This paper proposes a linear model for optimizing domestic energy consumption in Romania. The par... more This paper proposes a linear model for optimizing domestic energy consumption in Romania. The particularity of the model is that it is putting in competition both tangible technologies and thermal insulation projects with different financing modes. The model is optimizing the energy system by minimizing the global discounted cost in household sector, by integrating residential lighting, space heating, hot water, combined space heating – hot water, as well as space cooling, in a monolithic model. Another demand sector included is the passenger transport. This paper focuses on space heating part, analyzing technical and economic issues related to investment decisions to envelope and insulate buildings, in order to minimize energy consumption.

Over decades, it remained inelastic (Abilock et al. 1979), then piecewise constant (Loulou & Lavigne 1996), until it was connected to rest of the economy (A. Manne, MARKAL-MACRO 1992). The optimal configuration consisted of competing technologies, and technologies only. Demand-side management measures were modelled through sets of measures described as technologies that were with zero or low cost and therefore always used to their full potential. Putting bounds on their penetration was subjective and depended upon the modeller and his good sense. Another important disadvantage of this approach was that the model could become remote-controlled through bounds on demand-side management. This influence increases with the growing role of the demand sector when the regional scale or sectoral scope of the model is reduced (Fragnière & Haurie 1996). This paper proposes an inquiry into the availability of services of general economic interest in ... more This paper proposes an inquiry into the availability of services of general economic interest in Romania, proposing a case study on the sewage service provision in the North-East region. The situation of this region is analysed in the context of interregional and intraregional disparities emphasizing the close relation between the general development level and the provision of services of general economic interest as well as the particularly poorer situation of the border, rural, intermediate regions. The issues of applying of subsidiarity principle and the involvement of the private sector in the provision of these services are also discussed, in relation to the possible solutions for ensuring a better access of all citizens.

As a result, the tourist zoning is an important instrument for delimiting tourist areas in accordance with multiple criteria, so as to lay the foundations for finding the most suitable solutions of turning to good account the resources in this field. The modern approaches proposed in this paper use a series of analytical tools that combine GIS and spatial agglomeration analysis based techniques. They can be also employed in order to examine and explain the differences between tourist zones (and sub-zones) in terms of economic and social results and thus to suggest realistic ways to improve the efficiency and effectiveness of tourist activities in various geographical areas. This paper proposes an inquiry into the issue of availability of services of general interest, of... more This paper proposes an inquiry into the issue of availability of services of general interest, offering as case study the health care services in the NorthEast region of Romania. The interregional and intraregional (within NorthEast region) disparities in terms of health care services provision are examined in relation to the overall regional development disparities, confirming that the concern with providing a minimum level of social SGI to all citizens has conducted to health care service disparities lower than those in terms of GDP per inhabitant. The paper also provides relevant evidence on the impact of demography, especially in terms of population density on the availability of health care services.
