Utilizing ICT in the implementation of elections offers countries the chance to ensure the proper execution of electoral processes. This research investigates the relationship between information and communication technology (ICT) and the progress of elections in Nigeria. The study posed two research questions: what are the potential obstacles impeding the utilization of Information Communication Technology frameworks for the execution of elections in Nigeria? What are the potential benefits of using Information Communication Technology (ICT) in the electoral process in Nigeria, specifically in terms of the connection between ICT and elections in the country? The study used a descriptive research design and the Technological Determinism Theory as its framework of analysis. The study gathered data from secondary sources, including government papers, media stories, and journals. Content analysis was used to examine and interpret the obtained data. The research results demonstrate that ICT may significantly enhance the implementation of elections in Nigeria when properly employed, while also revealing that elections in Nigeria continue to face certain obstacles. The study recommends that INEC should reassess its ICT frameworks to address potential weaknesses, while the government should guarantee strict compliance with the provisions of the Electoral Act 2022. Upon completion of the above, a significant transformation in the way we carry out our electoral processes will occur.

Thus, the success of a state in attaining its goals is contingent upon and measured by the volume of funds at its disposal. This paper argues that the Nigeria cyclic borrowing over the years since the return to democratic rule in 1999 has assumed a worrisome dimension as it seems to have consistently barricaded, distorted and disarticulated all efforts at achieving sustainable and all-inclusive national development. The major concern of this paper is to examine the implications of unending borrowing on socioeconomic and political development in Nigeria. The study employs a synthesis of the dependency theory and social order theory of negotiation as its theoretical framework. The study is dependent on documentary method for data collection and analyzed through qualitative content analysis. Findings show that despite the abundant natural and human resources, the country"s economy still remains in bad shape or impoverished state. This leads to desperation and dependency and thus, places the country in a disadvantaged position to negotiate favorable borrowing terms which has dire implications for national development. It is recommended that if Nigeria wishes to get out of this cycle of borrowing and engender national development, it must diversify her mono-cultural economic system and reduce her dependency stance to the barest minimum.

This study investigated ‗the United Nations Security Council's primary mandate of maintenance of ... more This study investigated ‗the United Nations Security Council's primary mandate of maintenance of global peace and security and it's role on Human Rights Protection in the Syrian Crisis (2011-2017)'. It was opined that the outbreak of such massive human rights abuses in Syria has led to a change in the way the UN conventionally deals with flagrant human rights violations as well as with humanitarian crises. For the first time, the Council began to use the "threat to international peace and security" clause from Chapter VII of the UN Charter to justify the multilateral use of force in internal armed conflicts for humanitarian reasons. The study adopted the theory of Neo-classical Realism. The study was primarily based on secondary sources of data collection and analysis. It was discovered that the idea of R2P was informed by the compelling need to prevent a repeat of the Rwandan genocide of 1994,and how the UN and the International Community looked the other way while over 800,000 people, including women and children were massacred within 100 days. However, due to the mutual distrust among the Permanent Members and taking into consideration of the Libyan experiences, that was counter-productive, the UNSC could not take a decisive steps through the deployment of military arsenals in curbing the menace of genocide and ethnic cleansings in Syria and build a coalition for the resettlement of refugees, starting with an increase in its own intake. Admitting 65,000 of the most vulnerable Syrian refugees would allow the United States to lead by example and would establish a foundation on which to rebuild global commitments to burden-sharing.

Insecurity poses diverse challenges to national development especially economic development. This study examines the divers' causes of insecurity arising from the Northeast with its implication's national development. The study is guided by the following research questions; what are the possible causes of insecurity in Northeast Nigeria which hinders national development? and what are the implications of insecurity recorded in Northeast Nigeria on national development? with an objective of identifying the causes of insecurity in Northeast which hinders national development among others. The study is anchored on the Frustration-Aggression theory while secondary sources of data were used to gather the required data for the study. The generated data was analyzed with the use of content and thematic analysis. The study findings amongst others revealed that insecurity in Northeast Nigeria has hampered national development and that the country cannot record development strides without peace. The study therefore recommends among others that; the government at all levels should create job opportunities with improved governance, and that the government must intensify its fight against corruption.

Since then, the group has sustained their atrocities for over a decade with the seeming helplessness of the Nigerian government in the fight against the terror group. This study is guided by the following research questions: what are the social determinants of insecurity that could be identified in northern Nigeria? and what are the socioeconomic implications of insecurity on national development in Nigeria? and the following objectives: to identify the social determinants of insecurity in northern Nigeria and to examine the socioeconomic implications of insecurity in northern Nigeria and its effects on national development. The study employed the Durkheim's "Anomie theory" and Merton's "strain theory and as well adopted the ex post facto research design. Secondary data generated from journals and textbook were used for the study while content analysis was used to analyze the data. The study amongst others found out that; thousands of people had lost their lives, while millions are internally displaced in refugee camps both in and outside Nigeria, there is high humanitarian crisis in Nigeria with millions of out-of-school children on yearly basis. The study amongst others recommends that; the federal government should make concerted efforts in securing the nation's porous borders and flush-out these criminal actors from the nation's forest reserves by using modern technologies of asymmetric warfare, and that the nation should introduce state policing mechanism were each state will be empowered to police their domain.

