This study is devoted to obtaining nanoscale zirconium dioxide, cobalt oxide and related phases b... more This study is devoted to obtaining nanoscale zirconium dioxide, cobalt oxide and related phases by SAS method in supercritical carbon dioxide. The synthesized compounds were characterized by a complex of physico-chemical analytical methods: infrared spectroscopy, differential scanning calorimetry, X-ray diffraction, transmission electron microscopy, X-ray photoelectron spectroscopy. The experimental parameters for obtaining the nanoparticles were: pressure 10 MPa, temperature 40 °C, carbon dioxide supply rate 35 g/min, the initial solution supply rate 0.5 ml/min. Individual phases containing zirconium and cobalt, and also samples with zirconium to cobalt molar ratios 3:1, 2:1, 1:1, 2:1 and 1:3 were obtained. The use of zirconium and cobalt acetylacetonates as initial components leads to formation of stable products – nanoparticles of acetates of the corresponding metals in the X-ray amorphous state. All accessible signs of such clustering in the lines of sight and near the location of GRB021004 were tested. The data from observations with BTA/SCORPIO, HST/ACS, VLT/UVES and from the cluster catalog SDSSIII were used. The works on photometric redshifts were reviewed.

Such accelerators are used for cancer treatment, cargo inspection, when one needs higher dose that X-ray source can produce, food and medicaments irradiation etc. Acceleration structures themselves are already developed very well, so the most important issue now – is to make the whole installation with power supply, RF tracts, cooling system – as smaller as possible to provide the structure mobility. In this article we present the development how to combine a power supply (usually it is a klystron, IOT, magnetron or solid state amplifier) with the accelerating cell itself, that can decrease installation size at least twice. No RF tracts needed, no reflected power will occur, so no circulator needed. Hence, the contraction of oil and gas revenues are not offset by non-oil and gas receipts growth, nevertheless the government plans to run a budget surplus during the entire three years. As a result of ongoing fiscal adjustment, the federal budget expenditures hit 10-year minimum (16.1% of GDP) in 2018. However, due to the need to implement national projects, expenditures for the period of 2019–2022 will be around 17% of GDP. Furthermore, one should note a number of issues: low level of cash execution of funds allocated for national projects; controversial results from shifting financing across years among projects; sufficiency of resources and measures aimed at achieving national projects as was indicated in the President’s May Executive Order. In the cultivation of such products in many countries, hormones are widely used as growth stimulants to increase the efficiency of feed conversion for the purpose of sex reversal, as well as for artificial reproduction. Hormones, especially their synthetic forms, are poorly metabolized in the marine organisms, which leads to their accumulation in the food matrix. When they enter the human body, they are capable of accumulation in tissues, affect the endocrine system and can cause the development of a number of metabolic disorders. The possibility of a carcinogenic effect of hormones has been proven. Так, например, согласно данным за 2017 год, по странам ОЭСР средняя доля налоговых поступлений НДС составляет порядка 20-25%. Этот показатель уступает лишь страховым взносам и налогу на доходы физических лиц (НДФЛ). При этом ведется весьма бурное обсуждение того, как именно НДС влияет на общественное благосостояние, особенно в контексте переключения от других форм налогообложения. English Abstract: Today, a significant share of tax revenue in most countries comes from VAT. So, for example, according to data for 2017, for OECD countries the average share of VAT tax revenues is about 20-25%. This indicator is second only to insurance premiums and personal income tax (PIT). At the same time, there is a very heated discussion about how the VAT affects public welfare, especially in the context of switching from other forms of taxation.

Проведенное исследование позволяет сформулировать конкретные рекомендации по совершенствованию оценки «модельного бюджета» и дальнейшему применению этой оценки при распределении межбюджетных трансфертов. English Abstract: The paper presents the results of the analysis of the Russian practice of assessing the budget expenditures of territories in the distribution of equalizing transfers, as well as testing various approaches to assessing the “model budget”. The study allows to formulate specific recommendations for improving the assessment of the “model budget”and the further application of this assessment in the distribution of intergovernmental transfers.
