type of environmental management.

The Belgorod region is an example of an old-developed region, continuing to experience intense an... more The Belgorod region is an example of an old-developed region, continuing to experience intense anthropogenic pressure. There are almost no undisturbed landscapes within the boundaries of the region, which have no restrictions to be included into the regional network of protected areas according to their ecological characteristics and legal status. The problem is that the ecological framework of the region is not a functionally and territorially integrated system, which is necessary for its effective functioning. The solution of the problem could be implementation of the scheme of ecological framework, developed in 2007 as a part of the territorial development of the region, but it is associated with potential conflicts of land owners rights. As world experience shows, economic growth cannot resume simultaneously throughout the country, it will inevitably be concentrated in specific regions – points of growth. Since the Federal government do not present a convincing strategy, some regions take the initiative and build their own development strategies. In this regard, the experience of the Volga region with a developed economy, the powerful drivers of growth, and large differences in social parameters is quite interesting. The development of integrated indicators that take into account economic, environmental and socia... more The development of integrated indicators that take into account economic, environmental and social criteria remains one of the most relevant aspects of evaluating the sustainability of development. Inequality of development leads eventually to lower rates of economic growth and requires a detailed analysis of socio-environmental criteria in their interconnection with economic growth. The coefficient of decoupling is one of the development indicators which reflects economic and environmental aspects of regional development and is widely used today in Russian and foreign practices. The possibility of using this approach is analyzed by the example of one of the most developed regions of Russia-Republic of Tatarstan. The analysis of statistical data on economic development in the number of Middle Volga regions and its influence on the environment allows concluding that the effect of decoupling is typical for all studied regions. At the same time, the differentiation of the coefficient values of decoupling by the administrative districts of Tatarstan has shown the need for further research. The choice of indicators (such as gross regional product, volume of emissions into atmosphere, discharges into water bodies, etc.) for calculating the decoupling coefficient, which reflect the degree of anthropogenic load on natural environment, must be adjusted in accordance to the type of regional nature use. Working out the methodological approaches to solution of this problem will facilitate a more correct evaluation of the decoupling effect, taking into account environmental, economic and social aspects of development to adjust the goals of sustainable development at the regional level.