The study investigated the Nigerian Police efficacy in crime detection and combat in Rivers State. Consequently, the research questions that guided the study were as follows: what is the degree of achievement by the Nigerian Police Force in crime detection and combat in Nigeria? What are the obstacles encountered by the Nigerian Police Force in crime detection and combat in Nigeria? The study used strain anomie theory as its theoretical framework and utilised both survey research design and simple random sampling approach, respectively. The research employed both primary and secondary data. The secondary data obtained from journals and textbooks were analysed using content analysis. The primary data collected from questionnaire items were presented in tables and analysed using the 4-point Likert scale, with a criterion mean standard of 2.50. The research results demonstrated that the Nigeria Police force has difficulties like inadequate funding, insufficient staff training, and a lack of modern crimefighting equipment's. In conclusion, the research, among others, suggests that there should be adequate budgetary provisions for the Nigeria Police Force, personnel should undergo modern combat and police training, as this would enhance their performance in delivering services.

The Act repeals the erstwhile Nigerian Police Act, 2004 with its own novel provisions. This study therefore looked at some key issues as contained in the Act. The objective of of the study is to identify the challenges working against the implementation of the Act in Nigeria. The study adopted systems theory as its framework of analysis and made use of secondary data drawn mainly from journals, textbooks, newspaper reports and the Nigerian Police Act, 2020. Descriptive research design was employed for the study while content analysis was used to analyze the collected data. The study amongst others; found that the Act 2020 is a veritable tool which can be used to entrench transparency and efficiency in the Nigerian Police Force. The study also reveals that there is lack of awareness about the existence of the police Act2020 and that the Act bequeathed a lot of powers to the police. Consequently, the study recommends that the legislature and executive should from time to time review the activities of the police and that there is need for a nationwide sensitization about the provisions of the Act.

This study examined the politics of resource control agitation and its effects on the socioeconom... more This study examined the politics of resource control agitation and its effects on the socioeconomic development of the Niger Delta region of Nigeria. The study was guided by two research objectives with two corresponding research questions. The paper was anchored on the Justice Theory propounded by John Rawls. The research design was based on a qualitative approach. To this end, the paper relied mainly on secondary sources of data collection. The secondary data collected were subjected to content analysis. The paper amongst others found out that the demand for resource control has been necessitated by the neglect and deprivation suffered by the people of the region. It is this neglect and deprivation that have crystallized and metamorphosed into the current resource control conflict that threatens to dismember the Nigerian State. Based on the research findings the paper recommended among other things that the Nigerian federation should be restructured along the ethno-linguistic line to allow each cultural group to exercise some degree of local autonomy within its territory. Finally, the 1999 Constitution of the Federal Republic of Nigeria should be amended to enable the states to explore and manage their natural resources without any interference from the central government.

Work environment enhances employee and organisational performance; hence, it plays a critical role in modern organisation and institution globally. The study reviewed the concepts of work environment and employee performance and was guided by two research questions and two objectives which are: what is the nexus between work environment and employee performance in Federal University Otuoke; what are the strategies that can help improve work environment and employee performance in Federal University Otuoke. The study adopted expectancy theory by Victor Vroom as its theoretical framework of analysis and employed survey method and purposive sampling technique as the research design and sampling technique respectively. Primary and secondary data were generated for the study. The primary data generated from questionnaires items were presented in tables and analysed with the 4-point Likert scale with a 2.50 criterion mean as the standard while the secondary data was analysed with the use of content analytical method. The study findings amongst others proved that there is a positive relationship between conducive working environment and employee performance, employees are motivated to work when they are given motivational incentives. Conclusively, the study recommends amongst others; that university management should create a conducive working environment so as to attract and retain qualified employees who would increase institutional performance and that management should make adequate budgetary provision for the purchase of modern work place equipment and furniture.

