Research paper thumbnail of Citizenship education within the context of increasing diversity and under the threat of deteriorating democracies: the case of Türkiye

Through this paper, we aim to landscape discourses in citizenship education within the context of nationalism and diversity in Türkiye as a developing country subjected to dramatic in-migration of displaced people within a decade, let alone the internal migration trends inter-regionally. Therefore, the narratives and discourses in the official curriculum documents (n = 12) and the 4th-grade textbooks (n = 12) are analysed regarding the Vienna school’s discourse-historical approach (DHA) to make a historical comparison based on the previous research in a global context where democracies are deteriorating globally and conflicts or wars grounded on ethnic, racial, religious, or cultural differences increasing sharply. Eventually, most of the findings revealed that the content, discursive strategies, and linguistic means are apt to reproduce the mono-cultural national identity and ignore the diversity within the official discourses.

After a brief overview of the literature that illustrates how globalization penetrated into each stage of development of Turkey’s modern institutions of higher education, the paper presents a discussion, based on national and international statistics, of the challenges these institutions face as a result of globalization, namely increasing demands for higher education; faculty shortages; the internationalization of higher education; research and knowledge production; and the process of financing higher education.

The student questionnaire utilized in the IEA 1999 Study was adapted and used to collect data from a sample of 196 adolescents attending a private school. In general, Turkish students scored higher than the international mean in terms of civic knowledge related to political rights, the function of laws, free elections and gender discrimination. In addition, when compared to their international counterparts, Turkish students appeared to have a more conventional concept of citizenship, with a particularly strong emphasis on secularity.
