Questo articolo discute il metodo dell'analisi comparativa nel campo della filosofia dell'educazi... more Questo articolo discute il metodo dell'analisi comparativa nel campo della filosofia dell'educazione e degli studi pedagogici comparativi. Le autrici mostrano che nonostante l'importanza di questi studi, non è emersa l'esigenza di creare un settore scientifico separato che, in altri termini, sia una filosofia comparativa dell'educazione. In pratica in ciascuna branca della conoscenza nelle scienze umane è possibile utilizzare il metodo dell'analisi comparativa. Il contributo rivela le caratteristiche del metodo dell'analisi comparativa; le autrici prendono in considerazione le connessioni culturali e interculturali negli studi della filosofia dell'educazione. The present article discusses the method of comparative analysis in the field of philosophy of education and pedagogical comparative studies. The authors show that despite the importance of such studies there is still no need to create a separate scientific field of science, which, in other words, is a comparative philosophy of education. Practically in every branch of knowledge in human sciences it is possible to use the method of comparative analysis. This article reveals special features of the method of comparative analysis; the authors consider cross-cultural and intercultural connection in studies of the philosophy of education.

The article deals with basic trends in cognitive research in education, which is in the progress ... more The article deals with basic trends in cognitive research in education, which is in the progress in the USA, Canada and France now. The subjects of research are connected with emotions, memory, attention, thinking, educational problems, IT technology, etc. Lately much attention was paid to projects studying the role of emotions in the educational process and their influence on students’ cognitive development. The article describes various research carried out in the countries mentioned above, i.e. American courses in neuro-education, which may help teachers to use the results of cognitive research to work out their own methods of solving real educational problems. In Canada and France, much attention is devoted to studying factors influencing educational effectiveness and optimization of remembering processes. In France, there are a number of researches, which may help understand brain functions of younger schoolchildren in reading and mathematics. The results of these researches are published regularly, and every teacher may use it in his / her regular work. However, not all teachers wish to introduce the results of neuroscience research into their practice, and the governing bodies cannot impose on them to work in such a way. Therefore, in all countries engaged in cognitive research in the field of education, there is the problem of transferring knowledge from the field of neuropsychology and neuroscience to teachers that may be useful to them.

Fundamental approaches to financing the education sector depend on economic and political managem... more Fundamental approaches to financing the education sector depend on economic and political management models applied in countries. Economic conditions have a significant impact on the education system. The public sector of education gradually changes according to the principle of self-sufficiency. At the same time, the development of a market economy, taking into account the tendencies of the formation of a postindustrial society, leads to an increase in the need for education and, above all, in higher education in the areas of high technology. Both education and science require significant investment, not providing a quick return. This part of the budget is costly and accounts for a fairly large share of GDP. How do countries with different supply of natural resources come out of this difficult situation? What trends can be traced in the financing of education? The objective of the paper is a retrospective analysis of the financing of education (in % of GDP) in the countries of the world, depending on what proportion of GDP is made up of natural resources. In authors' opinion, it determines a strategy of long-term investments in human resources with varying degree of availability of natural resources. The authors use comparative analysis of data from open sources of the World Bank. Presenting free access to statistical information about development indicators around the world, the World Bank makes it possible to conduct such retrospective studies.
Making efforts to improve the quality of education, the university needs to use not only internal... more Making efforts to improve the quality of education, the university needs to use not only internal information to make the necessary managerial decisions, but also rely on objective statistics and the results of interviews of stakeholders and experts in the field of education. Thus, one of the tools for improving the quality of education is the rankings. However, this does not exhaust the role of rankings in education. Provided that they include not only statistical data, but also more complex criteria, for example, the opinion of leading scientists, or take into account the ideas about the outcomes of their training of graduates, the rankings allow formulating strategic goals for the further development of the university, and in a broader sense – to set the vector of the development of the educational space as a whole. In this paper the authors consider this aspect of the application of rankings in the development of universities.

The paper deals with the problems of scientific comprehension whether postmodernism has the possibilities for the creation of new approaches to learning in modern education. The authors consider assessment in general and education quality evaluation in particular, from the point of view of the subjective perspectives for the process of education. The questions set forth for the consideration include the problem of search for the tools for assessment and education quality evaluation. Authors suggest using the idea of rhizome for their design. This study also submits that this issue has not been examined properly in Russian scientific literature while the foreign researchers also just designate the problem and try to find its solution.
