Yet perhaps the most alarming change in the homeless population during the 1980s has been the dramatic rise in the number of homeless families with children.

The specific rationale, terminology, and strengths-based approaches emerging in different areas vary, reflecting in part the different type of deficits models that have traditionally influenced each. The common element across content areas is that they transform deficits-based approaches to ones based on strengths. A brief overview of this emerging strengths-based approach is presented first, and is followed by a description of the particular strengths-based research and policy focus of this volume. While criminal activity may become a means for the homeless to obtain resources needed for basic sprvival, little is known about the lev.:1 of criminal activity among the homeless or about the types of crimnal activity in which the homeless engage. Although there are many ways in which the criminal behavior of the homeless may be assessed, cacr has its own methodological problems. Existing research indicates tnat substantial numbers of the homeless have a history of involvement in the criminal justice system and that the homeless may be overrepresented among certain identified criminal groups. A study was conducted to gather information through self-report and from archival data on a sample of 125 homeless shelter users concerning both their criminal history and their current illegal activity. Interview data were gathered on prior arrests, incarcera...

Research paper thumbnail of Investing in Children, Families, and Communities: Challenges for an Interdivisional Public Policy Collaboration 1

American Journal of Community Psychology, Mar 1, 2001

An interdivisional collaboration to foster the development of strengths-based policies for childr... more An interdivisional collaboration to foster the development of strengths-based policies for children, youth, families, and communities is described. The initiative includes (1) producing a book that integrates scholarly research and policy; (2) developing materials for policymakers to use, including a policyoriented summary of the book; (3) enhancing the capacities of the divisions to communicate with and influence policymakers; and (4) taking action steps to influence policymakers. During the process of developing these products, a number of tensions emerged between the academically-based and policybased authors of the book, many of which centered around how the information should be presented and, in particular, how to formulate and present policy recommendations. Tensions fell into four general categories: understanding the appropriate scope for recommendations, using the right language, understanding the kind of information that is needed, and understanding the bottom line. The author concludes by urging psychologists to become adept at understanding and participating in the public policymaking process.

For these people, pf-erty, substance abuse, and harsh living conditions may further contribute to the development of physical and mental health problems. A study was conducted to evaluate the mental and physical health needs of the homeless, with future goals of using the results in policy development by state agencies. Residents (N=75) of four temporary shelters in a large urban area were given a non-intrusive physical exam by a nurse. Nurses also gathered information on health-related behaviors, self-reported problems, and psychiatric hospitalization history. A social worker administered a self-report psychological symptom scale and gathered background and demographic information. The results indicated that the homeless, while a very heterogeneous population, suffered from signiEcant health problems which were compounded by a limited access to adequate and affordable health care. Many reported significant histories of psychiatric problems or current psychological distress. Mental and physical health problems may be exacerbated by alcohol or drug dependencies, environmental stresses, and victimization by criminals. These findings suggest the prevalence of a wide range of health problems among this homeless group. It is likely that the hard-core homeless, who live on the street and do not use shelters, experience even more extensive health problems. (NB)
