The article presents a review of theoretical and empirical studies of human capital, which has sh... more The article presents a review of theoretical and empirical studies of human capital, which has showed inadequacy of reduced representations about man, his activity and the possibility to implement it. Based on the performed critical analysis, the article substantiates the necessity to develop a systemic model of human capital, which is to unite the classical concepts of human capital and its components (education and competencies, health, demographic potential) with advanced concepts, including personal qualities of a person, activity, identity; the features of not only individuals but also collectives and groups; the concept of social capital; representations about the conditions, media and institutions that provide human development and capitalization; ideas about subjects of human capitalization; representations of the negative processes leading to ‘dissipation’ of human resources. Two groups of categories are offered on the basis of the philosophical and methodological analysis....

The interest in future as one of the universal interests of mankind invariably emerges in differe... more The interest in future as one of the universal interests of mankind invariably emerges in different forms. Fortunetelling and prophesy are examples of early forms, whereas forecast, strategy and futurological literature are examples of recent forms. In the last decades special institutes for futures studies have been set up, and despite differences in approach they all introduce practices of exploring the future. The ontological «platform» of Foresight determines its special place. «Horizon» is the key unit of Foresight ontology. «Horizon» is the frontier of future visions possibility, determined by existing ontolgies (scientific ontolgies, etc). The super-objective of Foresight is to reveal the variants of future that can appear due to shifts and changes in ontologies. This is the way you can «foresee» latent challenges, individual and social demands, and connected perspective technologies, which are not evident now, but can appear in 30-50. Universities are considered as a social institution that provides knowledge production and intell... more Universities are considered as a social institution that provides knowledge production and intelligence renewal. "Universities crisis" is discussed in the context of necessary transition to cognitive university as new its type. Prospects for the universities’ development are associated with formation of "cognitive society". The work is based on the cultural and historical analysis of the universities’ existence and transformation; universities are understood as a social form of intellectuals’ self-organization in different epochs. In some historical periods universities operate as a progressive force, ensuring the society development; in others they focus on self-reproduction processes and become a conservative force. So the first generation of university which arose in the middle age later (in the "new age") had become a media of scholastic way of thinking that did not correspond to the changed world requirements. "Humboldt model" universities arose as institutionalization of new types thinking and activity, generated by the XVIII-XIX centuries' scientific and technological revolution and as an alternative to scholastic universities. Industrial phase universities were focused on the natural sciences, engineering and technical knowledge production, and the new types of research, engineering, and technology activities creation. Emerging currently socio-economic and socio-cultural reality described by the authors as a "cognitive society" characterized by the growth of the intellectual activity scope, the conversion of collective intelligence in society leading productive force. "Collective intelligence" is manifested as forms of public self-government, widespread use of expert knowledge, «think tanks» activities, intellectual activity of social networks which pass from messaging to collective problems solution, Big Data systems and others. Digital revolution achievements become a "cognitive society" technology base, which allows transferring any kind of information into a digital signal and transmitting it "without borders". Expanding the range of cognitive technologies is discussed in the article. Cognitive humanitarian technologies that provide man intellectual functions’ exteriorization and the functioning of the collective distributed intelligence, the cognitive infrastructure of consciousness and thinking formation must become a new technology package. The article discusses the "Task" for the universities’ development and new generation of universities formation and their mission which includes the following: 1) generation of new problematic and agenda for different actors in society; 2) creation and deployment of new practices in economy, culture, human development, etc; 3) human evolution support in individual educational trajectory format. Different model variants of university in cognitive world are discussed in the article: 1) "cognitive continent"; 2) scientific-educational-industrial cluster; 3) University – "smart grid".

The results of Foresight research, and namely presenting scenarios of the future of the Sakha (Ya... more The results of Foresight research, and namely presenting scenarios of the future of the Sakha (Yakutia) Republic, its indigenous peoples, are introduced. Both envisaging further development and realistic images of the republic’s future, suggested by the experts, are discussed. A field of scenarios of the future of the Sakha (Yakutia) Republic till 2050 is presented, scenario conditions and factors being viewed. A baseline scenario of the formation of multi-structure economies and society, blending traditional, developed industrial and post-industrial (cognitive) structures, is described. Within the frame of a baseline scenario reproduction of the republic’s indigenous peoples’ identity, culture and languages will be provided by special cultural policy, cultural and educational practices. Scenarios which are alternative to a baseline one are elaborated. В работе представлены результаты Делфи-опроса экспертов о будущем высшей школы в России в горизон... more В работе представлены результаты Делфи-опроса экспертов о будущем высшей школы в России в горизонте времени до 2030 г., в опросе участвовало 730 экспертов из 39 крупных городов России, работающих в высшей школе (представлено 79 университетов), органах власти, бизнесе. Эксперты полагают, что ситуация в высшем образовании России будет определяться конкуренцией четырех сценариев развития страны: «сырьевое будущее», «догоняющая модернизация», «локальное лидерство», «когнитивное общество». Представлена «карта», включающая семь возможных критических ситуаций для высшей школы в период до 2030 г. Эксперты считают, что наиболее вероятными и значимыми ситуациями могут стать «критически низкое качество абитуриентов», «стагнация высшего образования и науки при доминировании сценария «сырьевое будущее».

There are political, social, economic and technological transformations, demographic and cultural... more There are political, social, economic and technological transformations, demographic and cultural processes, described in this article, which define the framework for education reforms in different countries. Understanding the depth and scope of the processes is a necessary basis for development strategy for Russian education. The question about the future model of the Russian higher education and socio-anthropological project in education are also described, and the correct answer – it is an opportunity for Russian education and the country as a whole. In place of the Enlightenment project – «Knowing man» – alternative socio-anthropological projects came in: «A Man-operator», «Creative Man», «Mobile Man». These socio-anthropological projects will determine the content and format of education in the world in the next 20 years. Проведен анализ глобальных демографических, политико-социальных, экономико-технологических и куль... more Проведен анализ глобальных демографических, политико-социальных, экономико-технологических и культурных изменений, которые будут определять трансформацию сферы образования во многих странах мира. Выделены тенденции и факторы, способные определять изменения в российском образовании в ближайшие 20-30 лет. Ключевым фактором изменений является завершение проекта «Просвещение» («человек – знающий»), который обеспечивал процессы индустриализации и урбанизации в развитых странах мира и был основой массовых образовательных практик. Обсуждается возможность появления новых социально-антропологических проектов и соответствующая трансформация систем образования. Рассмотрены сценарные варианты развития высшего образования в России, сформулированы возможные позиции федеральных и национальных исследовательских университетов.
