This seems to be one of the strategic directions in the development of modern democracy. The growing interest in the field of political communications in social research is due to the fact that the development of political communications has significant potential for further democratization of socio-political institutions and processes in modern society. This article discusses the issues of transformation of the public administration system in Uzbekistan, the formation of effective mechanisms of "Electronic Government", the existing problems and prospects for the development of this sphere in Uzbekistan

A model on the structure of a thin, weakly diverging beam of hard electron bremsstrahlung and its... more A model on the structure of a thin, weakly diverging beam of hard electron bremsstrahlung and its transformation during its reflection from a microscopically smooth surface at small angles had been developed, which makes it possible to establish dependences of the specular reflection coefficients on the angular and energy distributions. Experimentally, the reflection of a bremsstrahlung beam with the boundary energy Ee = 6.25 MeV formed at a sliding angle α = 40 μrad with an angular divergence δγ = 27 μrad from the surface of mercury (surfaces with various roughness) was investigated on a 120-meter base. The dependences of the specular reflection coefficients on the sliding angles, the energy of the reflected γ-radiation, and the surface roughness found in this experiment correspond to theoretical predictions.

In this regard, the President of the Republic of Uzbekistan Sh.Mirziyoyev pointed out the need for consistent implementation: “the principle of mutual responsibility of citizens, the state and society, the connection of their rights and obligations. This principle serves as the basis for effective interaction between the state and the individual, the state and civil society in solving the important tasks facing our country. This article is devoted to the analysis of reforms aimed at the development of social partnership in Uzbekistan.

The boundary value problem for electromagnetic waves interaction with thin rotating cylindrical s... more The boundary value problem for electromagnetic waves interaction with thin rotating cylindrical shell of conductor in static cylindrical metric with weakly gravitating string has been solved analytically. Influence of line mass density on the string to the process under consideration is studied. It is shown that the increase of line mass density of the string diminishes effect of amplification of cylindrical electromagnetic wave under reflecting off conducting cylindrical rotating body in non-wave zone.

It is shown that a geometric optical description of the electromagnetic wave with respect to its ... more It is shown that a geometric optical description of the electromagnetic wave with respect to its polarization in a curved space-time can be obtained straightforwardly from the classical variational principle for the electromagnetic field. For this purpose the entire functional space of electromagnetic fields must be reduced to its subspace of locally plane monochromatic waves. We have formulated the constraints under which this can be achieved. These constraints introduce variables of another kind which specify a field of local frames associated with the wave. They contain some congruence with null-curves. The Lagrangian for constrained electromagnetic fields contains variables of two kinds, namely a congruence of null-curves and the field itself. This in turn yields two kinds of Euler- Lagrange equations. The equations of the first kind are trivial due to the constraints imposed. First results of the test performed on the base of microtron are presented. Effects of the gamma quanta reflection were observed by inclination of the reflector surface with respect to the beam axis.

The studies of influence of spin on a photon's motion in a Schwarzschild spacetime is continu... more The studies of influence of spin on a photon's motion in a Schwarzschild spacetime is continued. In the previous paper13 the first-order correction to the geodesic motion is found for the first half of the photon world line. The system of equations for the first-order correction to the geodesic motion is reduced to a non-uniform linear ordinary differential equation. The equation obtained is solved by the standard method of integration of the Green function.
