Using the example of the Portuguese language at the United Nations, this article argues that lang... more Using the example of the Portuguese language at the United Nations, this article argues that language planning matters. More specifically, without proper language status planning, the present political discourse aiming at making the Portuguese language official at the United Nations (UN) has very limited probabilities of being successful. This article applies a language policy and planning (LPP) theoretical framework and uses qualitative research methods to identify the set of key variables that may help bridge political discourse with a political goal. In this sense, the authors propose a research agenda toward the design of a status planning strategy for the Portuguese language within the context of the most representative international and multilateral organization. This prospective strategy is viewed as a decisive tool to bridge the current gap between the volatile political discourse of the Community of Portuguese Speaking Countries (CPLP) defending Portuguese as an official UN language and a concrete policy design or action plan toward that same goal.

Subjects change frequently in moderated debates with several participants, such as in parliamenta... more Subjects change frequently in moderated debates with several participants, such as in parliamentary sessions, electoral debates, and trials. Partitioning a debate into blocks with the same subject is essential for understanding. Often a moderator is responsible for defining when a new block begins so that the task of automatically partitioning a moderated debate can focus solely on the moderator's behavior. In this paper, we (i) propose a new algorithm, DEBACER, which partitions moderated debates; (ii) carry out a comparative study between conventional and BERTimbau pipelines; and (iii) validate DEBACER applying it to the minutes of the Assembly of the Republic of Portugal. Our results show the effectiveness of DEBACER.

Yet despite widespread perceptions of public-sector inefficiency, government agencies have much to teach us about how technological and social advances occur. Improving governance at the municipal level is critical to the future of the twenty-first-century city, from environmental sustainability to education, economic development, public health, and beyond. This research combines Institutional Rational Choice (IRC), the Institutional Analysis and Develo... more This research combines Institutional Rational Choice (IRC), the Institutional Analysis and Development (IAD) framework, Return Migration theories and International Development theories to understand how Mozambican highly skilled returnees (HSRs) interact with the institutional setting in the home country while pursuing their personal aspirations. Institutional setting in this context is defined as a multidimensional space of factors – institutions plus other contextual variables co-evolving as they interact with each other – in which HSRs try to mobilize resources over time towards their personal goals. Factors impose elements of order in the context where they operate and they affect the distribution of preferences, incentives, and outcomes. A better understanding of the constraints imposed by these factors/elements on HSRs’ behavior and personal satisfaction could allow governments in extremely poor countries to prioritize interventions for institutional development given the very...

This paper attempts to empirically test whether inter-party political differences impact public f... more This paper attempts to empirically test whether inter-party political differences impact public finances in Portugal differently. Focused on public debt and on government budget deficit, and using data since 1974 for several variables, this paper applies econometric modelling to show that inter-party differences have had, until now, no significant impacts on the public finances’ performance in Portugal. In this context, this paper aims at dispelling some myths regarding the ‘value’ of a policy process based on political intrigue, enmity and a discourse of confrontation around differentiated political parties’ merits in modern democracies.

This article argues that a diffusion of innovations model can be employed together with complexit... more This article argues that a diffusion of innovations model can be employed together with complexity theory in the construction of a conceptual framework to explain skilled migrants' (SMs) behavior and patterns of (re)integration, in either their homeland or their host country. This framework can be applied to identify and distinguish between those aspects of institutional structure that favor and those that hinder SMs' entrepreneurial aspirations. Empirical results derived from this framework can enrich the lessons learned from SMs' experiences and prompt the adoption of policies that favor SMs' personal performance, increase their capacity to fulfill entrepreneurial aspirations, and enhance the role they can play in development processes.

This paper presents a procedure for clustering analysis that combines Kohone's Self-organizing Fe... more This paper presents a procedure for clustering analysis that combines Kohone's Self-organizing Feature Map (SOFM) and statistical schemes. The idea is to cluster the data in two stages: run SOFM and then minimize the segmentation dispersion. The advantages of proposed procedure will be illustrated through a synthetic experiment and a real macroeconomic problem. The procedure is then used to explore the relationship between private indebtedness and some macroeconomic variables commonly used to measure macroeconomic performance. The experiences of thirty-nine countries in the early nineties are analyzed. The procedure outperformed others clustering techniques in the job of identifying consistent groups of countries from the economic and statistical viewpoints. It found out similarities in different countries concerning their respective levels of private indebtedness when added to well-accepted parameters to measure macroeconomic performance.
