In most developing countries, historically, the main strategy for improving the food sector has f... more In most developing countries, historically, the main strategy for improving the food sector has focused on increasing farm-level production. But in recent years, with the emphasis on value chain analysis, there has been much more focus on subsector studies, demand-driven approaches, and improving vertical coordination to assure product quality to final consumption markets. Millet, sorghum, and later rice were the traditional leading three cereal crops produced and consumed in Mali. Maize has trailed them for more than two decades, but from mid 1990s on, it has been produced and consumed in much larger quantities. Given the potentials of maize, developing and better organizing its subsector has the potential to not only increase revenues for maize farmers, but also create profitable opportunities for other actors in the subsector (traders, marketers, processors, industries, and consumers). This study tries to get a clear grasp of the factors that might play positively or negatively in ... more This study tries to get a clear grasp of the factors that might play positively or negatively in a country's convergence or adoption of the international financial reporting standards (IFRS). Through a comparative analysis between Turkey and the OHADA countries and based on the existing literature, the transition process towards the IFRS and challenges faced by each one is discussed from a historical perspective to the level of development. As a result, it is understood that the adoption or convergence towards the IFRS can be a challenging and a long-term process requiring multiple adjustments. Also, countries may differ in terms of historical past, level of development, cultural and socioeconomic aspects which can all influence their transition. In addition, given the lack of study on the new adoption of the IFRS in the OHADA countries, this paper will contribute to filling the gap in the literature on the transition process. Furthermore, it will help countries which are in their early stage of the transition process to avoid some missteps and learn from others experience to get better prepared for a successful shift towards a fully IFRS compatible accounting system as has done Turkey.

A key component of Poverty Reduction Strategies in developing countries consists in assessing the... more A key component of Poverty Reduction Strategies in developing countries consists in assessing the needs of the population in terms of access to basic services such as education, health care, and basic infrastructure. Using Demographic and Health Surveys from 40 countries, this note shows that the needs for household-level services such as connections to the water and electricity networks is likely to be substantially underestimated if governments do not take into account the impact of the demographic transition towards smaller household sizes apart from the impact of population growth. The basic infrastructure needs stemming from the trend towards smaller household sizes is of an order of magnitude equal to half of the needs from population growth. This paper analyzes the results of a survey that aims to explore World Bank project success facto... more This paper analyzes the results of a survey that aims to explore World Bank project success factors and specifically the relationship between critical success factors (CSFs) and project success as perceived by World Bank Task Team Leaders (project supervisors). The exploratory factor analysis highlights a specific set of five CSFs: monitoring, coordination, design, training, and institutional environment. The regression analysis shows that there is a statistically significant and positive relationship between each of the five CSFs and project success. Consistent with theory and practice, the most prominent CSFs for project supervisors are design and monitoring. The findings contribute to the project CSF literature by conceptualizing project supervision as a multidimensional construct and by confirming supervision as a generic CSF for World Bank projects. The World Bank project supervisors and managers should strengthen project design and monitoring and thus improve project implementation as well as the chances for project success.

Project success is strongly linked to communication and cooperation between stakeholders. This re... more Project success is strongly linked to communication and cooperation between stakeholders. This research explores the relationship between trust and communication and tests the influence of these factors upon project success and success criteria for international development projects financed by multilateral institutions in sub-Saharan Africa. The research analyses the coordinatorsÕ perceptions of project success, communication climate and interpersonal relationship between himself and his stakeholders (task manager in the multilateral agency, national supervisor) and within the project team. Data were collected from questionnaires completed by project coordinators of development projects. The statistical analysis confirms that trust and communication between players are proxy variables. Trust between the task manager and the coordinator is the key success factor, whereas team cohesion is the second most important factor. Trust between the coordinator and his national supervisor does not play a prominent role, although the task manager considers significant local autonomy for the coordinator a prerequisite for funding a subsequent phase when the project comes to an end.
