The creation of county governments under the Kenyan governments was a breakthrough, which was ant... more The creation of county governments under the Kenyan governments was a breakthrough, which was anticipated to water-down the bureaucratic bottlenecks of the central government in terms of resource allocation and utilization. However, reports by the office of the auditor general and EACC indicated that most county governments have not been efficient in terms of hiring of human resource, utilization of funds and observing of chapter six of the constitution on leadership and integrity. This study focused on relationship between ethical leadership practices and County governance in public institutions with specific reference to Uasin Gishu County. The study adopted descriptive survey research design, while the target population comprised of elected and nominated MCAs; Members of County Executive Committees (CECs); Chief Officers; opinion leaders, clergy/church leaders; and members of the public (N=728). This paper attempts to provide an accentuated understanding of corruption in Africa by delineatin... more This paper attempts to provide an accentuated understanding of corruption in Africa by delineating the role of Africa’s leadership and donor agencies in abating mismanagement of public resources. Through a systematic approach, this paper reviews existing evidence on dynamics of corruption in Africa and notes its implications in the modern underdeveloped Africa. The paper notes that good governance, transparency, and accountability are sine qua non building blocks of 21 st century democratic societies. African countries can reduce corruption by formulating tough anti-corruption policies, such as high profile convictions, ensuring that companies operating in Africa are more transparent in their dealings with the government and tougher on those companies and individuals paying bribes, just as African leaders must be ready to take a tougher stand on corrupt officials that take the bribes. Several studies had indicated that public and private institutions in Kenya face governance challenges as a result of lack of and/or inadequate ethical leadership. This paper argued that entrenchment of ethical leadership practices can ameliorate governance challenges that bedevil counties in Kenya. The study adopted descriptive survey research design, where the target population comprised of elected and non-elected leaders in Uasin Gishu County (N=728). The sample size was obtained through stratified sampling techniques, purposive sampling and random sampling to produce 352 respondents. Questionnaires were used for data collection. Data were analyzed using descriptive statistics and presented using tables and figures. This article examined bureaucratic corruption and cleanup strategies in developing countries. It particularly examined Kenya Public Sector corruption and advanced initiatives like the public-choice approach as the most effective and intellectually sastifying framework for corruption cleanup. The rules that regulate socio-political relations in a country have a significant impact on the ability of civil servants to seek and secure, either legally or illegally, outside income. In non-democratic societies, bureaucrats are less constrained in their employment of public resources to lobby legislators and influence those individuals with direct responsibility for determining levels of compensation for the public sector.
