UMKM menjadi sektor yang sangat penting bagi perekonomian masyarakat DKI Jakarta. Penelitian lapa... more UMKM menjadi sektor yang sangat penting bagi perekonomian masyarakat DKI Jakarta. Penelitian lapangan yang dilakukan penulis menunjukkan sekitar 90 persen pelaku usaha ultra-mikro mendominasi Jakarta. Terbukti pada Krisis Moneter 1998, UMKM hadir menjadi pahlawan perekonomian masyarakat dan pada Krisis Global 2008, UMKM tidak berdampak. Sayangnya, kondisi ini sangat berbeda saat pandemi COVID-19 hadir di mana kondisi UMKM Jakarta menjadi 'pincang'. Studi literatur dan data lapangan menunjukkan bahwa alokasi Anggaran Pendapatan Belanja Daerah (APBD) untuk UMKM di DKI Jakarta tidak seberapa tinggi seperti dua sektor utama lain yakni, sektor Pendidikan dan Kesehatan. Padahal, selama ini UMKM selalu digadanggadangkan menjadi sektor penting penyelamat perekonomian rakyat terutama, kelas menengah ke bawah, terutama saat krisis ekonomi melanda. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus terhadap alokasi APBD UMKM DKI Jakarta pada 2019 hingga 2021, di mana penulis akan membandingkan dan menganalisis alokasi APBD tersebut dari satu tahun sebelum pandemi, saat pandemi hadir, dan tahun berikutnya. Dari hasil penelitian didapat 3 (tiga) temuan. Pertama, pandemi COVID-19 memberi dampak buruk terhadap pelaku UMKM Jakarta. Minimal sekitar 70 persen omzet pelaku UMKM Jakarta menurun. Kedua, dampak pandemi terhadap pelaku UMKM melibatkan dinamika ekonomi-politik APBD di mana hal ini juga melibatkan peran para aktor Eksekutif dan Legislatif Pemprov DKI Jakarta, yang mana ditemukan perbedaan signifikan antara alokasi APBD UMKM Jakarta pada 2019, 2020, dan 2021. Ketiga, KSBB UMKM sebagai salah satu program bantuan untuk pemulihan UMKM selama pandemi masih belum merata dan efektif secara keseluruhan. Pada bagian akhir, peneliti menyertakan rekomendasi kebijakan publik untuk mempercepat pemulihan dan pengembangan UMKM di DKI Jakarta.

Therefore, collaboration from various parties is needed. This study aims to analyze the impact of Collaborative Governance in the recovery of Micro, Small, and Medium Enterprises (MSMEs) in Jakarta during the COVID-19 pandemic by evaluating the Large-Scale Social Collaboration (LSSC) of MSMEs from June 2020 to June 2021. In addition, to analyze the extent to which Collaborative Governance is implemented in the LSSC of MSMEs program, the researcher used five important indicators based on Collaborative Governance theory. By using qualitative methods, the data obtained through in-depth interviews with several stakeholders involved and MSME owners as recipients of the program assistance. Data analysis was carried out using thematic analysis to obtain indicators that describe the program effectiveness from the implementers and indicators of the satisfaction of MSME actors with the assistance received through this program. Then, all these indicators are re-analyzed using the SWOT framework. The study found that Collaborative Governance has been running quite well, but stakeholders have not really involved MSME Activists in the Large-Scale Social Collaboration program as one of the steps in restoring MSMEs in Jakarta. In this finding, the researcher recommends several solutions such as, more massive publication and socialization is needed to invite more collaborators, the governance and mechanism of the LSSC of MSMEs program needs to be improved, as well as revitalizing the program. Therefore, the government also needs to implement some steps to maintain the sustainability of this program.

In Indonesia, it's very common that both topic democracy and caliphate system have been discussing in all over parts of Indonesia. Not only in the certain parts of Indonesia but in all walks of life. In addition , it is not rare be found that some of those people who are very fanatic to one of the system make the both topic democracy and caliphate as the topic that is very sensitive to talk about . It is so because, there are some of them that support the democracy system assume that caliphate system is an Utopian system. They still maintain the thinking that democracy is the most relevant system with the current situation compared to other system ,especially caliphate system . On the other hands, there are some of the people that are still maintain the thinking that caliphate is the best Islamic system and democracy is the worst system today. Not only that, it is also assumed as the "Kufur" system which had adopted from the Greek time and it was a secular system which is believed as the system that is not relevant to the Islamic teaching . In addition , some of the people who do not accept the democracy system within the country are also still keep the thinking that the democracy is the worst system because from democracy , the people who are sitting in the parliament have their more intensity to do corruption which is greater compared to others . Thus , for them , the poor will always be poor and the rich people will be richer than before .
