It is therefore necessary that for New Zealand to retain and/or improve its current economic position, the labour force we do have is employed in ways that optimise outcomes for individuals, families/whanau and communities on the one hand, and businesses, enterprises and institutions on the other. At present, there is inadequate information about the labour market and employment due, in part, to the way many employment-related measures are defined. Additionally the importance given to two specific measures official unemployment and labour force participation as indicators of a buoyant labour market, provide an incomplete picture of the complex and increasingly diverse patterns of employment in New Zealand. The Pathways to Sustainable Employment (PAS£) research programme is a five-year programme aimed a... more The Pathways to Sustainable Employment (PAS£) research programme is a five-year programme aimed at determining the supply-side and demand-side parameters of employment-seeking and career development of New Zealanders aged 15-34, and developing policy implications. In an initial phase of the project, 866 participants sampled from four geographical areas and representative of different age, gender, and ethnic groups took part in a Computer Aided Telephone Interview (CAT/) concerning their employment experiences to date and their aspirations for the future. This paper reports on the experiences of participants in respect of seeking and finding their current job, their last job, and their first job and the role social networks play in supporting career decision making. The data, which demonstrate the key role that social capital plays in these regards, raises issues about such things as the expertise of network members, their objective understanding of others' capacities and interes...

Since the late 1970s in New Zealand, education and training have been essential elements as gover... more Since the late 1970s in New Zealand, education and training have been essential elements as governments have grappled with maintaining and increasing the employability of the labour force. This paper reports on one phase of the Labour Market Dynamics and Economic Participation research programme which addresses the role that education and training institutions play in mediating labour supply and demand and promoting economic participation within various New Zealand regional labour markets. The paper refines and extends some of the key concepts of the Department of Labour's Human Capability Framework to explore the effectiveness of regional education and training institutions, and other intersecting regional and national organisations, in mediating regional labour market supply and demand.

Employability is a widely used term in the labour market lexicon. Yet there is no consensus on ho... more Employability is a widely used term in the labour market lexicon. Yet there is no consensus on how the concept should be applied and a fog of ambiguity surrounds the term. Making employability ‘work’, however, is essential not only for younger people to access and sustain work but also for addressing skills shortages that plague many developed economies. This article positions the employability concept in relational terms and highlights the importance of effective information flows across the various labour market stakeholders. Employability is a shared outcome and responsibility even though individuals’ skills and knowledge is the foundation of employability. Empirical data from a major New Zealand labour market research programme is used to support contentions.

The intention of this paper is to extend critiques of rationality that have been developed across... more The intention of this paper is to extend critiques of rationality that have been developed across a range of disciplines and within a number of strands of feminism. Initially providing a brief review of rationality critiques, the paper then focuses on bounded rationality, the key behavioural assumption of transaction cost economics (TCE). It is shown that, to some extent, this notion of rationality erodes the atomistic model of economic activity central to the economic orthodoxy and is therefore an improvement on the neoclassical orthodox view of rationality. The paper then moves on to a more critical examination of bounded rationality through the development of the feminist slanted concept of ‘constrained entrepreneurship’. This new conceptualisation also provides a means of extending TCE through the incorporation of the Coasian insight that the development of TCE has tended to lose sight of the raison d’être of the firm, that of ‘running a business’ (Coase, 1988a).