This study therefore examines the implications of the 2023 General Elections on sustainable democracy and national development in Nigeria, considering the issues, challenges and solutions as the main objective. The study adopted the descriptive research design and collected data from journals, textbooks, newspaper reports and online materials bothering on the subject matter while content analysis was used to analyze the data. The democratic elitism theory was used a theoretical framework to further analyze the implications of the 2023 general elections in Nigeria. The study amongst others found out that; no doubt the elections brought some electoral advancement like the use of the Bimodal Voter Accreditation System (BVAS) and the Electoral Act, 2020 however, the election recorded some challenges such as; voter intimidation, thuggery, electoral arson amongst others. The study therefore recommends amongst others that, there is need for electoral reorientation, electoral fairness and justice and that the electoral umpire should be allowed to operate on an independent bases as stipulated in the Constitution.

poverty as a result of poor neglect by the government. This prompted many
Non-Governmental Organizations such as David Umahi Foundation to find the
last solution of reducing poverty in the State. The research study seeks to
examine the effort and challenges facing David Umahi Foundation Initiatives on
poverty reduction in Ebonyi State. The study was guided by the following
specific objectives: to examine the role of David Umahi Foundation on poverty
reduction, to examine the challenges facing David Umahi Foundation on poverty
reduction in Ebonyi State. This study adopted a descriptive survey. A qualitative
method was used in the collection of data which includes: journals, textbooks,
David Umahi Yearly Report, Ebonyi State Ministry of Youths and Sports Yearly
Report on NGOs Activities, newspaper/magazines and internets. These findings
prove that David Umahi Foundation is less capable of reducing poverty than has
been theorized and idiosyncratically propagated, because they come with preplanned
agendas with strings attached, under the camouflage of poverty
reduction. The study, therefore, recommends a paradigm shift: for the NGO to
use locally available resources to fund their activities. This could be followed by
empowering and training the beneficiaries with life skills instead of giving them
tangible gifts that do not last but instead force them to develop a dependency
syndrome, granting full educational support, conducting regular sanitation
awareness campaigns, involving beneficiaries in all decisions making.

whole. It is therefore the constitutional responsibility of local governments to ensure
that the rural populace partakes of development opportunities at different points in
time through the maximization of internally generated revenue as stated in the
Constitution. The study made use of survey research design and purposive sampling
techniques and also Localism theory as its theoretical framework. Both primary and
secondary data were used for the study. The primary data was analyzed with the use
of the four-point Likert scale tool of analysis while the secondary data generated
from journals and textbooks were analyzed with the use of content analysis. The
findings from the study reveals that lack of community consultations and meetings and
the practice of State-Local Joint Accounts affect the efficiency of Port Harcourt City
Local Government Council and this study therefore recommends amongst others, that,
there should be a review of taxes appropriated to federal, state and local
governments and that local governments should be made independent.

This research is aimed at examining the relationship between staff performance appraisal and staf... more This research is aimed at examining the relationship between staff performance appraisal and staff productivity in Port Harcourt City Local Government Council of Rivers State, within the period of 2015-2020. The study reviewed the concepts of staff performance appraisal, and staff productivity in Port Harcourt City Local Government Council. We used both primary and secondary data to achieve the objectives of the study. The Primary data were generated from research questionnaire items, and presented in a tabular frequency, with simple percentage used as the tool of analysis. The secondary data were generated from books, journals, editorials, etc, on the subject matter, and content analysis used as the tool of analysis for the secondary data. The study finding proves that there is a significant relationship between staff performance appraisal and staff productivity in Port Harcourt City Local Government Council. Also, the study noted that staff performance appraisal has significant effects on staff productivity in Port Harcourt City Local Government Council. Upon the above, the research made recommends, among which is that there should be regular staff performance appraisal as a strategy to enhance staff productivity in Port Harcourt City Local Government Council of Rivers State.

This study is set against this background and is guided by two research questions and two objectives which includes to identify the challenges militating against the successful implementation of the national home-grown school feeding programe in Nigeria and to proffer strategies which can improve the national home-grown school feeding programme and other policy initiatives in Nigeria. The study adopted systems theory as it's framework of analysis and made use of secondary and primary data drawn mainly from journals, textbooks and other online materials. Survey research design and purposive sampling technique were adopted respectively in the study. The study administered 300 copies of research questionnaires to the three sampled Community Primary Schools across Nigeria out of which, 286 copies of questionnaires were retrieved and used for the analysis. Data were presented in tabular format and analyzed using simple percentage method. Study findings, amongst others proves that poor programme coverage, inadequate funding and high cost of food items are challenges facing the programme. Consequently, the study recommends, amongst others, that proper planning/management of the food vendors, improved standard and quality of food and coordinated food supply for each state can help the programme succeed.

