With the increased availability of High Resolution Satellite Imagery (HRSI), the Object based Ima... more With the increased availability of High Resolution Satellite Imagery (HRSI), the Object based Image Analysis (OBIA) has now become an indispensable tool for analysis and modeling in Remote Sensing technology. The OBIA basically consist of image segmentation, object attribution and classification. The OBIA analysis has better results than the traditional pixel based analysis because the OBIA analysis is not only based on the spectral signature of the pixels but also on the statistical, geometric and topographical feature of the objects. The high resolution imagery of the study area is taken up and the analysis of segmentation, object attribution and classification was done. The resulting layer was exported as a vector layer in .shp format. The same was exported to QGIS and the .shp file clearly indicates the shape of the individual land parcels. The extracted parcels were comparable with the original cadastral vector layer of parcels. Thus OBIA can be treated as an automated procedure to extract the cadastral land parcels from high resolution imagery.

Efforts have been also made to share data; contents and documents over Internet with relevant stakeholders. Hand-written copies with manual signatures of competent authority have an assurance value for consumers or citizens. This authenticity can also be introduced into electronic documents through different mechanisms like Digital Signature, Bar Code and Digital Pen. This paper describes these mechanisms of introducing the authenticity into the electronic documents. It is one of the key factor for success of governance projects at grass root level.

In OBIA, the analysis is based on a group of pixels known as objects. It differs from the traditional pixels-based methodology, where individual pixels are analyzed. In OBIA, the image analysis consists of image segmentation, object attribution, and classification. The segmentation process thus identifies a group of pixels and are known as objects. These objects are taken for further analysis. Thus segmentation is an important step in OBIA. In order to find out the boundary of agriculture parcels, a two-step process is followed. First, the segmentation of the images is done using the statistical region merging (SRM) technique. Then the boundary information and center of the segmentation are found out using MATLAB. It ensures organized development of the clusters through Integrated Cluster Action Plans (ICAPs) and Detailed Project Reports (DPR). The mission aims to create 300 such 'Rurban Clusters' over the next 3 years, across the country. It is an attempt to make our rural areas socially, economically and physically sustainable regions. It will develop a cluster of villages that preserve and nurture the essence of rural community life with focus on equity, and inclusiveness, without compromising with the facilities perceived to be essentially urban in nature.
