During the pre-colonial era, the population of Ghana was small and land was in abundance. Hunters were the major link in founding new settlements. This was the results of the hamlets they pitched during their hunting expeditions, which later developed big, bigger and into biggest settlements now. Schnapps and cola nuts which were the commonest items used in just acquiring land yesteryears have vehemently derailed to join the path of remittance. Today, the acquisition of land is very difficult and those in possession are making millions of cedis from it by selling to those who could afford buying. For instance, capital and recurrent expenditures. "The expenditure incurred by public authorities like central, state and local governments to satisfy the collective social wants of the people is what the phrase public expenditure connotes." Public spending is planned to benefit categories of individuals and enterprises irrespective of location, or where locations are prioritized using national criteria. Throughout the 19 th Century, most governments followed laissez faire economic policies and their functions were only restricted to defending aggression and maintaining law and order. The size of public expenditure was very scanty. But now the expenditure of governments all over has significantly increased. The analyses of 130 valid responses obtained through a questionnaire that was administered to randomly selected respondents uncovered that recruitment and selection criteria have significant effect on organization’s performance (X2 = 35.723; df = 3; p<0.05). The more objective the recruitment and selection criteria, the better the organization’s performance (X2 = 20.007; df = 4; p<0.05). Therefore, its imperative to put candidates under meticulous check cum scrutiny so as to conceive an organizational palatability as the after-effect.

Firstly, this paper coupled ion exchange, wettability and fluid flow transport models to the proposed heterogeneous porous media to investigate LSWPF oil recovery performance. Secondly, for the first time, a new hybrid smart proxy model of particle swarm optimization artificial neural network (PSO-ANN) recovery factor (RF) correlation was derived for LSWPF oil recovery performance using the extracted weights and biases. The proposed porous media as well as stochastic multi-fractal random field and circulant embedding method (CEM) permeability field realizations did not exhibit artificial banding unlike turning bands method (TBM) realizations when compared. A fast convergence pre-conditioner solution technique of algebraic multigrid (AMG) linear solver combined with an acceleration method of biconjugate gradients stabilized method (BI-CGSTAB) was used to solve the fully implicit system of coupled linearized equations. The simulator was validated with PHREEQC geochemical package and a secondary LSWPF coreflood test with outstanding history match. Numerical 2D examples study in this paper revealed the synergetic effects of LSWPF and high salinity water polymer flooding (HSWPF) with higher oil RFs of 39% and 31%, respectively than the standalone LSWF of 23% and normal waterflood of 11% for 50 days of production. The optimal architecture of the PSO-ANN RF model is 7 inputs, 3 hidden neurons and 1 output. Also, the PSO-ANN RF model predictions were compared to the LSWPF numerical simulation results with the former remarkably having reduced computational time in seconds with training and blind testing errors <1% average absolute percentage error (AAPE) for various permeability field realizations investigated. Finally, the PSO-ANN RF model will serve as a fast-alternative reservoir management and planning tool to supplement the high-fidelity LSWPF CEOR simulator developed to minimize computational overheads, risks and uncertainties in oil recovery performance modeling.

The study focused on empirical literature on the relationship between poverty alleviation and government budget deficit to map the analysis and the secondary data as graphs were collected through many sources as World Bank, Ghana National Bank and others to respond to the research questions. The findings showed that Government spending undermines economic growth by displacing private-sector activities. Whether financed by taxes or borrowing, government spending imposes heavy extraction and displacement costs on the productive sector. Academic research confirms that government spending harms economic growth. In one side, large government sectors reduce both the level of economic activities and the rate of poverty. Ghana government should significantly reduce its expenditure for the sake of the poverty rate. In other side, the government of Ghana should set down sophisticated financial institution development policy and regularization in their poverty alleviation strategy. A strong poverty alleviation strategy should include a sophisticated financial institution development policy and regularization to avoid a successive budget deficit.

A cross sectional survey design was used to purposively sample one hundred and sixty-one (161) employees from two leading insurance companies ambidextrously. The Pearson Product Moment Correlation and Independent t-test were the statistical tools used to test the three hypotheses of the study. The results of the study revealed that, there is a positive significant relationship between organizational culture and employee work engagement. Again it was established that managers are more likely to be engaged on their job than non-managers and gender has no significant influence on engagement levels. The study therefore concluded that, to increase employee work engagement, organizations must adopt a favorable culture. Therefore we recommend that organizations should maintain and sustain favorable culture in order to increase the level of employees work engagement.

Public policy may also be viewed as whatever governments choose to do or not to. Such definitions may be adequate for ordinary discourse, but because of the nature of this article, just two leaves are coined from the whole tree of public policy and focused on. Henceforth, the bone of contention in so far as this article is concerned is universal perspectives and policy making as an academic discipline. These two leaves are being tackled in a concisely manner so as to pave way for even a layman to assimilate with ease.

This, as a matter of fact, boils down to the globe and thereby making it a universal canker. This is perceived as a departure from the societal norms since it is an unhealthy act where every society frowns upon it. But it is just a pity to realize that, this uncouth behavior is more rampant in Sierra Leone and ought to be eschewed so as for peace and tranquility to climb the platform of the day. Sierra Leone's transition has witnessed a number of landmark procedural and legal innovations which have had widespread implications for international gender justice. The 11-year conflict had shattered the country, leaving more than a million people displaced and thousands of women coping with the aftermath of sexual cum domestic violence. Domestic violence became pervasive with high negative impact on the social, physical, emotional and psychological wellbeing of women and girls in Sierra Leone. The high rate of this societal malaise is as a result of weak existing laws, the high placed patriarchal setting cum the unwillingness to report such cases due to the stigma associated and the lack of confidence in the law enforcement agencies.
