No doubt, religious and ideological disputes are historical sources of enmity between the two states, but geopolitical factor seems to be more provocative. The belief is that though religious or ideological disputes between Iran and Israel are deeply rooted, they seem easier to be dealt with than the geopolitical factor; what appears harder to resolve is the geopolitical factor.

Ports are the gateways to global commerce and play major roles in driving international trade and economy. Rapid geopolitics and economic changes have brought seaports like Chabahar into the limelight. India has a strong interest in developing the Chabahar Port (1) as its access to Afghanistan and Central Asia has been contingent upon transit routes through Pakistan, resulting in significant dependence on Pakistan. This has created limitations for India to explore more trade opportunities in the region.

Both neighbouring countries have been dealing with the water-sharing dispute somewhat without progressing towards a permanent solution. The problem is centred around the Helmand River, which starts from the Hindu Kush Mountains near Kabul and streams into Iran's Hamoon wetlands in Sistan and Balochistan province (southeast of Iran).

Pakistan considers this a substantial threat to its sovereignty and territorial integrity. Hence, it has resorted to various measures to contain Baloch nationalism including economic, socio-religious and military. Instead of producing desired results, the iron-hand approach backfired and complicated the situation on the ground. The emergence of Baloch ethno-nationalism has become a formidable challenge for the Pakistani state itself. If Pakistan continues with its iron-hand approach, there will be serious repercussions. The problem requires a political approach that peacefully assimilates the Baloch into the state apparatus and grants some sort of provincial autonomy to the province. The present paper is based on a field study mainly comprising direct observations, face to face interviews, and personal communications. It consists of two parts. The first part deals with Pakistan's approaches in containing Baloch nationalism whereas the second part focuses on the challenges for the state.

Religious elites promote these beliefs and hence they have a special place in the hearts of the people. However, due to the influence of modern Persian culture and globalization, modern way of life have somewhat overshadowed some of the Balochi traditional values. Yet, modern values like secular world view have not totally undermined the Balochi religious values. Some aspects of traditionalism, such as fatalism have often challenged the issue of development in the Baloch society. Thus, the present paper which is descriptive analytical deals with the role of Iranian Baloch elites in cultural, economic, and political development of the Baloch society under the Islamic Republic by focusing on three major questions: First, how far the local culture has pushed forward the Baloch society? Second, does the Baloch elites' contribution in private sector help in privatization or entrepreneurship? And, third, to what extent the political participation of Baloch has lifted their political culture? The paper suggests that local culture has strengthened the religious values but these values have not turned progressive. The Baloch's role in privatization failed to create a privatization culture. And, the political participation of Baloch, relatively, has lifted their political culture.

The present paper suggests that the elements of the identity of the ancient Iranian culture, which were not in conflict with the Islam, were preserved, and what was not in harmony changed.
