The ICT adoption rate in Africa is not impressive when compared to the more developed countries of the world. Nigeria, as a case study in this scenario, has also not implemented E-Government impressively, according to the required standards set up by the International Telecommunications Union (ITU). A comprehensive study conducted on the application and implementation of E-Government in Nigeria has provided some metrics that examine the stumbling blocks for realization of adequate and efficient E-Government implementation in the civil service. The research was carried out in the federal civil service in Nigeria in two phases namely, pre-IT implementation phase and post-IT implementation phase. This is evident in the COVID-19 era as different technologies were deployed to test, detect and track patients and ensure COVID-19 protocol compliance. The White Spot Disease (WSD) is a very contagious disease caused by virus. It is widespread among shrimp farmers due to its mode of transmission and source. Considering the growing concern about the severity of the disease, this study provides a predictive model for diagnosis and detection of WSD among shrimp farmers using visualization and machine learning algorithms. The study made use of dataset from Mendeley repository. Machine learning algorithms; Random Forest classification and CHAID were applied for the study, while Python was used for implementation of algorithms and for visualization of results. Concealment of secret messages inside a natural language, known as steganography, has been in existence as early as the 16th century. However, the increase in electronic/digital information transmission and distribution has resulted in the spread of watermarking from ordinary text to multimedia transmission. In this paper, we review various approaches and methods that have been used to conceal and preserve messages. Examples of real-world applications are also discussed.

Presently, the subscription and penetration of mobile communication in Africa is 30% with the projection of 53.5 % by the end of the year with South Africa having the highest rate (84%) of penetration. The surge in this technology can be turned into an opportunity of creating awareness on the precautionary measures and controls of the HIV/AIDS epidermis and other incurable diseases’ education and training. Mobile phones can be used as a tool to overcome the challenge of information dissemination regarding HIV/AIDS education awareness among young adults because of its acceptability within this age group. In this regard, it is proposed to provide access to carefully screened information on HIV/AIDS within the context of frequently asked questions (FAQ) system. However, automating SMS-based information search and retrieval poses significant challenges because of the inherent noise in SMS communications. We present an algorithm that assist in selecting the best SMS-query after the ranking of the queries, answers are then provided based on the ranking. Our algorithm gives a better result in terms of computational time when compares with popular naive and tf-idf retrieval algorithms.

This paper investigated the impact of various keystroke dynamics features on a predictive biometr... more This paper investigated the impact of various keystroke dynamics features on a predictive biometric system. In this paper, keystroke dynamics data of 50 individuals have been acquired using an open-source data software application on an Android smartphone. A total number of 21 commonly used keystroke dynamics features were extracted from the raw data. The collected data was used in training a Random Forest algorithm using four different training sample sizes while the remaining portion of the data was used for classification. The algorithm was then used to determine the importance of 21 different keystroke dynamics features. The results showed that each features offers varying degree of importance in age-group and gender predictions. While such efforts have been made in the area of predictive keystroke dynamics using computer keyboards, literature on the same topic using touchscreen smartphone virtual keyboards have been limited.

As part of the government's reaction to the covid-19 pandemic, educational institutions were ... more As part of the government's reaction to the covid-19 pandemic, educational institutions were suddenly closed to prevent the virus from spreading further. This has raised concerns about the global consequences of disrupted academic sessions. To ensure educational continuity, ICT (e-learning) has been implemented in universities all over the world. It is common knowledge that electronic learning eventually leads to electronic testing. E-examinations aim to remove limitations and provide answers to several questions that arise during pen-on-paper examinations. As a result, higher education institutions around the world should accept it. This study looked at how students and lecturers perceived the use of electronic examinations in universities during the pandemic. The data was collected using a descriptive survey research methodology and a structured questionnaire as the data collection instrument. Most respondents appeared to be familiar with ICT, according to the study's findings. Furthermore, most of the respondents tended to have favorable perception of e-examination as a platform for academic assessments in universities, according to the results. On the negative hand, poor internet access, unreliable power supply, unsupportive educational policies, fear of examination malpractices, and insufficient technical infrastructure to support e-examination are all major obstacles.