Effective communication plays a crucial role in facilitating the efficient operation of any given institution. This study is driven by two research inquiries, namely: what are the purposes of efficient communication at Kenule Beeson Saro-Wiwa Polytechnic Bori, Rivers State, and what are the barriers to effective communication at Kenule Beeson Saro-Wiwa Polytechnic Bori, Rivers State? The study used primary data collected via questionnaires and secondary data obtained from journals, textbooks, and internet sources. The research style employed was survey research design, and the sampling technique employed was simple random sampling. The main data collected were organised in statistical tables and examined using a four-point Likert rating scale, with criterion mean standard of 2.50. The cybernetics theory served as a conceptual foundation for analysis. The study findings amongst others prove that; communication improves organisational productivity and serves as a channel for generating feedback. Also, the study amongst others recommends that management should train and equip staff with modern communication apparatus and also introduce modern channels of communication at Kenule Beeson Saro-Wiwa Polytechnic Bori as this will enhance productivity.

Regrettably, the activities of the Boko Haram sect acts as a hitch to achieving this goal in some part of Nigeria. It is against this backdrop that this study was undertaken to examine the activities of the Boko Haram sect in the Northeastern states of Nigeria (Adamawa, Borno and Yobe) with the main objective of identifying the effects on educational development in Nigeria. Anomie theory was adopted as the framework of analysis for this study. Descriptive survey method and purposive sampling technique were used respectively to obtain the sample size of 240 respondents for this study while 200 questionnaires were validly retrieved. The paper made use of primary and secondary sources of data. The primary data were generated from the two hundred (200) retrieved questionnaires which contain the responses of respondents while content analysis was used to analyze the secondary data. Data were presented in tables and analyzed with the 4-point Likert scale with a 2.50 criterion mean as the standard. The study findings amongst others prove that to a large extent the activities of Boko Haram has hindered educational development in the North East, with the sect destroying over 882 classrooms and abducting a total of nine hundred and thirty-six (936) students of both secondary and tertiary institutions across the country between December 2012 and June 2021. Conclusively, the study made some recommendations on means of managing the activities of the sect.

This study holistically examined the administrative characteristics of intergovernmental relation... more This study holistically examined the administrative characteristics of intergovernmental relations in Nigeria, especially as it pertains to local government autonomy. Using the Rivers State experience, 2000-2019 as the area of focus, this study empirically assessed the fiscal challenges faced by local government-being the third tier of government that is saddled with the constitutional mandate of administering the socioeconomic needs of the people at the grassroots. These challenges range from the indiscriminate marginalisation of the local governments in the federal revenue sharing entitlements, the undue infringement on the statutory right of the local government councils to independently generate taxes within their lawful jurisdictions, to the deliberate denial of local government council of their statutory powers to carry out developmental projects at the local level. The study used both secondary and primary sources to generate relevant data and adopted the simple percentage (100%) mathematical method as a tool for analysis. The study was anchored on Max Weber's theory of political domination. On the strength of the findings obtained from the relevant literature reviewed in the course of this study, as well as the empirical information reliably obtained from fieldwork, this study convincingly establish that lack of total autonomy for local governments in Rivers State impinge on the ability of local government councils to provide efficient developmental services at the grassroots. Again, the state government infringes on the right of local government councils to independently generate taxes within their jurisdiction etc. Hence, it is the position of this study that the experiences as depicted in the case of Rivers State reflect the sameness of situations in the overall Nigerian system. Therefore, this study recommends that State-local government joint account system should be abolished. Also, local governments should be given both legislative and executive autonomy. Furthermore, the autonomy of the Local Government Service Commission should be greatly enhanced, so as to justify its primary responsibility of independently overseeing the affairs of local government councils in Nigeria. It is the firm conviction of this study that if the recommendations as proffered by this study are systematically and dispassionately implemented, they will go a long way to promote and enhance the fundamental role of the local government as the third tier of government with the primary responsibility of independently providing the needed developmental needs of the local people at the grassroots.

However, available data shows that poverty is steadily on the rise in Nigeria, despite the country’s effort in the implementation of diverse poverty alleviation programmes. Thus, such a worrisome trajectory appears to be linked to so many factors such as corruption, debt burden, rising rate of unemployment especially among youths, overdependence on oil, lack of political will to address poverty, ethno-religious conflicts among others. It argued that efforts to alleviate poverty through poverty alleviation programmes will remain an exercise in futility without first addressing fundamental, societal hiccups like corruption, economic inequality and ethno-religious conflicts. Methodologically, this study adopted documentary method while relying on content qualitative content analysis to analyze data gathered. The study likewise utilized abstractions from the theory of post-colonial state which served as its theoretical framework of analysis. Findings showed that unless selfless and responsible political leadership is entrenched in Nigeria, which would lead to tackling fundamental problems associated with income inequality, corruption, political instability and other related vices in the Nigerian society, the fight against poverty may remain unresolved and the search for sustainable development will continue to be a mirage. The study therefore, recommended among others that the government should first address societal hiccups to the success of poverty alleviation programmes, such as economic inequality, ethno-religious conflicts and corruption. This will engender a fair and favourable playground for the poverty alleviation progrmames to thrive and be successful.

