The publication is realized with an assistance of the Christian Children’s Fund of Great Britain and the European Children’s Trust. It is devoted to exceptionally important problems connected with the creation of suitable socio-economic and family environment for children as well as the development of new policies and mechanisms for improving child welfare. Based on an analysis and evaluation of a system of direct and indirect indicators of child welfare suggested by the authors, the following issues are argued in the study: the concept of child welfare; the prioritizing preventative policies for children at risk; the legislation, policies and new approaches and mechanisms for increasing the efficiency of social practice for improvement...

It is dedicated to the highly topical question related to the worsening status of human capital in the spheres of education and science during the last 20 years in Bulgaria. This situation predetermines the necessity for creation of appropriate conditions for preservation and development of the human capital of the country in relation with the processes of European integration, construction of a knowledge economy, as well as with the overcoming of the negative effects of the latest economic crisis. The publication is realized with the financial support of the Foundation “Konrad Adenauer”. It treats not enough studied still, but undoubtedly topical issues, connected to the forms of activities of shadow economy, mainly in the spheres with its generated social effects and their negative or conditionally positive impact. Main problems and important factors which cause them are identi¬fied. Directions for future restraint of shadow economy in the analyzed fields are out-lined. In the history of economic thought, they are one of the first investigators of the specific interrelation between economy and religion. The later is performed as a self-dependent active force, which determines through its own distinctive economic ethic and religious moral the rise and the development of the capitalism in Western Europe. But the common features stop here, because according to Weber the spirit of the capitalism is a consequence mainly of the dissemination of the Protestantism, while Sombart underlines the plurality of the reasons, led to the rise of the capitalist spirit, as one of them is the role of Jews and Judaism for the development of the European capitalism. The latter are treated as a premise for a theoretical analysis of the specific of the human capital of the people employed in the mentioned areas in three directions – by type of knowledge, specific abilities and skills, and the public role and functions. The paper outlines the structural characteristics of the term knowledge, which is basic for the specifying of such type of human capital. The publication is realized with a financial support of the Foundation “Center for Women Searches and Policy”. The following issues are argued in the paper: the concepts of equality and equal treatment – de jure vs de facto; the legal and institutional guarantees for equal treatment of women in Bulgaria in the light of the world and Europe; the gender oriented budgeting as a fundamental precondition for the building of the socio-economic infrastructure for equal treatment of women.
This article is devoted to the investigation of the changes in male and female participation in p... more This article is devoted to the investigation of the changes in male and female participation in paid professional work and unpaid work in the Bulgarian family. For the purpose of evaluation of the extent of significance of this problem for working men and women with family responsibilities the question concerning the gender distribution of time for paid work and for family and the unequal division of labour between the family partners is analyzed with a view to the level of family welfare. In conformity with this the gender analysis of the paid economic activity and of the unpaid work in the household and in the family is done, based on the National Statistical Institute’s Time-Budget Survey data. The applied approach allows for the evaluation of the extent of the real male and female participation in these two main spheres of work in temporal dimension as well as the extent of harmonization of the family responsibilities.

The country's activity in regional and subregional initiatives, including cross-border cooperation, as well as its specific forms applied in the fields of higher education, science and development of innovations in the region, are analyzed. It has been demonstrated that certain successes have been achieved at the level of developing initiatives and project ideas for collaborative cooperation in the analyzed areas. The role of Bulgaria in the practical implementation of subregional academic cooperation and exchange, as well as in the active participation in regional research and innovation initiatives, especially in the transnational regional plan at the expense of bilateral cooperation, is significantly weaker. In this context, proposals have been made for the possible enhancement of the role of Bulgaria on the Balkans in the efforts of the state ...

The Institute of Economic Research (IER) at the Bulgarian Academy of Sciences (BAS) was the organ... more The Institute of Economic Research (IER) at the Bulgarian Academy of Sciences (BAS) was the organizer and host of the traditional autumn international scientific conference held on 29-30 November 2018. The conference was attended by researchers from Bulgaria, Macedonia, Slovenia, Poland and Kazakhstan. During the two-day forum, 48 papers were presented by 65 authors - representatives of 5 foreign academic institutions, 3 subdivisions of the Bulgarian Academy of Sciences (BAS, BAS, RAS, Ruse), the Agricultural Academy, 14 universities from the country, as well as from the business and non-profit sectors, which enabled a multidisciplinary exchange of ideas, opinions and results of analyses of the state and prospects for the development of the economy of Bulgaria and other countries. Young scientists showed a keen interest in the conference theme - nearly half of the papers were prepared individually or in co-authorship with habilitated scientists and lecturers and presented by senior ...

In the research sphere, gender equality is among the core values, criteria and principles for bui... more In the research sphere, gender equality is among the core values, criteria and principles for building the new European Research Area. The European Union is constantly concerned with putting this principle into practice by ensuring equal opportunities for women and men and eliminating existing imbalances and distinctions. To this end, a new requirement is introduced for submitting validated gender equality plans in organisations applying for projects under the current Horizon Europe Framework Programme for Research and Innovation covering 2021-2027. This study aims to: (a) outline the fulfilment of this criterion for participation in the programme by academic institutions in Bulgaria; (b) assess the conformity of the planned areas of intervention with the current state of gender differences in research in Bulgaria; (c) raise the awareness and sensitivity of academic staff to this issue given current European regulations.

Ivan Pososhkov is one of the founders of Russian economic thought. He is the author of the first ... more Ivan Pososhkov is one of the founders of Russian economic thought. He is the author of the first systematized treatise on economic issues in its history - "Book on Poverty and Wealth", which will celebrate its 300th anniversary in three years. Pososhkov's ideas have aroused unceasing interest among historians of economic sciences, and for a long time he was considered as a representative of the mercantilist school in Russia. In the last decade, however, mainly, but not only in the Russian specialized literature, a discussion has unfolded about the categorization of his concept and its referring to a specific school/field of economics. The purpose of the article is a critically analysis of the arguments offered and an attempt to make sense of the place of Pososhkov's views in the history of economic doctrines. As a result, his concept is categorized within the frames of “cameralism”.

The study was carried out in the period 2014-2016 within the framework of the research programme of the Economic Research Institute at the Bulgarian Academy of Sciences. The investigation is based on quantitative and qualitative assessments of the innovation potential, of the status and development of the spheres of higher education and science, and of the regional cooperation in the two spheres in the Balkan region countries using information for selected indicators presented in global reports for the development of the innovation processes, competitiveness, human capital, ICT, quality of higher education and research activities, and others.
