Mahatma Gandhi had innate love for equality, unflinching support for individual freedom and he consistently pleaded for bringing about a just order through the brotherhood of man that recognized no barriers. His idea of democracy was, in fact, rooted in the idea of decentralization of economic and political power. Gandhi firmly believed that the state was an instrument of exploitation and coercion. He emphasized that the decentralization of power could resolve such problems to a large extent by involving public participation and public opinion in the governance system. Gandhian concept of decentralization is very comprehensive in nature and linked closely with non-violence, swadeshi, khadi and trusteeship etc. Thus, an analysis of these concepts is essential for an in-depth comprehension of his concepts of decentralization and how they lead to political, social and economic decentralization of power. The male and female population was 34, 81,873 and 33, 82,729 respectively. Since the formation of the state, women political participation in politics in Himachal Pradesh has enhanced in the state. However, the impact is more visible in the voting pattern than in other political activities and decision making. The sorry state of affairs is that women are not getting adequate representation in the Parliament, State Legislature and other higher decision-making bodies. However, the position of women representatives in Panchayati Raj Institutions is better in Himachal. The present study is based on the primary and secondary data collected from the office records of Himachal Pradesh Vidhan Sabha, State Election Commission, State Election Department, Panchayati Raj Department, Census Reports, Statistical Outlines of Himachal Pradesh etc. The relevant books, journals, newspapers, gazetteers etc. have also been consulted. The latest amendment (2008) has provided 50 percent reservation in the Panchayati Raj Institutions for women in the rural and urban local bodies. It is observed that because of reservation, political participation of women at the grass root level has significantly increased and is having visible impact on the ensuing social change supplemented with some other factors such as economic participation, literacy, culture, demography etc.

His mind was always open and eclectic. He would absorb ideas from anywhere and adopt them if they were in tune with the higher ideals he cherished. For Gandhi any thought or action which would go counter to the spiritual growth of the people and which were detrimental to the freedom, dignity and self-respect of the soul of man and which would act as an obstacle to self-realisation was unacceptable. So, he made no distinction between man and woman so far as the spiritual goal and the way to it were concerned. He believed that man and woman are complementary to each other. The present paper is an attempt to explore women resurgence and Gandhian perspective on it.