Utilizing ICT in the implementation of elections offers countries the chance to ensure the proper execution of electoral processes. This research investigates the relationship between information and communication technology (ICT) and the progress of elections in Nigeria. The study posed two research questions: what are the potential obstacles impeding the utilization of Information Communication Technology frameworks for the execution of elections in Nigeria? What are the potential benefits of using Information Communication Technology (ICT) in the electoral process in Nigeria, specifically in terms of the connection between ICT and elections in the country? The study used a descriptive research design and the Technological Determinism Theory as its framework of analysis. The study gathered data from secondary sources, including government papers, media stories, and journals. Content analysis was used to examine and interpret the obtained data. The research results demonstrate that ICT may significantly enhance the implementation of elections in Nigeria when properly employed, while also revealing that elections in Nigeria continue to face certain obstacles. The study recommends that INEC should reassess its ICT frameworks to address potential weaknesses, while the government should guarantee strict compliance with the provisions of the Electoral Act 2022. Upon completion of the above, a significant transformation in the way we carry out our electoral processes will occur.

Thus, the success of a state in attaining its goals is contingent upon and measured by the volume of funds at its disposal. This paper argues that the Nigeria cyclic borrowing over the years since the return to democratic rule in 1999 has assumed a worrisome dimension as it seems to have consistently barricaded, distorted and disarticulated all efforts at achieving sustainable and all-inclusive national development. The major concern of this paper is to examine the implications of unending borrowing on socioeconomic and political development in Nigeria. The study employs a synthesis of the dependency theory and social order theory of negotiation as its theoretical framework. The study is dependent on documentary method for data collection and analyzed through qualitative content analysis. Findings show that despite the abundant natural and human resources, the country"s economy still remains in bad shape or impoverished state. This leads to desperation and dependency and thus, places the country in a disadvantaged position to negotiate favorable borrowing terms which has dire implications for national development. It is recommended that if Nigeria wishes to get out of this cycle of borrowing and engender national development, it must diversify her mono-cultural economic system and reduce her dependency stance to the barest minimum.

It was opined that the outbreak of such massive human rights abuses in Syria has led to a change in the way the UN conventionally deals with flagrant human rights violations as well as with humanitarian crises. For the first time, the Council began to use the "threat to international peace and security" clause from Chapter VII of the UN Charter to justify the multilateral use of force in internal armed conflicts for humanitarian reasons. The study adopted the theory of Neo-classical Realism. The study was primarily based on secondary sources of data collection and analysis. It was discovered that the idea of R2P was informed by the compelling need to prevent a repeat of the Rwandan genocide of 1994,and how the UN and the International Community looked the other way while over 800,000 people, including women and children were massacred within 100 days. However, due to the mutual distrust among the Permanent Members and taking into consideration of the Libyan experiences, that was counter-productive, the UNSC could not take a decisive steps through the deployment of military arsenals in curbing the menace of genocide and ethnic cleansings in Syria and build a coalition for the resettlement of refugees, starting with an increase in its own intake. Admitting 65,000 of the most vulnerable Syrian refugees would allow the United States to lead by example and would establish a foundation on which to rebuild global commitments to burden-sharing.

Insecurity poses diverse challenges to national development especially economic development. This study examines the divers' causes of insecurity arising from the Northeast with its implication's national development. The study is guided by the following research questions; what are the possible causes of insecurity in Northeast Nigeria which hinders national development? and what are the implications of insecurity recorded in Northeast Nigeria on national development? with an objective of identifying the causes of insecurity in Northeast which hinders national development among others. The study is anchored on the Frustration-Aggression theory while secondary sources of data were used to gather the required data for the study. The generated data was analyzed with the use of content and thematic analysis. The study findings amongst others revealed that insecurity in Northeast Nigeria has hampered national development and that the country cannot record development strides without peace. The study therefore recommends among others that; the government at all levels should create job opportunities with improved governance, and that the government must intensify its fight against corruption.

Since then, the group has sustained their atrocities for over a decade with the seeming helplessness of the Nigerian government in the fight against the terror group. This study is guided by the following research questions: what are the social determinants of insecurity that could be identified in northern Nigeria? and what are the socioeconomic implications of insecurity on national development in Nigeria? and the following objectives: to identify the social determinants of insecurity in northern Nigeria and to examine the socioeconomic implications of insecurity in northern Nigeria and its effects on national development. The study employed the Durkheim's "Anomie theory" and Merton's "strain theory and as well adopted the ex post facto research design. Secondary data generated from journals and textbook were used for the study while content analysis was used to analyze the data. The study amongst others found out that; thousands of people had lost their lives, while millions are internally displaced in refugee camps both in and outside Nigeria, there is high humanitarian crisis in Nigeria with millions of out-of-school children on yearly basis. The study amongst others recommends that; the federal government should make concerted efforts in securing the nation's porous borders and flush-out these criminal actors from the nation's forest reserves by using modern technologies of asymmetric warfare, and that the nation should introduce state policing mechanism were each state will be empowered to police their domain.

