Dr. Zimmerman, a Doctor of Philosophy in Information Science, received his Ph.D. from Bar-Ilan University. In 2006 he was appointed Academic Secretary and Director of Research at IDC Herzliya, establishing the Academic Affairs, Internationalization and Research Support Offices. Today he serves in the capacity of Director of Research and Global Engagement where he formulates strategy with the president and provost and translates the policy into programs.IDC Herzliya is an academic institution that changed the face of higher education in Israel and became a successful, pioneering model and a source of inspiration to institutions across the world. Founded by renowned Israeli Professor Uriel Reichman in 1994, IDC Herzliya is a non-profit organization modelled after Ivy League universities in the U.S. In the twenty years since its establishment, IDC Herzliya’s success has drawn both international recognition and some of the finest lecturers and researchers from around the world. IDC Herzliya’s founders sought to create an Israeli university in which personal achievements go hand in hand with social responsibility. The outlook is rooted in the concepts of “freedom and responsibility” and emphasizes initiative and leadership alongside community service.

After several months of operation, a preliminary analysis revealed that project goals—message targeting and noise reduction—are being met. During this period, messages were received by researchers on the basis of keywords they selected from a list generated by the Research Authority/SDI system.

Abstract This paper introduces a dynamic perspective on institutional research performance that c... more Abstract This paper introduces a dynamic perspective on institutional research performance that can be used for evaluative purposes. It combines four principles: importance of national situation; evolution data; multiple indicators and similar institutes. The perspective is applied to five Israeli research institutes and as such it also follows up earlier studies of Israel's changing research landscape. First several bibliometric indicators for Israel are presented.

The United States have till recently been the largest foreign supporter of science in Israel. Lately, however, other international players have entered the field–notably the European Union through the Research Framework Programme. 1 The European Union is altering the Israeli S&T landscape–creating a new alliance. There is evidence of a decrease in USA federal funding levels vis-à-vis Israeli basic research.
