Purpose This paper aims to examine whether the money laundering/terrorist financing (ML/TF) model... more Purpose This paper aims to examine whether the money laundering/terrorist financing (ML/TF) model excludes important aspects of terrorist resourcing and whether the terrorist resourcing model (TRM) provides a more comprehensive framework for analysis. Design/methodology/approach Research consisted of case studies of resourcing activities of four listed terrorist organizations between 2001 and 2015: the Liberation Tigers of Tamil Eelam (LTTE), Hamas, a grouping of Al Qaeda-inspired individuals and entities under the heading “Al Qaeda inspired” and Hezbollah. Findings The most prevalent resourcing actors observed were non-profit organizations/associations, and the most prevalent form of resourcing was fundraising that targeted individual cash donations of small amounts. Funds were pooled, often passed through layers of charitable organizations and transmitted through chartered banks. The TRM is indeed found to provide a more comprehensive framework for identifying sources of resourcing and points of intervention. However, it does not in itself recommend effective means of response but it has implications for counter-resourcing strategies because it identifies resourcing actors and nodes where counter-resourcing could occur. Originality/value This paper advances the state of knowledge of terrorist resourcing activities in Canada and about the value of doing so through the analytical lens of the TRM as opposed to the predominant ML/TF model.

En premier lieu, nous présentons brièvement le concept de djihad selon le Coran, les hadiths (les paroles de Mahomet) et les propos des compagnons de ce dernier. En deuxième lieu, nous explorons les caractéristiques du concept de martyre et son lien avec le djihad dans les textes sacrés. En troisième et dernier lieu, nous examinons plus spécifiquement certains aspects rituel, politique et idéologique du martyre dans l'islam et l'islamisme chiites contemporains.

The article assesses the junior officer education delivered by Canada's military colleges and analyzes interviews with key stakeholders responsible for the formulation and implementation of reform at the military colleges.

Cet article explore le lien entre les deux concepts de guerre et de martyre et leur statut au déb... more Cet article explore le lien entre les deux concepts de guerre et de martyre et leur statut au début de l’islam dans le Coran ainsi que dans les paroles de Mahomet et de ses compagnons. Afin de montrer l’interaction entre le texte coranique et son contexte arabe, nous ouvrons la discussion par un débat sur la culture de guerre pendant la période préislamique. Ceci nous permet d’observer une certaine continuité qui, avec des justifications normatives différentes, demeurera présente au niveau de la valorisation de la guerre et du sacrifice physique.

The creation of the Shanghai Cooperation Organisation (SCO) triggered various reactions worldwide... more The creation of the Shanghai Cooperation Organisation (SCO) triggered various reactions worldwide, which ranged from indifference and suspicion to demands for cooperation. Iran was quick to seize the SCO's potential, relinquished the official position of non-alignment it had held since 1979 and applied for full membership on 24 March 2008. This article analyses the rationale for Iran's shift from its traditional policy of non-alignment to seeking full membership of the SCO. The article also argues that global changes have created opportunities for three key actors—China, Iran and Russia—to consolidate their regional influence and curb US hegemony in Asia and the Indian Ocean Region.
A Gramscian concept at birth, hegemony entered the IR field through efforts to contest the Classi... more A Gramscian concept at birth, hegemony entered the IR field through efforts to contest the Classical Realist definition of power. Authors of a neoliberal persuasion such as Robert Keohane and Joseph Nye conceived of hegemony as a mixture of hard and soft power. Post-WWII United States (US) hegemony served as a textbook case for such a conception. Use of the concept of hegemony about rising regional powers is relative but refers to their potential capacity to influence the regional or international system by exploiting regional power vacuums (instabilities and crises), by combining the material and non-material powers of the state and reaching out to develop extra-regional alliances. The regional discord resulting from the breakup of the Taliban and Saddam Hussein regimes, along with the Arab Spring and the ensuing sectarian-ethnic civil wars in various states have created opportunities for resourceful revisionist states such as Iran to seek greater influence and to extend their stra...