The study investigated the Nigerian Police efficacy in crime detection and combat in Rivers State. Consequently, the research questions that guided the study were as follows: what is the degree of achievement by the Nigerian Police Force in crime detection and combat in Nigeria? What are the obstacles encountered by the Nigerian Police Force in crime detection and combat in Nigeria? The study used strain anomie theory as its theoretical framework and utilised both survey research design and simple random sampling approach, respectively. The research employed both primary and secondary data. The secondary data obtained from journals and textbooks were analysed using content analysis. The primary data collected from questionnaire items were presented in tables and analysed using the 4-point Likert scale, with a criterion mean standard of 2.50. The research results demonstrated that the Nigeria Police force has difficulties like inadequate funding, insufficient staff training, and a lack of modern crimefighting equipment's. In conclusion, the research, among others, suggests that there should be adequate budgetary provisions for the Nigeria Police Force, personnel should undergo modern combat and police training, as this would enhance their performance in delivering services.

The Act repeals the erstwhile Nigerian Police Act, 2004 with its own novel provisions. This study therefore looked at some key issues as contained in the Act. The objective of of the study is to identify the challenges working against the implementation of the Act in Nigeria. The study adopted systems theory as its framework of analysis and made use of secondary data drawn mainly from journals, textbooks, newspaper reports and the Nigerian Police Act, 2020. Descriptive research design was employed for the study while content analysis was used to analyze the collected data. The study amongst others; found that the Act 2020 is a veritable tool which can be used to entrench transparency and efficiency in the Nigerian Police Force. The study also reveals that there is lack of awareness about the existence of the police Act2020 and that the Act bequeathed a lot of powers to the police. Consequently, the study recommends that the legislature and executive should from time to time review the activities of the police and that there is need for a nationwide sensitization about the provisions of the Act.

The study was guided by two research objectives with two corresponding research questions. The paper was anchored on the Justice Theory propounded by John Rawls. The research design was based on a qualitative approach. To this end, the paper relied mainly on secondary sources of data collection. The secondary data collected were subjected to content analysis. The paper amongst others found out that the demand for resource control has been necessitated by the neglect and deprivation suffered by the people of the region. It is this neglect and deprivation that have crystallized and metamorphosed into the current resource control conflict that threatens to dismember the Nigerian State. Based on the research findings the paper recommended among other things that the Nigerian federation should be restructured along the ethno-linguistic line to allow each cultural group to exercise some degree of local autonomy within its territory. Finally, the 1999 Constitution of the Federal Republic of Nigeria should be amended to enable the states to explore and manage their natural resources without any interference from the central government.

Work environment enhances employee and organisational performance; hence, it plays a critical role in modern organisation and institution globally. The study reviewed the concepts of work environment and employee performance and was guided by two research questions and two objectives which are: what is the nexus between work environment and employee performance in Federal University Otuoke; what are the strategies that can help improve work environment and employee performance in Federal University Otuoke. The study adopted expectancy theory by Victor Vroom as its theoretical framework of analysis and employed survey method and purposive sampling technique as the research design and sampling technique respectively. Primary and secondary data were generated for the study. The primary data generated from questionnaires items were presented in tables and analysed with the 4-point Likert scale with a 2.50 criterion mean as the standard while the secondary data was analysed with the use of content analytical method. The study findings amongst others proved that there is a positive relationship between conducive working environment and employee performance, employees are motivated to work when they are given motivational incentives. Conclusively, the study recommends amongst others; that university management should create a conducive working environment so as to attract and retain qualified employees who would increase institutional performance and that management should make adequate budgetary provision for the purchase of modern work place equipment and furniture.

The democratic elitism theory was used a theoretical framework to further analyze the implications of the 2023 general elections in Nigeria. The study amongst others found out that; no doubt the elections brought some electoral advancement like the use of the Bimodal Voter Accreditation System (BVAS) and the Electoral Act, 2020 however, the election recorded some challenges such as; voter intimidation, thuggery, electoral arson amongst others. The study therefore recommends amongst others that, there is need for electoral reorientation, electoral fairness and justice and that the electoral umpire should be allowed to operate on an independent bases as stipulated in the Constitution.

