Este artículo analiza la política europea desarrollada por el Gobierno de José Luís Rodríguez Zap... more Este artículo analiza la política europea desarrollada por el Gobierno de José Luís Rodríguez Zapatero desde su elección en marzo de 2004 hasta mediados de 2007. A lo largo de estos tres años, muy marcados por la crisis constitucional de la Unión Europea, el Gobierno del PSOE ha buscado definir una agenda y unas alianzas propias y diferenciadas del anterior Gobierno del PP. En primer lugar, la nueva política europea se ha caracterizado por el mantenimiento del pragmatismo, la normalización del disenso y la búsqueda de la recuperación de las alianzas con Francia y Alemania. En segundo lugar, el Gobierno ha tenido que adaptar el sí español al Tratado Constitucional de la UE, aprobado por referéndum, al nuevo contexto de una Unión ampliada en el que se ha negociado el todavía difuso Tratado de Reforma de la UE. Y, finalmente, España también ha influido en aquellos ámbitos en los cuales la Unión más ha avanzado recientemente (política migratoria, energética y de defensa).

One consistent strategy of Spain’s European policy has been bilateralism, that is to say, the dev... more One consistent strategy of Spain’s European policy has been bilateralism, that is to say, the development of intense relationships with certain other member states in order to gain influence in decisions regarding the process of European integration. In addition, finding allies has proven essential for the success of Spanish proposals in the European Union (EU), especially during the four Spanish presidencies of the Council of the EU. In this sense, successive Spanish governments have promoted a bilateral rapprochement with the EU’s large member states (France, Germany, Italy and secondarily the United Kingdom) through regular meetings with their governmental leaders. One of the fields where Spain’s bilateralist strategy has been more active is European foreign policy, which has become a privileged sphere for the analysis of the power of states within the EU. This article will look at the four Spanish experiences of holding the rotating presidency of the EU Council and compare the different bilateral strategies developed by each Prime Minister in office.

The first one consisted in a phase of open and national debate that lasted until the Laeken European Council. Thus, in March 2001 started the second phase, a more structured phase determined by the European Convention. The final one was, of course, the IGC. 2 The European Convention was composed of the main parties involved in the debate on the future of the European Union. Apart from the Chairman, Valéry Giscard d'Estaing, and its two Vice-Chairmen, Giuliano Amato and Jean-Luc Dehaene, the Convention was composed of 15 representatives of the Heads of State or Government of the Member States (one from each Member State), 13 representatives of the Heads of State or Government of the candidate States (1 per candidate State), 30 representatives of the national parliaments of the Member States (two from each Member State), 26 representatives of the national parliaments of the candidate States (two from each candidate State), 16 members of the European Parliament and 2 representatives of the European Commission. Furthermore, the Laeken Declaration provided for the candidate States to take a full part in the proceedings without, however, being able to prevent any consensus which may emerge among the Member States.
