The Quest for a New Political Arrangement in Puerto Rico: Issues and Challenges1
From Aruba and the Netherlands Antilles in the South Caribbean to Puerto Rico and the Virgin Isla... more From Aruba and the Netherlands Antilles in the South Caribbean to Puerto Rico and the Virgin Islands in the Northern section of the region, Caribbean territories are busy reconsidering their political arrange ments. The end of the Cold War, the transformation of the European Community into the European Union with a single internal market, and the inauguration of the North American Free Trade Agreement (NAFTA) have all exerted a significant impact upon the politics of non indepen dent territories in the region. This has certainly stimulated a research thrust and an important body of literature covering the dynamics of all non independent territories.2 The territorial order in the Caribbean was built in the aftermath of World War II. After the War, the United States and European powers with interests in the region moved to change the relationship with their territories. Britain promoted the decolonization of the larger colonies.