poverty as a result of poor neglect by the government. This prompted many
Non-Governmental Organizations such as David Umahi Foundation to find the
last solution of reducing poverty in the State. The research study seeks to
examine the effort and challenges facing David Umahi Foundation Initiatives on
poverty reduction in Ebonyi State. The study was guided by the following
specific objectives: to examine the role of David Umahi Foundation on poverty
reduction, to examine the challenges facing David Umahi Foundation on poverty
reduction in Ebonyi State. This study adopted a descriptive survey. A qualitative
method was used in the collection of data which includes: journals, textbooks,
David Umahi Yearly Report, Ebonyi State Ministry of Youths and Sports Yearly
Report on NGOs Activities, newspaper/magazines and internets. These findings
prove that David Umahi Foundation is less capable of reducing poverty than has
been theorized and idiosyncratically propagated, because they come with preplanned
agendas with strings attached, under the camouflage of poverty
reduction. The study, therefore, recommends a paradigm shift: for the NGO to
use locally available resources to fund their activities. This could be followed by
empowering and training the beneficiaries with life skills instead of giving them
tangible gifts that do not last but instead force them to develop a dependency
syndrome, granting full educational support, conducting regular sanitation
awareness campaigns, involving beneficiaries in all decisions making.

that the rural populace partakes of development opportunities at different points in
time through the maximization of internally generated revenue as stated in the
Constitution. The study made use of survey research design and purposive sampling
techniques and also Localism theory as its theoretical framework. Both primary and
secondary data were used for the study. The primary data was analyzed with the use
of the four-point Likert scale tool of analysis while the secondary data generated
from journals and textbooks were analyzed with the use of content analysis. The
findings from the study reveals that lack of community consultations and meetings and
the practice of State-Local Joint Accounts affect the efficiency of Port Harcourt City
Local Government Council and this study therefore recommends amongst others, that,
there should be a review of taxes appropriated to federal, state and local
governments and that local governments should be made independent.

The study reviewed the concepts of staff performance appraisal, and staff productivity in Port Harcourt City Local Government Council. We used both primary and secondary data to achieve the objectives of the study. The Primary data were generated from research questionnaire items, and presented in a tabular frequency, with simple percentage used as the tool of analysis. The secondary data were generated from books, journals, editorials, etc, on the subject matter, and content analysis used as the tool of analysis for the secondary data. The study finding proves that there is a significant relationship between staff performance appraisal and staff productivity in Port Harcourt City Local Government Council. Also, the study noted that staff performance appraisal has significant effects on staff productivity in Port Harcourt City Local Government Council. Upon the above, the research made recommends, among which is that there should be regular staff performance appraisal as a strategy to enhance staff productivity in Port Harcourt City Local Government Council of Rivers State.

This study is set against this background and is guided by two research questions and two objectives which includes to identify the challenges militating against the successful implementation of the national home-grown school feeding programe in Nigeria and to proffer strategies which can improve the national home-grown school feeding programme and other policy initiatives in Nigeria. The study adopted systems theory as it's framework of analysis and made use of secondary and primary data drawn mainly from journals, textbooks and other online materials. Survey research design and purposive sampling technique were adopted respectively in the study. The study administered 300 copies of research questionnaires to the three sampled Community Primary Schools across Nigeria out of which, 286 copies of questionnaires were retrieved and used for the analysis. Data were presented in tabular format and analyzed using simple percentage method. Study findings, amongst others proves that poor programme coverage, inadequate funding and high cost of food items are challenges facing the programme. Consequently, the study recommends, amongst others, that proper planning/management of the food vendors, improved standard and quality of food and coordinated food supply for each state can help the programme succeed.

This study is driven by two research inquiries, namely: what are the purposes of efficient communication at Kenule Beeson Saro-Wiwa Polytechnic Bori, Rivers State, and what are the barriers to effective communication at Kenule Beeson Saro-Wiwa Polytechnic Bori, Rivers State? The study used primary data collected via questionnaires and secondary data obtained from journals, textbooks, and internet sources. The research style employed was survey research design, and the sampling technique employed was simple random sampling. The main data collected were organised in statistical tables and examined using a four-point Likert rating scale, with criterion mean standard of 2.50. The cybernetics theory served as a conceptual foundation for analysis. The study findings amongst others prove that; communication improves organisational productivity and serves as a channel for generating feedback. Also, the study amongst others recommends that management should train and equip staff with modern communication apparatus and also introduce modern channels of communication at Kenule Beeson Saro-Wiwa Polytechnic Bori as this will enhance productivity.

