Elections by secret ballot and—within the Soviet context—revolutionary changes within the power structure
of Soviet political institutions, first of all, the Communist Party. Under Gorbachev's proposals the leaders of primary party organizations, the basic party cells, would be elected by members of those organizations. The members would be able to propose any number of candidacies. The same would apply to county-wide, city-wide and national republic party organizations. The Soviet voters also would be offered a choice of candidates for Councils of Representatives (Soviets). Currently moribund and empty of real power, Soviets would be given increased responsibilities.
Gorbachov needs a more friendly U.S. and some agreement on his disarmanent proposals, especially a halt in nuclear testing, in order to strengthen his hand against Soviet conservatives.

From "History of the Jews in Russia and Poland"
With the collapse of the Soviet Union and the opening of Russian, Ukrainian, and Polish archives, the genocide of the Jewish people committed by the Russian Imperial Army during World War I is increasingly becoming a topic of books and scholarly research. The appreciation that this purposeful destruction was the prelude to the Holocaust is slowly but surely entering today’s scholarship as well.
This book, the first in a projected series of books on the Khurbm (i.e., in Yiddish, Destruction) by the Center for Jewish Life Studies, makes available to English readers the largest, most extensive collection of surviving eyewitness testimonies that have reached us, as well as reports and documents depicting the anti-Jewish atrocities committed by the Russian Imperial Army during what many still call the Great War, specifically during 1914–1915 years.
