We propose a plausible conjecture about what goes on inside the black box of the Leontief-Liebig ... more We propose a plausible conjecture about what goes on inside the black box of the Leontief-Liebig production function. The approach is based on an idea that the conversion of resources into a final product in an industrial supply chain occurs in much the same manner as does the conversion of substrates into different molecules in an enzyme-catalyzed biochemical reaction. A bottleneck principle is derived according to which at any moment the steady-state output of a supply chain is completely controlled by a single factor of production. The reduction of complexity is made possible owing to the sigmoid inputresponse of an individual node in the chain.

Позитивные результаты некоторых стран, успешно реформировавших свою экономику, укрепляют мнение о... more Позитивные результаты некоторых стран, успешно реформировавших свою экономику, укрепляют мнение о том, что прямые иностранные инвестиции, при правильном управлении, могут повысить производительность труда и стимулировать рост экономики страныполучателя. Поэтому спрос на иностранные инвестиции остается как никогда высоким. Во многих странах принимаются меры, направленные на либерализацию и упрощение административных процедур, касающихся прямых иностранных инвестиций (ПИИ). Однако, конечная степень влияния ПИИ на экономику страны, а также тип и размер инвестиций, не всегда зависят от мер принимающих стран. В большинстве случаев они связаны с определенными целями и политикой инвесторов. В связи с этим изучение теорий ПИИ и понимание инвестиционных мотивов как получателей, так и доноров, является важной предпосылкой формирования концепции и политики привлечения ПИИ.

Данная статья посвящена проблеме оттока капитала из Казахстана. На первый взгляд отток капитала –... more Данная статья посвящена проблеме оттока капитала из Казахстана. На первый взгляд отток капитала – это обычное движение денег, связанное с экономическими потребностями физических и юридических лиц в открытой экономике. С другой стороны, если такое движение связано с легальным выводом капитала, то отчасти это может быть признаком того, что условия инвестирования в стране недостаточно привлекательны. Поэтому в статье внимание уделено некоторым практическим аспектам деятельности иностранных компаний в Казахстане. На фоне этих наблюдений выявлена необходимость улучшения практики налогообложения и ведения бухгалтерского учета. Также установлено, что некоторые аспекты денежно-кредитной политики Национального банка, а именно регулярная девальвация и целенаправленная дедолларизация экономики, в краткосрочной перспективе приводят к оттоку капитала.

The work develops and investigates a mathematical model for evolution of the technological struct... more The work develops and investigates a mathematical model for evolution of the technological structure of an economic system where different technologies compete for the common essential resources. The model is represented by a system of consumer–resource rate equations. Consumers are technologies formalized as populations of weakly differentiated firms producing a similar commodity with like average output. Firms are characterized by the Leontief–Liebig production function in stock-flow representation. Firms self-replicate with a rate proportional to production output of the respective technology and dissolve with a constant rate of decay. The resources are supplied to the system from outside and consumed by concerned technologies; the unutilized resource amounts are removed elsewhere. The inverse of a per firm break-even resource availability is proposed to serve as a measure for competitiveness towards a given resource. Основное внимание уделено деятельности дочерних структур иностранных финансовых институтов, которые стали полноценными инвесторами в казахстанскую экономику. Также предпринята попытка гипотетически оценить воздействие новых отрицательных трендов глобальной экономики на банковскую систему Казахстана. A deterministic fluid model in the form of nonlinear ordinary differential equations is developed t... more A deterministic fluid model in the form of nonlinear ordinary differential equations is developed to provide the description for a multichannel service system with service-in-random-order queue discipline, abandonment and re-entry, where servers are treated like enzyme molecules. The parametric analysis of the model’s fixed point is given, particularly, how the arrival rate of new customers affects the steady-state demand. It is also shown that the model implies a saturating clearing function (yield vs. demand) of the Karmarkar type providing the mean service time is much shorter than the characteristic waiting time.