Regrettably, the activities of the Boko Haram sect acts as a hitch to achieving this goal in some part of Nigeria. It is against this backdrop that this study was undertaken to examine the activities of the Boko Haram sect in the Northeastern states of Nigeria (Adamawa, Borno and Yobe) with the main objective of identifying the effects on educational development in Nigeria. Anomie theory was adopted as the framework of analysis for this study. Descriptive survey method and purposive sampling technique were used respectively to obtain the sample size of 240 respondents for this study while 200 questionnaires were validly retrieved. The paper made use of primary and secondary sources of data. The primary data were generated from the two hundred (200) retrieved questionnaires which contain the responses of respondents while content analysis was used to analyze the secondary data. Data were presented in tables and analyzed with the 4-point Likert scale with a 2.50 criterion mean as the standard. The study findings amongst others prove that to a large extent the activities of Boko Haram has hindered educational development in the North East, with the sect destroying over 882 classrooms and abducting a total of nine hundred and thirty-six (936) students of both secondary and tertiary institutions across the country between December 2012 and June 2021. Conclusively, the study made some recommendations on means of managing the activities of the sect.

Since her transition from military to democratic system of government, Nigeria as a nation has conducted different elections with the 2023 general elections as the most recent of all. This paper therefore examines the implications of the 2023 General Elections on sustainable democracy and national development in Nigeria with the sole objective of identifying some critical challenges which hampered the success of the elections. The study adopted the descriptive research design and collected data from journals, textbooks, newspaper reports and online materials bothering on the subject matter while content analysis was used to analyze the data. The democratic elitism theory was used as theoretical framework to further analyze the implications of the 2023 general elections in Nigeria. The study amongst others found out that; no doubt the elections brought some electoral advancement like the use of the Bimodal Voter Accreditation System (BVAS) and the Electoral Act, 2020 however, the election recorded some challenges such as; voter intimidation, thuggery, electoral arson amongst others. The study therefore recommends amongst others that, there is need for electoral reorientation, electoral fairness and justice and that the electoral umpire should be allowed to operate on an independent basis as stipulated in the Constitution.

This study holistically examined the administrative characteristics of intergovernmental relation... more This study holistically examined the administrative characteristics of intergovernmental relations in Nigeria, especially as it pertains to local government autonomy. Using the Rivers State experience, 2000-2019 as the area of focus, this study empirically assessed the fiscal challenges faced by local government-being the third tier of government that is saddled with the constitutional mandate of administering the socioeconomic needs of the people at the grassroots. These challenges range from the indiscriminate marginalisation of the local governments in the federal revenue sharing entitlements, the undue infringement on the statutory right of the local government councils to independently generate taxes within their lawful jurisdictions, to the deliberate denial of local government council of their statutory powers to carry out developmental projects at the local level. The study used both secondary and primary sources to generate relevant data and adopted the simple percentage (100%) mathematical method as a tool for analysis. The study was anchored on Max Weber's theory of political domination. On the strength of the findings obtained from the relevant literature reviewed in the course of this study, as well as the empirical information reliably obtained from fieldwork, this study convincingly establish that lack of total autonomy for local governments in Rivers State impinge on the ability of local government councils to provide efficient developmental services at the grassroots. Again, the state government infringes on the right of local government councils to independently generate taxes within their jurisdiction etc. Hence, it is the position of this study that the experiences as depicted in the case of Rivers State reflect the sameness of situations in the overall Nigerian system. Therefore, this study recommends that State-local government joint account system should be abolished. Also, local governments should be given both legislative and executive autonomy. Furthermore, the autonomy of the Local Government Service Commission should be greatly enhanced, so as to justify its primary responsibility of independently overseeing the affairs of local government councils in Nigeria. It is the firm conviction of this study that if the recommendations as proffered by this study are systematically and dispassionately implemented, they will go a long way to promote and enhance the fundamental role of the local government as the third tier of government with the primary responsibility of independently providing the needed developmental needs of the local people at the grassroots.

However, available data shows that poverty is steadily on the rise in Nigeria, despite the country’s effort in the implementation of diverse poverty alleviation programmes. Thus, such a worrisome trajectory appears to be linked to so many factors such as corruption, debt burden, rising rate of unemployment especially among youths, overdependence on oil, lack of political will to address poverty, ethno-religious conflicts among others. It argued that efforts to alleviate poverty through poverty alleviation programmes will remain an exercise in futility without first addressing fundamental, societal hiccups like corruption, economic inequality and ethno-religious conflicts. Methodologically, this study adopted documentary method while relying on content qualitative content analysis to analyze data gathered. The study likewise utilized abstractions from the theory of post-colonial state which served as its theoretical framework of analysis. Findings showed that unless selfless and responsible political leadership is entrenched in Nigeria, which would lead to tackling fundamental problems associated with income inequality, corruption, political instability and other related vices in the Nigerian society, the fight against poverty may remain unresolved and the search for sustainable development will continue to be a mirage. The study therefore, recommended among others that the government should first address societal hiccups to the success of poverty alleviation programmes, such as economic inequality, ethno-religious conflicts and corruption. This will engender a fair and favourable playground for the poverty alleviation progrmames to thrive and be successful.
