The conceptual foundations of transitive economy structural transformations under institutional u... more The conceptual foundations of transitive economy structural transformations under institutional uncertainty are investigated in the article in a political economy context. A profound structural collision of the transitive economy of that kind appears as a contradiction between economic coordination market mechanism that is in the process of elaboration and dominating mechanism of oligarchic organized regulation in terms of institutional uncertainty and inefficiency of the state. The structural transformations of economic systems are the internal process of their general evolution. The capacity of the system towards the transformation is a precondition of its viability and competitiveness. The theory of structural transformation subject could not be limited only to economic transition from central-planning to market economy. Modern national economies are still in the process of permanent structural transformations, adapting to the dynamic economic environment. Thus, the analysis of the structural and institutional changes is the main course for the elaboration of economic evolution and transformation general theory. The most important feature of the transformation process is a mixture of economic policy and spontaneous adaptation mechanisms.

Однако стремление правительства страны сохранить в экономике главенство социалистических принципов обусловило необходимость государственного регулирования сельского хозяйства, являющегося важнейшей отраслью экономики. В Китае экономические реформы начались именно с аграрной сферы. За время их осуществления страна по объему ВВП вышла на 2-е место в мире. С 2000 г. КНР полностью обеспечивает себя основными видами продовольствия. С 1978 г. по 2000 г. среднедушевой размер китайского ВВП вырос почти в 4 раза (с 222 USD до 949 USD), а к концу 2013 г. − до 6767 USD. В свою очередь изучение накопленного в аграрной сфере Китая опыта государственного регулирования может быть полезным для многих стран в частности и для Украины, осуществляющей модернизацию (реформирование) аграрной сферы экономики. <b>English Abstract:</b> Since 1978, the national economy of China market standards and appropriate tools are used. However, the desire of the Government to preserve the primacy of socialist principles in economy led to the need for state regulation of agriculture, which is an important sector of the national economy. In China, economic reforms began exactly from the agrarian sector. During their implementation the country reached the 2nd place in the world in GDP volume. Since 2000 the People’s Republic of China fully provides itself by the basic types of food. From 1978 to 2000, average per capita GDP of PRC increased almost four fold (from 222 USD to 949 USD), and by the end of 2013 it grew up to 6767 USD. In turn, the study of experience of the government regulation accumulated in the Chinese agricultural sector can be useful to many countries, such as Ukraine, which are implementing modernization (reformation) of the agrarian sector of the economy.

The agricultural sector has leading position in the Ukrainian economy. In recent years the intens... more The agricultural sector has leading position in the Ukrainian economy. In recent years the intensifying competition among producers has been noticed also on territories far from the conventional agricultural centers. It is connected with the expansion of national and foreign agro-industrial enterprises that caused a fierce struggle for the distribution networks which can lead effectively to final consumer, as well as an increasing of the sensitivity of marketing (sales) to the company policy in the sphere of its own economic security. The latest trends of falling effective demand of Ukrainian end-consumer are forcing us to approach more carefully to forecasting and planning "food basket". Also, this is due to simultaneous drop in exports of food to the Customs Union countries, especially to the Russian Federation – within 6 months of 2014 the export of Ukrainian agricultural products to Russia amounted USD 655,5 million, which is on 31.4% or USD 299,5 million less than in the same period in 2013. Furthermore, there is change in Ukrainian consumer’s preferences under the influence of economic factors (including crises), as well as under impact of changes in lifestyle of the modern person under the influence of the pro-European culture of consumption goods. As a consequence, the rational reaction of the population on sharp rise in prices was the increase of the average propensity to consume only in the period before 1995. But In relatively stable price period (1995-2006) this phenomenon was not observed which has led to increasing requirements to reliability and reasonableness of prognoses concerning of sown areas, based on typologization of consumer behavior during the analyzed period (1966-1991 and 1991-2006) with subsequent approximation on the economic security of agribusinesses.

