Widespread adoption of new technologies is acknowledged as centrally important to achieving the United Nations Sustainable Development Goals by 2030. But while frontier technologies can rapidly address large-scale economic, social or political challenges, they can also involve the displacement of existing technologies and carry considerable uncertainty and risk. Although there have been significant wins bringing the benefits of new technologies to poor consumers through examples such as mobile money or off-grid solar energy, there are many other areas where the applications may not yet have been developed into viable market solutions, or where opportunities have not yet been taken up in development practice.

Technologies are constantly changing, so this report should be seen as a snapshot of the evidence at a specific point in time. This paper was commissioned by the section of Health and Education at UNESCO as a background paper for “Switched on: Sexuality education in the digital space”, a symposium held in Istanbul, Turkey, held on 19 – 21 February 2020.

This paper explores the meaning of these boundaries and the mobile technologies that are used to manage them in the lives of poorer young women in the UK. Early findings from qualitative research with socially excluded young women are discussed, along with a brief survey of relevant mobile technology research.