The paper summarises recent developments occurred in Kazakstan while transition to the marked-ori... more The paper summarises recent developments occurred in Kazakstan while transition to the marked-oriented economy, especially in the industrial sector. The cemparative analysis of various options for solution of problem of Kazak crude oil exports from landlocked Central Asia to global markets is given. The JapaneseSociety forSlavic and East European Studies KANI:ARB,AIYE]LQdL ET AL. extremely rich oil and gas resources in the Caspian basin. Second, the geographical contiguity of Central Asia with the Middle East and Southwest Asian regions has automatically enhanced its geopolitical significance afid sensitivity to both regional (i.e. IraR, Turkey, Russia, China) and extra-regional (i.e. the United States, Western Europe and Japan) players. This once obscure and isolated heartland part of Eurasia now constitutes a new bridge between Middle East and Far East. Third, the significance of this geographical contiguity has been complemented and magnified by the region's "natural" cultural, ethnic, linguistic and religious confiuence with Southwest Asia from one side, and with Russiafrom another side. It is just the characteristic, which may, at least for the immediate future, give such prominence to Central Asian geopolitical considerations. Finally, it seems that Sub-Caspian region will be a major test site for the ultimate shape which Russian foreign policy will take in the post-Soviet period. Relations with the new independent states in Central Asia will not only be an indication of Moscow's general attitude towards the other states of FSU, but will also refiect Russia's selfperception of her magnitude and proper place in the post-Soviet space. Analysis has been carried out on the base of ayailable information sources ef Ministry of Economy, State Statistical Committee, and various academic and business periodic of Kazakstan, Central Asia, Russia, other countries of the former Soviet Union (FSU) and the world. Outline of Econorrnic Pembrinance The deep depression of output in Kazakstan as well as in the other CIS countries continued in 1995, but the fa11 in output slowed considerably, and there are expectations of an upturn beginning to emerge in more in 1996. Such a possibility, howeyer, will very much depend on what happens in Russia with which economic links are still very close for many Kazakstan industries. Kazakstan's GDP fe11 by 8.9% in 1995 (comparing with 25.4% in 1994), and this was no more than government expected at the beginning of that year. There are hopes that if the slight progress made with economic stabilisation last year can be maintained, Kazakstan's output might stabilise in the course of 1996. But it must be stressed that the uncertainties are considerable and that the range of forecasts for 1996 also includes a further decline in output. Annual inflation is proving to be 60.9%, as compared with 1,258% in 1994. Since inflation appears to haye monetary nature it is amenable to monetary stabilisation policy, as modern studies of transition in Eastern Europe and FSU have shown. The current rate of infiation in 1996 (about 2.5% per month) does not, fbr example, appear to be a serious constraint on fixed investment. The deceleration of inflation was clearly heiped to, among other factors, the rise in output and productivity in extracting sector. By the beginning of 1995 net fbreign capital fiow into Kazakstan reached 3.1l1billion.Fromthosedirectinvestmentsamountedto3.1 l 1 billion. From those direct investments amounted to 3.1l1billion.FromthosedirectinvestmentsamountedtoO.519 billion, midand long-term credks-$1 .340 billion, financial and technical aid in the form of long-term loans-$l.06 billion and grants-$O,192 billion. Annual volume of foreign investments used amounted to 380millionin1994,includingthedirectinvestments380 million in 1994, including the direct investments 380millionin1994,includingthedirectinvestments291 million. The JapaneseSociety forSlavic and East European Studies KANTARBAYEVA ET AL, among the fbrmer Soviet Republics. Its share of the FSU's overall energy production in the eighties stood at about 5.5%. The major primary energy source is coal, which accounts for 50-55% of the primary energy consumed in the Republic. Petroleum takes second place with about one-third of the total, foliowed by natural gas with some 13-15%. Thus far, 169 hydrocarbon deposits have been discovered in the Republic, of which 87 aie oil fields, 17 gas fields, 30 gas and oil, 25 oil and gas condensate, and 10 oil condensate. A new model of economic production process is proposed (in the form of a set of ODEs) based on an... more A new model of economic production process is proposed (in the form of a set of ODEs) based on an idea that nonconsumable factors of production facilitate the conversion of inputs to output in much the same catalytic way as do enzymes in living cells when transforming substrates into different chemical compounds. The output of a converging, multi-resource, single-product supply chain network is shown to depend on the minimum of its inputs in the form of the Leontief--Liebig production function, providing the validity of the clearing function approximation. In turn use of the clearing function is legitimate when the machine processing time is much shorter than the machine loading time.