The expediency to upgrade the existing system of fiscal regulation of natural resources development in terms of the necessity to strengthen the financial self-efficiency of territorial communities in light of decentralization and local governance reform was grounded. The changes in the structure of special nature management fee income in terms of budgets of different taxonomic level in 2013 if compared to 2000 have been analysed. The mechanism to increase the efficiency of fiscal management of nature management at a regional level through the reconsideration of the principles of interaction between regional departments of the fiscal service and the local governance authorities as well as regional executive power has been suggested.

The peculiarities of fiscal regulation of using different land categories have been revealed. The income of nominal and actual amount of land fee to the Consolidated budget of Ukraine during 1994-2014 has been analysed. The territorial asymmetry of the amount of land fee income into the local budgets has been defined. The changes in the structure of the land fee income into the Consolidated budget of Ukraine in terms of its main components have been revealed. The promising directions to expand the actual base of land taxation in terms of exacerbation of institutional transformations within the natural and resource field of the national economy have been suggested.

Theoretical-methodological and methodical substantiation of approaches to the formation, structuring and systematization of statistical information on the public debt of Ukraine in accordance with international standards is of fundamental importance for improving the quality of strategic management of public finances. The implementation of international standards for statistical measurement and diagnostics of public debt makes it possible to objectively monitor the parameters of debt sustainability and bring public financial management tools closer to the best world practices. The implementation of international standards for public debt statistics is an important element in ensuring the transparency of public finances, allowing to optimize cooperation with the International Monetary Fund (IMF) and other international financial organizations. Institutional and regulatory implementation of international standards of public debt statistics will allow to increase the level of reasonableness of fiscal risk assessments and the predictability of debt policy in the medium term, to reduce the negative impact of political cycles and economic fluctuations on the state of public finances. In accordance with the Association Agreement with the EU and with Ukraine's acquiring the status of a candidate country for EU accession, the issue of approximation of national legislation to EU legislation, including regarding public debt, has acquired extraordinary political, economic and social significance, especially in the conditions of external aggression of the Russian Federation and tasks of post-war economic reconstruction of the country’s economy. According to the Strategy of Economic Security of Ukraine for the period until 2025, the question of the acceptability of the level and sources of financing the public debt is one of the key factors for ensuring country’s financial security. Problem Statement. Interrelated components of the issues of this article are highlighted: 1) institutional coverage of public finances and public debt; 2) the system of public finance management in the context of mutual compliance of objects, subjects and methods of such management; 3) standardized methodology for quantitative statistical measurement of public debt as part of public finances; 4) implementation of international standards of public debt statistics into the national system of public finance management. Purpose. To substantiate conceptual and methodological approaches and recommendations regarding the improvement of statistical measurement and systematization of information on the public debt of Ukraine in accordance with international standards; to introduce amendments and additions to the first part of Article 2 of the Budget Code of Ukraine regarding public debt. Methodology and methods. The general environment of analysis is public finances; the unifying shell is the public finance management system; the object is public debt; the subject is international standards of public debt statistics; the expected result is proposals and recommendations regarding the implementation of the specified standards with the aim of eliminating the legal uncertainty of the definition of the term “public debt” in the first part of Article 2 of the Budget Code of Ukraine, bringing it into line with the norms of EU legislation, which will allow for reasonable quantitative measurements and international comparisons of public debt in Ukraine and EC countries. Methods of comparative qualitative and quantitative analysis, structural-institutional and structural-functional analysis, theoretical generalizations are applied, as well as basic methodological principles and methodological approaches contained in the International System of National Accounts 2008, the European System of National and Regional Accounts 2010, other international standards related to public finance and public debt statistics. Results. In Ukrainian legislation (budgetary, tax, financial) there is no clear definition of the meaning of the term “Public Finance”. The phenomenon of “fundamental uncertainty” has in many respects an ancient and systemic nature. This also applies to the term “public debt” in the first part of Article 2 of the Budget Code of Ukraine. The most complete understanding of public finances in a broad sense, which the author adheres to: “Public finances are the finances of the public sector of the economy”. Classification of international standards of public debt into five groups is proposed. The first is the so-called basic functional and organizational principles. The second is “universal” standards, which are the general conceptual and methodological basis for public debt statistics. The third is the standards of public finance statistics.
