Dans le cadre des processus de decentralisation, les autorites coutumieres des pays des Suds ne s... more Dans le cadre des processus de decentralisation, les autorites coutumieres des pays des Suds ne sont pas toujours officiellement reconnues comme des acteurs du territoire. Elles ont neanmoins souvent un role important dans la gestion des terres et dans la representation des populations rurales. En peripherie des grandes metropoles, l’urbanisation accroit les concurrences pour le territoire entre ces institutions et un grand nombre d’autres acteurs, publics et prives. Aux confins de l’agglomeration de Lima, le cas de la comunidad campesina2 de Jicamarca, au Perou, montre que certains de ces acteurs tendent a detourner les institutions coutumieres pour legitimer leur propre pouvoir sur le territoire. Ces concurrences et ces modes de legitimation conduisent finalement a des blocages de l’action sur le territoire.

Since the 1990s, living on the borders of the Lima conurbation has been assigned to the poor, who... more Since the 1990s, living on the borders of the Lima conurbation has been assigned to the poor, who inhabit the interfluves, while the valleys are reservedfor farming. This situation is changing quickly. This article discusses the links between this development and the phenomenon ofmetropolization. The creation of a real metropolis presupposes the geographical unity of the city. Economie development has at the same time led to diversification and segregation, here as in other metropolises. These take distinctive forms, connected to the histOlY ofthe country as well as to the specifie features of the Lima region. 1t is thus necessary to investigate the raies of the central State, the decentralized State, and local institutions, and the possibility that the Metropolitan Municipality will emerge as a new agent ofgovernance.
This paper is based on the results of an investigation carried out by Universidad Nacional Mayor ... more This paper is based on the results of an investigation carried out by Universidad Nacional Mayor de San Marcos (UNMSM), the Peruvian Center for Social Studies (CEPES) and the Research for Development Institute (IRD) of France, on the issue of “Women and Agrarian Law in spaces of exodus”, during the years 2007 and 2008. This research, in turn, its a continuation of a study started in 2004 on the relationship between access to land an production dynamics in the provinces of Huamanga and Huanta, in the department of Ayacucho.
